Id say allow it to cap dark energy rez, but that may be like giving regen recharge resistance

Really. I don't know how the Praetorian MidSquad compares to the Primal one, but if we're to believe they're roughly equal, there's not a chance in heck a tool like Midnight Master (is presented to be in the FW arcs) could best them.
Edit: Also, those powerset can't be right. Yes he has zombie minions, that's fine. But I've never in my multiple times fighting with or against him ever seen him use a single Dark Miasma power. Ever. Ever.
He appears to use Energy Assault. (Or at least a combination of Energy Blast and Energy Melee powers.) -
I dont get much out of procs in a power like this (long recharge) unless I just like to see the extra numbers. I usually go with 5of6 heca then 1of6 acc/recharge or end/hold from Unbreakable constraint in a big power like this. Now with the Scrapper set comming Soon(tm), you may get your wish of tricking both out. I also havent looked at attack chains that closesly either. If it works out, Shutter's method is very appealing as my SB got the Achilles heel ASAP. Save damage procs for lower powers (if you have room) like initial strike or heavy blow, IMO.

I like the idea of the berserk build-up: ~10 sec duration of build-up, during that time one gets a 20% chance to do *additional* smashing damage, each successful hit increases the likelihood of the "chance-to" by 10%, get 3 and foe gets hit with a mag 3 fear and -dam rez -20% or nix the -dam rez and allow the build-up to increase recharge for all attacks in the primary +40%
*or should the smashing damage chance be higher (like 60%) to start with some cancel on miss thing? -
I would be interested in a "natural blaster" set: knives, throwing stars, carnie disks etc. I recall a comment that the rating of the game may change or thats not a direction they want (but, hey, we got Titan Weapons, so...)
My elec/shield is Tron inspired. Some of the tech weapons may work. -

Beyond that, though, I don't see why a non-player would care that you're killing off a character they've never heard of. If that really was a goal, I'd strongly advise you guys to come up with a better hook for your next big advertising blitz.

While I respect your point, it would only be *desperate* if they did the obvious Statesman (nod to Superman/Doomsday and Blue Rabbit for the rebuttle), but if they did someone less obvious and more convoluted like Manticore, BAB or Citadel, the inter-dimentional repercussions could be vast. This *could* get very interesting. -

Observational bias due to the quick animations of the set being hard on the endurance bar? Seriously, I'm not trying to be snarky, but StJ is rather twitchy and it's easy to get caught up in pumpling such that you run out of end quick. On my StJ/shield I'm having fun, my StJ/regen - meh, too clicky.

As usual Aett hit the nail on the head. This is an old arguement that gets thrown around with Arcanaville's Rule of Thumb on 2rez(90%):1def(45%) and with the tank, brute, scrapper arguements of how good is good enough for resistance for *most* content. If resistance bonuses were thrown around like defense bonuses, my guess would be we would have a much stronger base of heroes and villians and thus make balance around more difficult (one wouldnt have to worry about averages - we would have consistantly better performance). Seems like a critical, albeit subjective, balance point to me.

Iirc, you need a target to use the power. You can't just stand there like a lot of pbaoes. I like the diversity too
