If you liked the old tutorial, you can still do an altered version of it in Ouroboros, as part of what's-her-name's arc (the one that hates you).
Personally? I didn't bother to do Outbreak or Breakout in years. Outbreak was pretty horrible, but Breakout wasn't much better. And running them time and again? Yeah, not worth the time of day.
The only problem with the new tutorial is it doesn't fit with the rest of the game (primarily the voice overs, but also the targets on the ground and the "gimmicks" aren't reused). -
You can use 2 transfer tokens to rename a character.
On a different server than the one that the character is on, make a character with the current name, then transfer to that server. You'll then be able to rename that character for free. Once done, trasnfer back.
I, personally, haven't used a single one yet, nor renamed a character... so it doesn't really make much of a difference to me. Seems the transfers might be slightly more useful (since they can emulate the renames). -
Years ago, when they merged the US and EU forums, there was an email address you could send a message to and request the change. I remember someone asking this a year or two ago, and apparently the address was still working for it... or they possibly asked a redname... it was one of the two.
Either way, there's nothing integrated into these boards that allow you to change your name (unlike the old boards). -
After you try starting it, does a NCLauncher.exe appear in the list of processes in the Processes (NOT Applications!) tab of Task Manager (ctrl+shift+escape or ctrl+alt+delete to open)?
If so, do you have the launcher showing up in your System Tray (possible in the area you have to expand to see)? Also, sometimes it starts behind all other windows with a dialog box open so it won't show up in the task bar until you dismiss it, so minimizing everything else might reveal it.
Posting a CoH Helper and (more importantly) a HiJack This log would help if you still haven't found it. -
Yeah, what Aett said. BABs, back in the day, said that Brawl was actually the most complex power in the game animation-wise, because it's intended to never force redraw.
It's possible that the tech has improved since then, but, if it seems probable that if they get to the point where making powers like Kick not force redraw isn't too bad of a time investment, they'd probably want to go through and do as many as makes sense. -

IIRC, Nemesis Vengence only provides Melee and Ranged defense... so they actually have an AoE hole!

The server status page can, unfortunately, be misleading at times. If the Devs are doing internal testing of the servers, buth aven't opened them up to the public yet, they can appear 'up' when they really aren't available. There's also been times where the status page has seemed to simply lag pretty far behind the actual state.

Double xp = 2.0x = 200% normal XP

Are you using Windows Media Player to play the .mts files? I'd using something like VLC instead, it pretty much always has far better compatibility with everything.
Are you doing editing with Windows Movie Maker, or just reencoding? If just the latter, I'd suggest using VLC for that instead (selecting "Video - H.264 + AAC (MP4)" as the Profile... you can tweak it if desired) or HandBreak. Sadly, video conversion is pretty much always a slow process (unless you have the right hardware), although HandBreak & VLC's converter let you queue up several items to transcode... so you could just start it, then let it run over night. -
Do you experience the crashes going to the invention tables at any other universities? What about the invention table (not the vanguard merit table) in the Rikti War Zone?
Nothing in the logs really stands out to me (well, other than OpenOffice being supplanted by LibreOffice, but that's unrelated to this).

Please post a HiJack This log as well. There's many pieces of software out there that definitely cause issues with CoH (and other games), like WindowBlinds.
And drivers can certainly cause issues: after all, it's the driver that's telling the video card to render everything.
Also, is that log correct, that you have both a GTX 275 and a 8400GS in the system? Seems a bit of an unusual setup. -
I still love whoever was the guy that did Mender Silos' voice over for A Stich in Time's trailer (seriously, that has to be my favorite one simply due to his oddly prussian accent).

Here's a question... what happens when you move the mouse to the left? Can you move the cursor into the "black bar" territory? (make sure you're on a character when you try) Or does it stop at the edge of where CoH is showing stuff?
What about if you take a screenshot with the print screen key (ignore the shot that CoH itself saves) and paste that into mspaint, is there the black bar or not?
What about the right side of the screen? Are things going off that side? Can you move the mouse out beyond that edge of the screen? -

Memory is so cheap these days that for a new PC 8GB is a good place to start. 2GB might be ok for an old system with DDR or DDR2 RAM where sinking money for such old tech is a waste of money.
If the machine is just going to be used for MS Office and light web browsing, then 4GB is certainly enough memory, although as you said, 8GB is pretty dirt cheap when it comes to DDR3 RAM (sadly, this laptop uses DDR2 memory, so I paid about double when I upgraded) so when in doubt it's not a bad idea to just default to 8.

Saying you want to use the wings/costume items is fine, but... saying you want them to lower the requirements because you want to "prove" you're as big of a fan as 8 year veterans doesn't make sense to me.
The t9s will still be accessible in the future, and, quite likely, will be easier to get for the non-veterans once they've been rotated out. -

But, where's the fun in that? Lets make 'em suffer MORE!
1.) Super {girl,boy,lobster}friends!
All the classic supers have them! Superman has Lois Lane, Spiderman has Mary Jane, Batman has Robin, and The Monarch has Dr. Girlfriend! So why can't we have this staple of comic culture? Well, now you can! You'll be able to start on 'dating' at around level 20 or so. There'll be various character you can start a relationship with, and they can be kidnapped/brainwashed/etc, and you'll have to go out and save them.
The exact path you go down should be randomized with a large number of branching possibilities. If they ever implement the Nemesis system (HAIL LORD NEMESIS! - er not that Nemesis!), the super significant-others will make great kidnap victims.
Participation will be optional... but, after level 20, each level you gain with being in good standing with a significant other, you'll be hit with more and more severe debuffs (-regen, -res, -def, -recharge, -damage, and -hp... irresistible).
2.) Moar -tohit debuffs.
Autohit, of course. You think we nerved accuracy before? Well, just imagine how bad it'll be when we actually do! You'll be failing at a level 1 on your 50+3 Incarnate, and whiffing every single time.
3.) Make heroes fight Longbow / PPD
They already do a little bit, and BOY have people complained about how hard they were! Bluesiders obviously need toughing up, so "rogue" PPD/Longbow will randomly ambush people in any mission in Paragon. The rule that prevents enemies from using multiple location based debuffs will also be loosened, allowing them to stack their various debuffs (imagine being hit with a half dozen glue grenades at once!).
Villains will get cake.
4.) Give Stalkers Titan Weapons and Shields
This will only piss off... okay, well, no one. I'll probably be praised for this one, damn it!
5.) Continue being a complete *** on the forums
No need for explanation for this one! -
It's a known issue. The store doesn't mark bought items as bought, although I'm pretty sure it won't let you actually rebuy the same item. (although, if you buy a bundle, then try to buy a component of a bundle... I'm not sure it'd stop you in that case)

I mostly like the idea, although I don't particularly like the idea of them being co-op. It just doesn't seem right when there's also the Incursion event (which I like). What'd be the RP explanation for why some can fight (the NPCs) but not others (the PCs)?

For many years I used a cheap PS/2 RF wireless keyboard and mouse. There was no human-discernable latency, even playing high-click RTS and FPS (which were my favored games of the time). I also used it for several years with CoH, and never an issue (CoH is not a game where fast response time matters all that much). It would be months between replacements of the batteries (the computer side of it actually came with a battery charger, and enough batteries so there was always one set charged).
I've also used a more recent logitech wireless laptop mouse. I didn't use it enough to get a feel for there being any latency, but it didn't feel like it. The battery in this mouse goes literally years without being replaced, and has an absurd range (a couple dozen feet).
I don't believe for a second the complaints people have about latency. They will of course have a slower response time, but, you'll also have a slower response time when using a keyboard with a longer cable... no one tells you not to buy mice/keyboards with longer cables. -
Please post a CoH Helper log and HiJack This report. They'll give details about your CoH settings / hardware / driver version as well as other software on your system that's potentially causing conflicts.
Lacking more info at this point, one thing you could try is to do a repair (consistency check) of the CoH install from the NCsoft Launcher. Quite a shot in the dark, but it at least it'll rule that variable out. -

I'd recommend thinking about it based on what's most likely to be the bottleneck. A SSD will largely fix the component that's the biggest bottleneck for most users (the HDD), so you should try to set aside enough money for at least a 64GB SSD. From there, it really depends on what you'll be doing with it. Gaming? Then budget out a good nVidia GPU (if you won't use it for CoH, then ATI is also an option).
I'd recommend at least 4GB of RAM, with 6-8 a much nicer amount... but, some use cases would be fine with 2GB of ram even!
Lastly, is SB vs IvB. There's not a huge performance difference, and SB, from what I've heard, overclocks better than current IvB parts. If you're not going to overclock quite a bit or depend on the iGPU, don't go with a 'k' part when choosing a SB CPU (those are the only benefits for it). The 'k' IvB parts get a bonus 100MHz over their non-K cousins, so there's a slight benefit for non-overclockers as well.
