I'd suggest 7 MM and one scrapper with a bad attitude.

If you want to make a little money quick, do go to WW and buy level 50 SO's and DO's for under 3000 or so. Run over to the "store" next to Miss Liberty and sell them for around 14k each. If you go through the Vanguard Building to RWZ you can get around 18k for them, but, since you're just running back and forth, you have to decide if that's past the point of diminishing returns.
There was a challenge a while back to see if a person could make 2m in 30 minutes starting from the beginning of character creation. I got 640k doing the above technique. But this is very limited since a level 2 can only use two bidding slots.

My big problem is obviously ranged/psi. Mu, some CoT, ect, can eat me for lunch. I keep my melee and lethal monitored and there's nothing like watching it go from +60ish to -40 in about two seconds.
I carry Hyperphase and run real fast. -
I'm no expert, but I'd drop Acrobatics, maybe Tactics, and slot Health up since I've never been impressed with Healing Flames. I dunno, HF is good, but I'd still slot Health.
I'd also slot Temperature Protection or not take it. And since I'm just grabbing imaginary slots that don't exist out of the air, would probably drop it considering how busy and tight this build is. It's giving you 13ish Cold resistance. Cold is not a big fear of mine in this game.
I always say "Wow, that's a lot of money" to nearly everyone's build because I'm a cheapskate.
Also, my favorite, but an opinion not shared by many, for slotting DA is Mako and CI Dam/Rech, LotG and RF Def/Rech, and a generi-dam and generi-def. Maxes Rech, Dam, and Def, but doesn't touch anything else. But I favor global acc when possible.
But, yeah, this is good. Well, Acro...I just don't understand that. -
My opinion, and this is soley based on what I've read but hopefully in around a month I'll have some real experience with /DA, is that OG is for people who don't surround themselves with huge amounts of enemies. OG =/= farmer.
CoF locks them down tighter, no wandering, but if you're doing four baddies at a time, it's probably better to do OG.
I still haven't decided for my Kat/Dark. I'll probably take OG then respec, even if I really dig OG, just to see what CoF is like.
I'm coming off a kat/wp so this /dark seems like a horrid end pig. -

Just played with Mids...you can reach Range cap [and I know OP doesn't want cap] cheaply with Thunderstrike, Mako, Trap of the Hunter, a mix of Cleaving Blow and Eradicaiton, Executioner's Contract, and/or Red Fortune and Reactive Armor.
There are tons of ways to do it. I don't know why I got hung up on S/L...it's just what we always seem to build to. -

It really depends on the team. I've been on a team who flat out couldn't get Rom without some serious tactics [blasters whittling away while staying out of range of the healing nictus] and teams that eat him x3 asap.
Usually when a team, like the Freedom Hoarde [see Freedom forum] does one they'll do a screencap showing the time. Just head over there, or search, and find the old announcements for ITF.

Wow, that's some expensive stuff.
Here's my gal. You'll notice the odd levels on her enhancements as this is not a plan but an as-built. I'm planning on changing some things around, so this is not at all perfect.
That said, I think she cost less than 400m to make and her def is significantly better than the build you posted.
Note: if anyone would like to tell me what I need to do to optimize this, that's super cool. I just didn't want to ask about it since she functions just fine against anything that can't sap her defense.
EDIT: I think I've got my Lotus's slotting entered wrong, because that makes no sense.
DOUBLE-EDIT: It is entered wrong. The slotting is the same as in Flashing Steel.

There is no reason to take SR at all if you aren't doing def. It's pure def. And MA isn't what you want for DPS. You made the wrong toon.

Doesn't look like the Rikti are resistant to fire either. That could be fun.
When I saw you recommended electric I was hoping a claw/elec scrap I have shelved in the 20s could take over the task, but there's just too much S/L resist on the Rikti. Well, I don't have numbers, I'm just using Paragon Wiki.
Essentially, this is making a Vanguard Merit farmer. -
Cheap as dirt and not even finished build I just cranked out. Goodish rech and capped on positional [obviously.]
Slotting is suggestions, and since I decided I'd not finish it I used six slots in the def toggles. I'm way over on ranged, but the Red Fortune endurance might be cheaper than getting a generic IO.
Both sets are really basic. I don't do CAK. Respecced into it and right back out on my first 50. And I took Focus Chi way too late. Take all the def in the SR, obviously. Arguably, you could skip the AoE def, but, hey, it's SR, get it all.

I'm starting to purposefully not make full builds or in the correct order so that the owner will make their own toon. -
Saying you want defense and not taking ice makes no sense.
If you don't want the armor messing up your costume, then you don't want defense. Sad but true.

I got the idea of making a build specific to a very unique task when I was putting around the Shard last night forever. I was poorly equipped. I had a similar problem on the TF where you fight the weakened Hami. It got me to thinking.
I want some experts. I want a toon that is a cold, hard Rikti killer. I want a ITF expert.
I'd think that the Roman smasher would be a Cold something since they aren't resistant to that. But I can't think of anything that would really ease a toon for the Rikti killing except keeping the holes out of the defense.
Thoughts? -
I'd suggest playing to 20 before making any real plans if you've never, ever, played a blaster before. I'd also suggest trying a few different primaries too. I've taken AR, Fire, Ice, Energy, and Electric to 20+. I can't stand the sound of sonic
so I'll not be doing that.
You'll build for recharge, either primarily or as your secondary consideration. I don't know much about MM so I can't touch on what kind of bonuses you'll get from that but there's always plenty of ENFC defense to go around. I also load on acc bonuses and always take my tough and ancillary shield.
Depends on what you want. Blasters are very diverse. Ice gets very controllery and Energy doesn't get, but is, a blapper.
As for tactics, don't take the alpha, obviously. And if you're new, try doing ST through a melee toon. If you have a good tank, or some controllers locking down stuff, rip the world open with AoE.
Oh, and Fire/ rocks. -

All movement is mouselook, straife, and W or S. And during fights a judicious use of F.
` or ~ if you want to call it that, is target nearest. All toggles are on numpad, attacks are 1 through zero, and underused stuff [sometimes toggles] are on the third tray.
I might move with the arrows if I'm eating. -
There's no reason to ask questions. You're right. It's not a good idea.
