Please post a CoH Helper log and HiJack This report. They'll give details about your CoH settings / hardware / driver version as well as other software on your system that's potentially causing conflicts.
Lacking more info at this point, one thing you could try is to do a repair (consistency check) of the CoH install from the NCsoft Launcher. Quite a shot in the dark, but it at least it'll rule that variable out.

This happened to me, but it has stopped now. It stopping did not seem to directly correspond to any of my conscious actions though. Not much help, I know, but I wish you good luck.

Support fixed! Here's their response if anyone else has this problem:

Not sure if this is the place to ask. Looking for help with the issue. I've been playing on and off again. However, my game keeps crashing whenever I open the contacts page, or open a dialogue box with an NPC. Last time this happened was when the NCsoft launcher got put into effect. Tried updating video card drivers (GeForce 130M, Windows Vista), and nothing. Even tried rolling back updates on the driver, and still nothing. Any help available would be appriciated!
