As already established earlier, Tyrant's truce also forced his hand in regard to the discovery of Primal Earth. He couldn't be seen as trying to form an alliance with Primal Earth, for fear of Praetorian Hamidon reigniting the war and wiping out the rest of humanity. And, considering that most of our growth in power occurred as part of the war, it's quite likely that we couldn't actually have been of much help, just a danger.
Maelstorm probably also informed Tyrant how a huge portion of the Primal Earth population was a bunch of power hungry, violent villains, that already had a record of igniting inter-dimensional wars. That won't exactly make you confident the other side will stick their kneck out for you. And, lets just for a moment say Tyrant had secretly reached out and formed an alliance with Primal Earth to fight Hamidon... and somehow the alliance won... Would Praetorian Earth be in any position to keep Primal Earth from deciding that would be a convenient time to end the little alliance and gain ourselves a second earth?
Tyrant had no "good" options available to himself. -

If possible, better to make it available to all. I'd probably want both current Arachnos and classic Arachnos.

You have a system with 2 GB of memory, running Windows 7 32 bit, along with a video card with 1.25GB of RAM...
You're definitely low on memory. 2GB, in this day and age, is seriously pushing it (CoH is much more comfortable with 4GB). Especially if you're upgrading past XP (fortunately you're not on Vista, which was a bit heavier than 7). You also can't upgrade your RAM without upgrading to a 64 bit OS, seeing as your video card has so much, and the limitations of 32bit architectures. -

Is there no option for 'capes interior' (or something similar) in the SG window? Go into Settings for the sg, hit Next, then it should show you all the coloring options. I believe this was fixed a long time ago to be included there.

Damage works as normal (i.e. applied on hit). The confuse portion, though, has a 25 point lower chance to hit than the damage portion (meaning if you had a 95% chance to hit, it'd only have a 70% chance to be applied).
That's what the If @ToHitRoll + 0.25 < @ToHit portion is saying. What you rolled, plus .25 (25%), must be lower than the 'tohit' of the attack (which caps at .95, or 95%). -

Announce the event, and occasionally remind people it's going on (for the people that log in after it starts), but don't use it as a general chat channel. It's just bad form. -
Please don't necro post, it makes it much harder to figure out what's going on (plus, Mod 13 locks necro posting threads).
What happens after you let it repair? Have you let it repair? Does it fail to repair the game? And, you are using the NCSoft Launcher, right? -
You can't upload images to the forums (VIP or free), but nothing stops you from uploading to a free hosting site (like imageshack.us) and then posting the URL here (the [img=URL] tag might be VIP-only).
From the sound of it, it is indeed a text error. A bit odd, since I presumed the Categories list was generated based on the data for what categories it supported automatically. -

Seems like that would disproportionately benefit AoE-centric builds.

Those don't change. I've always just considered them to be saying the specific slot in the tray (with 0 = 10), not the keybinding myself.

That could only work if your character had the option set to match colors across your costume pieces set. Personally... I never manage to leave the costume creator with that still set! Even the simpler costumes from a coloring PoV will generally have at least one piece with the colors reversed.

They might have shoved the code into the game's client to avoid having to write the code for both the Windows (.NET) version of NCLauncher as well as the OS X version... even though the code is quite simple (IIRC from when I documented the formats/protocols, just normal SHA or MD5).
Quite frankly, NCSoft really should abandon their .net launcher... In this day and age, when the Mac is getting increasingly more attention (and, you know, you have a Mac game...) it doesn't make sense to invest in a framework that'll lock you into a single platform, when there's many quite good frameworks that are completely crossplatform! -
Nothing says all the aspects of the IOs have to work just fine in a power. I'm not sure if it would let you slot it or not (I'd assume so), but at the very least, the ATO proc function work just fine there if it does.

Simply speeding up the animations probably wouldn't look all that good (BAB had said something similar in the past). Some of the draw times seem decently long... what happens when the draw time is 2/3rd of the power's animation time? That'll look pretty silly.
This is actually sort of how things originally worked (or were SUPPOSED to work): There was a gap at the end of every attack, the length of the draw time. Although in this case, it made weapon sets look absurd because after you took a swing, you'd just be standing there for a full second. Didn't help that quite often the times were entirely wrong (IIRC, there was one power that was FASTER with redraw!).
