CoH Roadmap?
In Paragon's offices, guarded in an enchanted impervium safe
The devs will occasionally comment on things they're working on if asked (much more likely if asked in person), but more often than not nothing is said until the big reveal (power customization being a prime example). They don't really like saying too much, though, because "we're toying with the idea of X" is assumed to mean "X coming in next patch!!!!!!!!" by way too many people.

There's no such roadmap publicly available, no. Presumably the devs have one, but they don't share it with us nearly that far in advance. To each of your points, in order:
1) no info
2) no info
3) no info
4) no info
5) there will be future incarnate powers. Other than that, and the Hybrid slot currently on beta, no info
Sorry :/ They have pretty good reasons to keep stuff under wraps, but it can still be frustrating at times.
1. Make things.
2. Sell things.
Seriously though, telling players what they're planning to do far in advance would be about the worst mistake they could ever, possibly make. Terrible, terrible, terrible idea and I hope they never do.
They have said that more proliferations are coming. They did not say soon™.
2. alerts the competition.

And then nothing released for a year. People would have been complaining for every single day for that entire year, demanding to know why it wasn't already released (and not caring for the reason, because they just want it nao).
Or... what if 3 months into the project, after announcing they would work on it... he discovered that the engine had far too many assumptions that such a thing would never occur, that to actually implement PC it would have taken many, many man years of effort to rewrite the necessary code for it to even be possible, making it a totally infeasible project?
Imagine the vitriol being spewed forth on the boards when it was announced that PC was being abandoned. People would claim we were lied to (even if it was never promised- details like that rarely actually matter), and it would simply be bad PR.
The first scenario was what happened with Staff Fighting... every single announcement had people asking where it was. Every single ustream. Every single discussion with a dev. And many of those "asking" were really "demanding to know why we didn't already have it". It's not good to have an angry playerbase.
2) This is a decade old niche game with a weak population. Why is competition a factor? |

Imagine if back when BABs started working on Power Customization it had been announced.

There's at least two other super hero MMOs out there (both of which used pre-existing brands), and I think it's safe to say a large percentage of the player base would be willing to play non-comicbook MMOs. Paragon definitely has to worry about other MMOs trying to steal their thunder (they might not have to worry about the 600 lb gorilla paying any attention to them, but that gorilla is hardly the only thing out there). |

Login Screen changer (OS X/Windows/*nix)
Web based Base designer
SO/DO Enhancement Standardization Pack
CoH Community Mods Installer
Nothing official, but...
Now, yes, there's always going to be that gap - not saying there shouldn't be. But when we were all on SOs, it was really a matter of "Learn why you got killed, and learn to counter it."
Mission Architect fixed |
"Profanity" Filters? That's been sitting around for a year.
UI?
More arc search filters?
Just what do you mean by "fixed?"

- City Vault. "Hey, we have this really neat feature..." ... which ended up causing serious problems, and was shelved. Finally confirmed "dead," but we still ahve people asking what happened to it.
- The SSOCS. An out-of-combat skills system, you'd head to the University (added, as I recall, in issue 4 or 5 - I remember the construction being there in I3) and learn... some kind of skills. This was supposed to, among other things, reduce the effect of Enhancement Diversification - they'd take away our 1acc/5damage slotting and six-slotted stamina, but they'd have this other system ready to go.
Except it wasn't. And we had nothing until Inventions were introduced.
- Epic ATs. See my guides, specifically "EAT at WW's." But waaaaaaaaaaaaaay back when Statesman was still at the helm, he announced several upcoming EATs (we'd just gotten Khelds.) Avilians - a flying EAT. (Killed because they finally figured out how to give players wings.) Incarnates. (Now a system, not an AT.) Coralax. Blood of the Black Stream - which has a few in-game items related, and even had a player turned into a card for the CCG with the bio modified to reference this... and it's also now dead (one of the "we want our new guys working on their own ideas, nto old stuff" casualties, which I think is really shortsighted.) Getting even a "they're dead" or ANY sort of status out of PS after these were announced *years* ago was like pulling teeth.
Same as it's been for a long time now, pretty much:
- Enter the little-known Bulwer-Lytton Cash Shop Contest.
- Randomly refuse money transactions in online store, with misleading explanations.
- ???
- Profit!
(Tell me the Paragon Market doesn't make more sense as a contest entry.)

I'd love to see it, but I seriously don't think we ever will. The only thing down the pike they've mentioned in a positive manner is the newer power sets getting added "eventually".
Is there a CoH roadmap anywhere? I am interested in understanding some of the longer term initiatives and what is being planned 12 - 24 months.

I wouldn't hold my breath on this. After all, I13 was supposed to "fix" PVP, as well.
|
I13 was supposed to be the beginning of a number of long-term changes to the PvP system which would, hopefully, bring it to an eventual state of balance and fun.
However, due to a limited initial time window and resources, as well as a PvP playerbase that was NOT interested at all in testing, providing constructive feedback, or even discussing PvP changes in a civil manner (I was trying my best to test as a mainly PvE player, and I remember what it was like on the forums), it was decided to put further PvP changes on the back burner in favor of more pressing things. Things like Ultra Mode, Going Rogue, and Freedom -- all of which were major, time-intensive projects that affected a much larger percentage of the playerbase than PvP.
When Castle left Paragon, it's safe to assume whatever plans he had for PvP were likely scrapped. Assuming, of course, his long-term plans were even documented.
Sorry for the slight derail, but I'm sick and tired of people reinforcing this false assumption that the I13 PvP changes were the ONLY changes that were intended to be made to the system.
Positron: "There are no bugs [in City of Heroes], just varying degrees of features."
NO.

If they wanted to do that, they'd have to gut IOs, since that situation didn't really exist since the introduction of Inventions.
Instead, it PO'd the existing PVP playerbase for the most part, and took a not-too-high entry requirement and swapped it out for a learning curve that resembled the side of a skyscraper, since so much operates *completely* differently - and in some cases, nonsensically (an inspiration triggers suppression? MOVEMENT suppression?)
And yes, they did say they'd be "data mining" and "adjusting for feedback," etc, etc, etc. Hell, they said they'd fix the gutting of anything with teleport as a travel power in the zones, since even Castle didn't like disabling it completely.
Now we're nearly 10 issues later...

This is a decade old niche game that's beating the bejesus out of it's competition in that niche.
Paragon City Search And Rescue
The Mentor Project
I theorize that one reason we've never heard anything about a roadmap specifically is that if they announced a plan to reveal one, then couldn't for some reason, the meta-complaints on the forums would probably open a rift in the space-time continuum.
Is there a CoH roadmap anywhere? I am interested in understanding some of the longer term initiatives and what is being planned 12 - 24 months.
Specifically I am interested in learning if the following will ever happen:
Martial Arts as a Blaster secondary
PVP fixed
Mission Architect fixed
Ninjitsu as a Scrapper secondary
Expectations for future incarnate powers
