The KB in Bonfire is intended to limit the amount of damage the power can do. So KB to KD significantly increases the effective damage of the power.
Simply adding a chance-of-knockdown proc to a generic pbaoe with no inherent KB is insignificant, and can already be achieved with certain powers. -

Are they any powers apart from Bonfire in which this proc becomes overpowered? Because it's just the one power, you could just do a little special case tinkering. For example make Bonfire ineligible for Universal Damage enhancements, or add Repel to the power. -

The subtext is there, but it's so subtle it may as well not be (one thing Strangelove isn't - is subtle). It certainly isn't going to change anyone's opinion.
It's like Total Recall (it's really all a fantasy), or Blade Runner (Deckard is a replicant). It's pretty much an easter egg, for people to find if they look for it.
Fore example, one of the things ST (original movie) did was fill in backstory via propaganda newsreels, thus suggesting an "unreliable narrator" to people who are clued in about such literary techniques. But there was no actual proof the narrator actually was unreliable. It simply plays on people's suspicious nature. -
I'm not sure I entirely agree with your plot summary.
I think it's more a case of "can anyone unite the warring factions in order to face an overwhelming external threat, or is everyone doomed?"
(and I think "everyone dies" is an entirely possible outcome in this story.) -

You're saying that weapons large enough that they need to be mounted on tanks or jets would not be more powerful than the weapons built into a GLOVE? Keeping in mind, of course, that Stark designed weapons for the military so their weapons would be better than what they have in 'real life'.
Of course, Stark sonic tanks are more powerful than regular tanks - we see them almost stop the Hulk.
The situation here is simply a matter of suitability (wrong damage type, if you like). The alien assault dragons are vulnerable to melee smashing damage, not ranged lethal or energy damage. -

I believe only the President can authorise the use of nuclear weapons. The UN certainly has no such mandate. Which makes Fury right on both counts.

I certainly see where you are coming from. The uniform (for example) looks like something that could work in the real world. But is that appropriate for this franchise?

Both films where weak because they focused too much on Banner/Hulk's plight.
The second film, in particular, didn't have a proper villainous antagonist.
General Ross? He is misguided rather than evil, and is just a victim by the end.
Blonsky? He is really just a thug to whack on. He isn't even portrayed as particularly evil. If he had massacred a few civilians down the line, his defeat might have been more satisfying. And he doesn't have any sort of plan apart from become powerful and smash stuff.
Sterns? He is the only proper villain, but he really doesn't get to do much.
Avengers worked because the Hulk had a proper antagonist with a proper evil plan. Hulk 3 will need to do the same to succeed, with pursued-by-the-military and looking-for-a-cure relegated to minor sub-plots if included at all. -
It's a substantial bust to BURST damage, that won't have a huge impact on sustained damage, which is the intention, since the devs have said repeatedly that they don't want balster damage to go much higher.

I'm beginning to think the kindest thing would have been to let Blasters die through neglect and introduce a new AT with Blast/Defense sets. -

I would think it would have to work like that, or you make def+absorb much better than res+absorb, and hence mess with the balance between def and res sets.
