Well, I do know it varies based on how many are in range (it's a Twilight Grasp style heal).

Also, as of this post, with the rebates availalbe, the $1300 rig is down to $1191, which you can take off $120 if you don't need a new copy of Win7 (64bit) or a new disc drive (not sure if you are cannibalizing an older computer) - you can also save some money that way if you are reusing a hard drive, although make sure you have the right connections - it has only one IDE/PATA connection, so 2 devices with that style of connection max.

It is possible to have three tips and have all the fame points filled - if you run enough of other people's tips to fill your fame points while you have thee tips, you do not lose any tips.

Not totally sure about elec, but I know dark also gets psi resistance in time for the Synapse TF, whch is useful for the CK fight.

When you buy Going Rogue (You will have to buy the Complete Edition, 39.99, but that does include a) the GR item pack with some nifty costumes ($7 value) and a few other bits and b) first month's subscription ($15), so basically you just pay $18 to start your account. Again, same client, so you will not need to download anything extra.

EDIT: Also, it should encourage you to do this, but make sure you "Upgrade" not "Create New Account," or it will have you create a new account separate from your trial account, and thus without your characters.

Tips are blatantly their own drop pool - even dropping from no-xp grays? Yeah, it could drop with all the other stuff. -

1) just to make sure, have you already tried rebooting your computer?
2) Have you tried redownloading the updater from NCSoft.com? I don't recall the direct link, but if you log into your master account, then click on a City account, it will mention a download link there.

Quite possibly nothing, as they are meant for Incarnate (Level 50, nonexemplar'd) content.
They, as far as I know, never dropped during beta. -
Quick note : Originally the power WAS a damage power, so it might in game still accept damage enhancements (or say such) despite doing no damage now.

Ca does nice end drain, and Iirc with max targets (8?) also gives you unslotted health and stamina (as long as it drains, it buffs you).

Incorrect. At least in part.
Each pool - Inspirations, regular invention recipes (which then check for common, uncommon, Rare, and Ultra Rare), costume recipes, enhancements, salvage - is checked for a drop independently of each other. It is not a "Do we give a drop : Y/N; if Y, which kind?" It's collection of:
Enhancement : Y/N
Reg. Invention Recipe : Y/N
Costume : Y/N
etc.
If the temps are indeed their own pool, they should also check independently of regular invention recipes.

You don't need a full team, but it helps.
Banner event goes like this :
Four banners appear, then start spawning mobs. IN the magic circle on the ground glyphs can appear, don't recall which is what, but those are mob buffs.
To make the banners vulnerable, you have to defeat enough of each type of banner mob - this is why a full team helps, you send two to each banner to make sure this happens. When the limit is reach, the "banners Vulnerable" message appears and you can beat on them.
If you can defeat all four in the time limit, a GM appears, which will disappear in about fifteen minutes (independent of original banner timer). Defeat him and get merits and a temp power (different ones to choose). -
Also, i think inspirations are per-person per mob, at least I seem to recall ambrosia working that way.
Note : In case it's not clear, unless it's coded to not have a specific kind of drop, each drop a mob is capable of is checked separately.
So you could (and people have) kill one mob and get :
An inspiration
A piece of Invention Salvage
An Invention Recipe
An Enhancement
A Costume Recipe
A Tip
All at once. -

The big issue is coding them to accept power customization - there are issues your base power sets don't have.
