Anything / dark. That secondary makes everything better. Play what you like; there's no wrong choice with this one.
Caveat : if you have any desire to slot the recharge intensive per uniques, go with thugs or demons. -

@Catalysis - Here is a perma-hasten variant of your build with incarnate soft-cap when within 3 teammates (using phalanx fighting). Without phalanx fighting you are softcapped to regular content at all positions. Switched to Agility alpha, changed slotting on tough to get more AoE defense (to softcap) and added the gladiator proc with a slot saved from hasten. Remaining recharge IOs need to +5 boosted to get the perma-hasten.
Everything else stayed the same.

Back in May this community was kind enough to share its various opinions regarding the essential scrapper experience. Following your recommendations, my BS/SD dynamo, Miss Arcana, hacked and slashed her way through fifty levels of game content - faster than I have ever leveled a character before.
Please accept my thanks for all your advice. My game experience has broadened and its quality improved. The only drawback is, if it could be called such, all my characters are payed like a scrapper. My defenders are taking alphas, my controllers are tanking, and I have received more debt badges in a month and a half than I earned in the previous four years.

Here is a cheap build, mixing SOs, some generic IOs, frankenslotting, and a couple of sets. The expensive stuff: 2 sets of reactive armor can be tricky, as can the steadfast +3% def unique, the mocking beratement set, and the 2 pieces of rectified recticle. Everything else can be had for change - the smashing haymaker recipes will probably cost far less than your salvage costs. If you have even a modicum of patience (as well as ANY IO/SOs already), this build will run you less than half of your budget. For example, mocking beratement can be CHEAP if you don't care what level the individual IOs are.
I assumed you had the first tier of the cardiac alpha for build purposes - if you have constructed a higher tier alpha it should only improve the numbers.
The build has 32%+ defense to S/L/E/N/F/C. One small purple and you are sitting on the regular content defense cap. The other numbers are decent - it IS a cheap build. It has resurgence for those times you faceplant while getting back in the swing of things. You'll likely want to drop that once you get your ultimate build worked out. Rage is permanent (although the weaken will still occur). Strenght of Will is in there as an 'ohh-s***' power. Damage does not include fury, and Rise to the Challenge is set for 3 (typical 0/x1 spawn).
I have a SS/FA brute and a stone/WP tanker - I'm combining what I remember from leveling up. I'm sure there are many folks on these boards who will have better advice. Looking over the build, I would be comfortable at least starting the SSA/alignment merit process, initiating solo dark astoria (for the solo incarnate path), as well as run some taskforces.
Caveat - your current build might very well be better. But maybe this will give you some ideas on your initial respec to accommodate inherent fitness.

Welcome back!
Instead of trying to kit out your brute on 200 million (which can be done, carefully), you may wish to investigate some ways in which very expensive IOs may be acquired through playing, i.e., on the cheap.
With GR came alignment merits. 2 alignment merits will purchase such high-ticket recipes as the miracle +recovery proc, the LotG +recharge global, and Numina's +regen/+recovery (as well as many others - some for 1 merits rather than than 2). You can get 1 merit every two days by running 10 tip hero or villain missions
Alignment merits may also be received by completing the signature story arcs - each mission can provide one/week. So the entire first SSA series will net 7 a week.
Lastly, have you run across any converters? These items can transform an IO to another type, either in the same class, type, or even within the same set. This has evened out the cost of purple IOs (the expensive ones have come down in proce, but the cheapies have risen) and decimated things like the pvp gladiator unique (from 2 billion+ to 250-350 million as of Friday night).
So, you may wish to get your build functional - maybe defenses up to 32 or so (1 small purple to the regular content softcap) and just play. If your kin and brute both do the entire SSA arc, you will have enough merits to get all the goodies for a final, ultimate build. I'll post a build in the entry below.
Your questions:
1. Lots of folks like to build for some form of defense. Brutes have an easy time soft-capping S/L due to the Brute ATO (check it out - it is very nice -- two sets of three give a total of 10% S/L defense). As for HP, I tend not to build for it. Bonus HP seems to come nicely from the sexy/expensive sets as a bonus, and accolades giver a ton. Since I like to play my characters, I tend to want to get the accolades too (since you get them by playing the game!).
Also, I like to build in enough recharge to run my attack chain, as well as enough endurance to keep it up, before considering incarnate powers. This isn't always possible. If I could only do one - I would focus on keeping the blue bar in check before sweating the recharge.
2. For incarnate powers in particular, it depends on your build and your goals, as well as how much min/maxing you intend to do. Basically, it is hard to say independent of a final build.

All your bots are softcapped to non-incarnate content, except for your protector bots. Since Time's Juncture is providing app. 20% tohit debuff, they should be fine, mostly.
you would get about 3.5% extra fed for your pets by switching to agility alpha. Not recommending it - merely throwing it out there.

You may wish to shift some slotting around to increase accuracy for your protector bots, while decreasing your assbot's. That's assuming you will be running tactics full-time.
Also, Deacon has written some very cogent slotting advice for distortion field. About 4-5 threads down.

Have you purchased any sets off the market? I ask because staff has a lot to offer on an so-only build.
1. The forms provide some control over damage vs. endurance vs. recharge, depending on your needs in the leveling curve.
2. Guarded spin grants relatively hefty melee/lethal defense early on.
3. Pairs well with just about all your choices (no sd of course) so little limitation there.
As for the secondary, I only would avoid dark (can be done on SOs but so much more fun on inventions). -
Here is a S/L capped build (E/N is almost there - .5% off). If you have not noticed, pvp IOs have plummeted in price. The gladiator is quite affordable now on a moderate (yet serious) budget. Lastly, check out the scrapper archetype origins (ATOs). They can be acquired through packs from the market or with plain old merits -- and of course - the market. Hopefully this will be a nice place to start.
I didn't mess with your powers too much. Did drop defensive sweep since this build has you S/L capped without it. However, it can be stuck back in with the same slotting if you prefer.

Hiya ToxicEel - Seeing your build description, I wondered if it would be possible to softcap your character beyond S/E types. Looks like it might be! With the protector bot bubble, you can be softcapped to AoE and ranged. Still softcapped to S/L without any help. Almost doubled the recharge and keep the endurance return just about even.
Drawback - got rid of some of your +hit point bonuses and hibernate. But....since you are softcapped you should need hibernate less
Were you interested in implementing this build, you likely could fund by selling three of the four purples currently in the assault bot (assuming you have access to a number of converters, and two alignment merits for the LotG +recharge).
Anyways, just looked at it as a bit of fun. Not saying your build was messed up and wrong in any way. Rather, thanks for sharing. It gave me some ideas for my /poison!

Looked over the build. You don't need set bonuses to boost defense numbers for regular content. Remember that the protector bot will offer an 11.74% shield to you (with two +5 defense IOs), and power boost is worth approximately 6% on top of farsight.
If you are building this character to run +4/x8 missions and hunt big game, you only *need* 45% defense numbers. Over that is overkill. If you are looking to soft-cap to incarnate content, you are just about there for S/L/E with very little effort.

So PB's farsight - 21% (1 LotG + 3 cyto or membrane HO's)
ProtBot -11.7% (2 slots boosted)
Hover - 3% (2 slots: LotG recharge+ and def/end)
Weave - 7% (3 boosted LotGs)
Steadfast and Gladiator's - 6%

Before set bonuses or Scorpion's shield, you are sitting at 48% (and change) defense.
Scorpion's Shield adds (with 1 LotG recharge) 15.6% S/L and 10.4% energy, essentially at the incarnate softcap level for S/L/E.
Unless you are trying to softcap a position or fire/cold/psionic/negative, you will not need to chase any defense set bonuses.
As for farsight - overslotted. Leave the LotG and toss in 3 cytoskeleton's (buffs def, end, and +hit: all good things the power does) - 2 slots saved.
Weave is over-slotted for what you're getting. maybe 3 LotG (3 slots saved)
Codewalker is absolutely on the money about the force feedback procs in the pets: pets do not benefit from recharge buffs and you will not see any benefit from the procs should they go off.
Your protector bots are basically useless to you as slotted- no enhancements to their attacks at all. Are you using them purely as mules?
Lastly, there is no reason even with a moderate budget NOT to have perma hasten.
You have good start. I'm sure getting this character together will be lots of fun -

Bots/time certainly will be capable of bringing the goods. If you have not leveled a mastermind from start to finish before, there's no better time than now. Getting the gist of the AT is getting a real feel for the metagame of controlling the pets. And each combination is subtly different with different tactics and approaches.
Don't have Mids' at the time, but I'll check out your build when I get to my home computer. -
Out of curiosity, what did you find lacking from your previous attempts? Bots/traps is very stable and can achieve all your stated goals. Just wondering if there are things going on that a change in secondary would not necessarily address...
Edit: are you considering incarnate powers (none were included in your build)? If so, many combinations can achieve your design goals. Jibako has been doing well with a ninja/ff build. Many ----/dark builds are sufficiently sturdy. -

My recollection re: the luck of the gambler global recharge bonus is that it is named differently from other 7.5% set bonuses, meaning it appears to be an exception to the rule of five. So, you can have 5 LotG global recharge enhancements in addition to an extra five sets that grant 7.5% global recharge.

@Zybron1 - Very nice build. That psi defense is around 2x as much as I could squeeze. Do you find the trade-off worthwhile, i.e. the lower E/N def numbers?
Certainly in large enough group the build reaches regular content soft-cap with Invincibility, but never stretches to the incarnate soft-cap. (not that I know what you're building for - this is certainly a monster in most of the game).
Hmm - - switching to Agility Radial Paragon will just about make it. -
You may wish to base your build on some samples that are floating around the forums. A good place to start is by checking Linea_Alba's sig links -- s/he has archived 100's of builds for a variety of playstyles.
As for Carnie's - that group is one of invulnerability's weaknesses. I'm guessing your referring the psy damage - it just happens to be one of your holes. Not much you can do purely with IO's. -
