Cloak of Darkness or Cloak of Fear?
Do you mean Oppressive Gloom?
Cloak of Darkness is a stealth power that grants Weave level defense. It's sought after on Dark Armor defense builds since the defense value do not suppress in combat and it's to all types allowing you to stack either positional or typed defenses with it.
Cloak of Fear and Oppressive Gloom are mez auras.
CoF is very end heavy and rather poor accuracy. That pretty much requires you to 6 slot it or it will not be effective. CoF will "fear/terrorize" mobs and apply a small ~5% to hit debuff to them. On non-IO builds, CoF is rarely taken on Spines/DA due to rather high endurance costs associated with the combination.
Oppressive Gloom stuns mobs, sending them into a wandering stupor. Oppressive Gloom cost virtually no endurance and can be very effective with a single accuracy slotting. On non-IO builds, OG is the preferred choice for Spines/DA.
On IO builds, anything can be accomplished. I prefer CoF over OG. I personally find the wandering animation of stunned mobs annoying as the move in and out melee range and the range of my damage auras. While 'fear/terrorized' mobs can attack you, they do so at a substantially reduced frequency and will generally stay in the damage auras. The to hit debuff of CoF stacks nicely on any defense values you may have obtained from IO set bonuses.

CoD is a decent stealth, but not the most sought after thing on a scrapper. I use it as a stealth all the time on my Dark Armor characters, but that't not why I take it. CoD adds a significant chunk of defense ~5% (fully slotted). By it's self, the value is fairly meaningless. Stacked with other sources of defense and it can become quite significant. If you have Combat Jumping and your're going for defense bonuses, CoD is just a stealth.
Thing is, once you start adding defense bonuses, CoD and CoF become superior choices to OG. Bare in mind this assumes you've built in enough recovery to run both.

I should point out this is a personal pet peeve of mine. Not every Spine/DA would agree. Many do not find the wander affect annoying. I simply have a strong preference for CoF.
CoD is an end drain at that lvl and id highly suggest you NOT fight with it on.

Desmodos covered it in great detail. I took both CoD and CoF as soon as they were available. I even took OG and dont regret it.
Apples and Oranges, sure, but I'd take CoD because it's a great power. If you were planning on going Gloom, there is no need to take CoF anyway.
The controversy, or dispute, is between Fear and Gloom. CoD is just a really nice stealth power.

For a standard build, I agree with you, OG>CoF mainly due to CoF's low accuracy IMO.
My opinion, and this is soley based on what I've read but hopefully in around a month I'll have some real experience with /DA, is that OG is for people who don't surround themselves with huge amounts of enemies. OG =/= farmer.
CoF locks them down tighter, no wandering, but if you're doing four baddies at a time, it's probably better to do OG.
I still haven't decided for my Kat/Dark. I'll probably take OG then respec, even if I really dig OG, just to see what CoF is like.
I'm coming off a kat/wp so this /dark seems like a horrid end pig.
While I was leveling Katana/Dark, Oppressive Gloom was better simply because I could afford the endurance. But I think Cloak of Fear is definitely the better power for that combination once you get your endurance under control. First, the enemy wander can cause problems for Divine Avalanche, as your current target wanders away from you, and you have to switch targets or chase (possibly through a crowd) to keep Divine Avalanche up. And second, Divine Avalanche gives you such great defense that eventually you'll find yourself taking more damage from Oppressive Gloom than you're preventing through the stun. At that point, run Cloak of Fear or don't run anything.

I run CoD all of the time on my Kat/DA. The wander effect from OG does not usually create a problem because most of the time the minions and LTs do not remain standing for too long. Sure on some large mobs they may wander but then there are some to take their place.
Spines/Dark here and was wondering which power I should take at 28, I was reading some guides and some people prefer one or the other, so just wanted some other thoughts about which power people would rather have.
Powers so far
Spines: Lunge, Spine Burst, Impale, Quills, Ripper
Dark: Dark Embrace, Death Shroud, Murky Cloud, Obsidian Shield, Dark Regen
Fitness: Hurdle, Health, Stamina
Leaping: CJ, SJ
I have a KB IO, so no acro, and plan on taking Build Up at 30.
So the question is CoD or CoF
And what about slotting (regular and/or IO sets)
