1) iCapping would be tough. My Stj/Nin has about 53% positional overall when unhidden. I recommend supplementing what number you can achieve with Shadow Meld (from the Soul Mastery Patron Power Pool) as a complementary tool. Of all the sacrifices you'll find in reaching for the bigger defensive set bonuses, I believe your individual power Accuracy enhancement values will suffer. Makos and Touch of Death, for example, don't offer great accuracy within the set.
2) I also do not use Smoke Flash, but I find caltrops to an amazing tool for aggro control (blocking doorways/pathways to impede ambushes, slowing down larger groups of foes, etc.). I don't use Blinding Powder nearly as much, but I find it a helpful addition for multiple spawn management or to assist a squishier ally.
3) I personally attempt to find my recharge everywhere else before considering Hasten. While hasten is helpful, there are a number of global bonuses, Alpha Slot Boosts, and set bonuses that can offer enough recharge to help you sustain a potent attack chain.

I would be interested in seeing the appearance of more of the Rogues Gallery of Villains and Heroes that have been integrated into the Tip Missions. These additional bosses could appear as reinforcements, paid mercenary back-ups, or even rivals seeking to capture a bounty after disposing of your team.
The idea is to provide a randomized challenge (ambushes at 75%, 50%, or 25% of the main target's health), to include some of the lesser seen heroes and villains already scattered throughout the lore (and assigning these ambushes to back-story appropriate spawns), and to avoid the need to create any additional assets.
I'm open to other ideas though. -

As for the OP's idea, I'm all for seekers getting increased effectiveness in direct relation to the number of enemies present. Scaling effectiveness certainly has a precedent set in our game as is from Soul Drain to Carrion Creepers.
I also would like to know is, a Jibikao inquired, seekers could be given the targetted aoe patch/"droppable" treatment in order to offer some versatility.
Lastly, the Knockback on seekers combined with the current damage and high incidence of mob scattering makes seekers a more chaotic tool in damage mitigation and a questionably effective tool in damage-dealing.
Of all the times i've used seekers, the most damage-efficient and least team-combat disruptive uses for seekers has been when a mob has already been engaged, herded, and taken some damage enough that seekers can finish off minions and lieutenants. At least in those instances, there are less enemies scattered to diminish the AOEs of my allies. -
Oddly, the Beta Paragon Rewards section offers the repeatable option of 5 Super Packs for 1 token. I'm not sure when/if this is going to be pushed to LIVE though.

The numbers can be meaningful since perception often becomes reality. When meaningful statistics are backed with case after case of supporting evidence (such as players who actually buy things), a case can be made that the entire costume set can be acquired for less than $15 - plus you get the assorted Reward Merits, Enhancement Boosters, Unslotters, ATOs, etc.
Even your Beta experience is in line with that. One detail that you omitted was that you got more than just a costume set for the 13 packs that you opened in Beta. You also received a number of consumables. While you may not value those items highly, they were part of the transaction. -
For those who want the costume pieces but are worried about spending more than $20 in order to get them, it might be helpful for more folks who actually purchase them to offer details about when they completed their costume set.
As per several Developer posts, including Zwillinger's post last evening detailing the weight of the parts in each pool, costume pieces are heavily weighted to award earlier than most, but not all, other items. The proof is in the numbers. If you purchased a Super Pack, please post at which point you acquired all of the costume pieces.
I used two separate accounts. I bought the bundle of 25 for 1440 on each account. All 11 Elemental Order Costume Pieces within 15 packs. No black wolf pet though.
First account took 10 Packs.
Second Account took 15.
The remaining packs mean i'll have a lot of extras and Reward Merits galore. I mean, a ridiculous amount of Reward Merits. -

For example, dark servant takes accurate healing sets, but enhancements from that set will *only* benefit his twilight grasp power, even if they're enhancing something (like accuracy) that other of his powers (like tenebrous tentacles) could benefit from.
For this reason, I would stay away from accurate tohit debuff sets. Unless they've coded him an exception... -

Venting/Rage/'Whining' occupies one end of the spectrum.
Denouncing said venting/rage/whining occupies the other end of the spectrum.
There exists a vast middle area wherein concerns are voiced without hyperbole and without the need to paint dubious intentions on other board members and on Paragon Studios.
It's a strange territory, of course, because it requires some compromise. I certainly don't envy the folks at Paragon Studios who have to salvage the reasonable suggestions and constructive criticisms from the pro/con knee-jerk feedback that inevitably resides on these forums. -

The number of players i've encountered who have actually purchased something during this sale far exceeds the number of players who claimed they haven't (by a ratio of 16 to 1). Of course, this is merely my perspective based on the players I have asked. The most striking thing is the sheer volume of purchases made by many of those 16, particularly those spending more than 1000 Paragon Points. -

This is, of course, the internet. I know that flights of whimsy and hyperbole are common. As someone who "hasn't gotten that far," you may not want to write anything off. For example, Gravity control gets Singularity - and, subsequently, one of the easiest pathing roadblocks to stop non-lieutenant escapees during the BAF. Otherwise, Singularity's repel is a helpful safe haven from melee attackers and a great source of additional control.
The Incarnate Trials remain full of non-AV enemies who can hit hard. Bringing controls for situations in which the influx of mobs can overrun players who bite off more than they can chew or simply for when locking down a group long enough for others to complete an objective and move can be invaluable. Additionally, most AV fights include waves of attackers which provide opportunities for control to be of great value.
Dominator primaries can offers a number of tools to help in endgame content, but be careful with investing more in conventional wisdom than in time spent personally investigating powers and the situations you may encounter. -
