World of Confusion... literally?
Damage works as normal (i.e. applied on hit). The confuse portion, though, has a 25 point lower chance to hit than the damage portion (meaning if you had a 95% chance to hit, it'd only have a 70% chance to be applied).
That's what the If @ToHitRoll + 0.25 < @ToHit portion is saying. What you rolled, plus .25 (25%), must be lower than the 'tohit' of the attack (which caps at .95, or 95%).

How would that math out when slotted for T4 Cognitive (20% chance to confuse)? Is it a straight 70%+20% or a different formula?

The procs should be totally separate, AFAIK. So WoC would have a 70% chance on each tick as normal (or sometimes less, depending on accuracy and etc), and Cognitive would get its 20% chance every 10 seconds since WoC is a toggle.
Any thread that starts, "World of Confusion . . . " should be concluded with ". . . sucks."
Take a look at all the numbers. The radius is pitifully small, the pulse rate is too slow. I thought it might be a good match for my Ice/Storm, since I already had a confuse aura in Arctic Air. When I tried it, I hated it pretty quickly and respec'ed out. Just about everyone else I know who has tried it has also hated it. Most people have said that even with the Contagious Confusion proc, it sucks. (I already had that proc in Arctic Air.)
I have seen a few people post that they like the power as a mule for the comparably cheap Confuse purple set, but they never actually use the power. I would bet that if you added T4 Cognitive, it would still suck.

i have to agree with local man, the only reason i have it on one of my toons is partially for theme and partially for set muling
It would be more of a thematic utilitarian add-on for a Plant/Storm controller with Cognitive Interface. Third build type of thing.
I already have Seeds plus all of my 'pets' and AoE spam generating Cog-fuse; was just looking to put the nail in the coffin, so to speak, for Confusion generation.

On any character that can get it, "Oppressive Gloom"(I think, the AoE stun toggle from Soul Mastery) is a much better option for melee damage mitigation through mez.
The description for WoC implies a 'chance-to' effect for damage and mezzing but City of Data appears as if listing it as an applied-upon-hit.
Which is it?
