Note that this X/1+% is how all reductions work in this game. So 100% recharge buff halves the recharge of a power, just like status resistance.

Why are they different? Essentially an attempt by computer scientists to frame the numbers they were talking about in a way that people who weren't used to binary numbering could understand, then someone at the hard drive companies using the metric notations literally to make their products seem larger. -

Is there anything in place now to prevent a NA player from changing their global name to match a EU player (or the reverse)? If not, why not? As Arcanaville said, this should have already been put into place.
Is there any way to check to see if the global name is taken on the other servers? (Ie. Can I check if an EU account has "my" global name or can a EU player check to see if a NA account has "their" global name?) If not, why not? It would be a basic database query and it would lessen any fear, uncertainty, or doubt.
Does NCsoft/Paragon Studios know, right now, how many global names are affected? If not, why not? This is a basic database query.
The character record would be everything your character IS. Name, AT, Level, Powers, slotting, etc. EVERYTHING. -

Leveling Pacts - you can make a pact with another character, and all XP earned is split between the two. If one is offline but the other is playing, the offline character will get XP. Great for keeping "duo" characters at the same level, especially if on person plays more than the other.
Super Sidekicking - You may remember sidekicking from before, where a higher-level character could sidekick a lower-level character. You may remember the "Your mentor/sidekick is too far away" messages, just as your sidekick drops and all the enemies are suddenly deep purple to you and you get wiped out. These are no more. Now, sidekicks are adjusted to one level below the level of the team leader (or the level of the team's selected task), and there is no 200-foot "tether" any more. These things make it MUCH easier to form a team, as you don't need to mess around with who is sidekicking who (i.e., The Mentor Shuffle), etc. Some highlights of the new system:
- No longer require a specific "Mentor" to sidekick you.
- When Exemplaring (i.e., dropping to a lower level to play on a team), you now gain XP.
- Also when Exemplaring, you have access to powers up to 5 levels above the Exemplared level. For example, if you Exemplar a level 30 character to level 15, you will still have access to powers up to level 20.
Just pointing that out small difference because a mission can be lower level than it's holder. -

I have an Ill/kin that has five open arcs and Mender Ramiel will give him the mission so that doesn't make any sense. Why can one toon with five ope arcs get the missions but another with seven not get them? -

But scrappers? Biggest thing for them would be the new powersets, however every AT has those and and they were not changes to the AT as a whole. Not like bruising and some of the damage adjustments tanks got, the blaster, stalker, and dominator changes, the vigilance buff... The recent changes to brutes. Can't recall when controllers received containment, if it was more 5 or six years ago...
