What is the best/most survivable lowbie scrapper?

So, I need a new blue alt to play, and I think I'ma make a scrapper.

I mostly just want something to kick around low level TFs when they come up, so I'm looking for the scrapper build that'll be most effective using DOs/SOs (might spring for some cheapish low level IOs, we'll see.) Seems like it should be a DM/something, but what?

Virtue blues: Overnight (DP/MM), Kid Ridiculous (FC/rad), Panorama (Ill/time)
Virtue reds: Block Party (SS/SD), Goldcrush (earth/fire), Deadwire (claws/elec), Snowcrush (ice/kin)

I'd go with WP. Extra HP and regen, no clickies to recharge. Then RttC launches you into the big league.

I'll put my money on Fire/WP. Fire's pure 'You die now' damage coupled with WP 'I never die' slotting, and well, you'll be a beast. and SOs/DOs benefit both fairly well.

For best early level survivability, I'd go with Kat or BS/WP because of Divine Avalanche/Parry. Most baddies you face in the early levels will have attacks either in the melee or lethal variety.

Kat/WP. Starts off strong in the early levels and never fades.

kat/wp, the only bar you have to worry about is the pink one.

For a lowbie scrapper?

I'm going to go against the grain here and suggest DM/Fire.

Why?

It has 2 self-heals very early, one of which is part of your attack chain, and the other recharges faster than any other self heal in the game.

It has a damage aura that will help with your AoE damage output.

It only has 3 toggles to run by level 20, so when you get Stamina you should be in pretty good shape, and DM gets an end recovery power at level 18 if you choose to take it.

DM/FA's performance drops off sharply in the late game, but it is very solid in the early levels.

Dm/WP is your best choice, main downside is, it's that overpowered that gets boring at higher levels, that's why i deleted mine at 41.-

Fire Armor in the Post-30 levels is the definition of Buyer's Remorse. Is it *really* the official "Damage Armor at the Cost of Survival" set anymore? I don't feel like Fire Armor has held up its end of the bargain since Burn was itself burned in a blazing trail of burning hot irony and nerfdom.

It's arguable that /ELA provides easily as much "offense" as fire through a damage aura, +rech, protection from slows, and unlimited endurance.

Then of course Shields craps all over /fire.

Hopefully fire gets some positive attention and doesn't just get forgotten in the negative changes coming to shield charge.

DM/Regen or Katana/Regen
QR at level 4!!!

Spines/regen works well the attacks recharge fast on their own and get healing&dmg resist quick
