Lol no, the longest ST attack is 2.3 seconds (Rend Armor) and the longest AoE is Arc of Destruction (2.7). So... longest ST is basically KO Blow in cast time and the longest AoE is still faster than CS, Total Focus, 1kCuts and whatev. -
Lol as always I agree with Talen, but although I don't have StJ the main complaint is that it's an end hungry set when not paired with WP and etc.
There is some good advice in this thread (it's about scrappers but SR is almost the same except you might want taunt and evasion comes early). The builds posted there are sucky but the advice seems solid: http://boards.cityofheroes.com/showthread.php?t=278617 -

But that also shows why melee sets sell so well, people love them, while if you go to the blaster forums and ask 'hey what's the best secondary for my whatever/ blaster?' 90% of the answers will be '/EM or /MM' (just because one player will say fire and another will say ice, because nobody cares much about the others).
Also... I'm on my 3rd BR toon (other two stalled on the 20s-30s) because I bought the set, I want to like it but it seems so meh. On this third one I got to 30 I haven't seen any other BR like the first two (because the set was new), and nobody talks about Beam Rifle anymore while you still see threads about Kinetic Melee and StJ. I even saw energy blast toons lol. -

I wasn't that annoyed on my 50 Stalker (who had 3 full trays) but the damn Broot had a tray I used as the main when farming which had macros for converting all kinds of insps.
I didn't have the bug happen again when zoning like others, but maybe that's because I used the stupid holiday powers before rearranging the trays. -
Forge is better slotted for tohit and more recharge, your shields are very poorly enhanced (why go thermal then?), Melt Armor and Heat Exhaustion need accuracy. You won't be using the rez so often to enhance it for damage.
I can't get your build because you didn't post the data chunk, but you could read this guide about thermal slotting to get some ideas. -
So I've had this scrapper for a long time, and since I need another 50 in Virtue, played her more yesterday and found her plenty of fun.
But I always have some difficulty building defense in resistance-based toons with no native def powers (FA, ELA, Regen) and keeping recharge so I kinda need some help
So what would you change or tweak about this build? This build was planned sometime ago, I remember Werner saying I needed about this recharge I have now on BF to run the BF-AV chain (no need to run the top one, I usually team although she's very fun for soloing).
The build is of course hell on end because of power sink, another reason I can't make a decent def-based FA for example - she's 32 now and I can't run Tough without buffs and even then I have to use Energize a lot just for the end discount. I know it'll get better with power sink because I have a high level sm/elec broot.
So for now I have 32.7% s/l and 30.8% e/n. Any help would be appreciated, feel free to remove powers as needed like tactics and Vengeance (Tactics was a set mule for 1.88% s/l def from two rectified reticles but I moved to the AH proc in ablating). Also if you think I'd better build for positionals...

Snow Storm also causes no redraw on BR (on my 3rd BR toon since I bought the set and I feel guilty for not finding a damn combo I liked - traps is synergistic but I have a 50 fire/traps and never did cold).

I think the triple acc/conf/rech is the most expensive, and you can skip it and still have capped confusion and even good recharge if you detoggle it.
If you do like me and stick an endred in the 6th slot you get good endredux as well. -
(and seriously today I saw a toon called Twilight Sparkle on Champion and an Applebloom on Virtue) -
The pro SS/Fire farmers say Ion has some bug that it ends up hitting more targets than it's supposed to. I don't know because I took Pyronic on mine and I don't feel like taking that toon out of the AE and Market to do more iTrials.
The animation is very quick and subtle, your teammates may not even notice it. But I like it a lot and took it on my Stalker, even though unlike Pyronic or Ion, I have to jump back to use it since she's a melee toon. Damagewise it's very good, the only disadvantage to others is being smashing damage plus lethal DoT. -

The nerf to ambushes and inability to use a ton of insps before you enter really hurt the lowbie CEBR farming. I have one locked at 33, kinda sad now.

I tend to spend a lot of time evaluating the battlefield to decide who I will be targeting with what, so I use redraw and animation time for that. I also took it for the same reason I'd take Sonic, for hard targets, which (fortunately?) are in profusion in the end game. With EBs (on many teams) and AVs (on most teams) there is plenty of time for the Disintegration mechanic to work well.
But if you like fast twitch sets, or lots of AoE ownage, or hate redraw, steer clear. Fortunately there are other sets for that.
I think I'm having problem liking the BR set, and I'm feeling guilty for that since I bought it lol.
So... I rolled my third BR toon! (ok the traps one could've worked but I have a 50 fire/traps).
Now he's a BR/Cold and got him to 28 so he at least has one debuff.
I even has a build, not too expensive except for the usual uniques and LoTGs, and if I stick to the plan with all this recharge I may trade single shot for Piercing. Or maybe not since cold has tons of -res already.

When I've talked with Arbiter Hawk it sounds more like it was designed to prevent melee attacks. I was interested in Spectral for OG wandering and to keep mobs in Burn, but it just doesn't seem to go off enough. Even if you go Core, you need to think of how often a PBAOE proc goes off - which is one, maybe two mobs per use, since that's about how often the immob should fire.
I kept Spectral on my stone/da though for theme, and since it does good damage.
...by the way, last night I made my first edit ever on the Paragon Wiki, for Spectral and Cognitive, since they were using the old values.
My idea for the Stalker was to keep hitting so I could immob hard targets for me - for example in a +3 ITF the bosses and EBs took quite some time to kill and even damaging them a lot I don't keep aggro and they pounded the lower level resist brute, and I can lose aggro anytime with the toon, but mag 20... meh, not sure now, glad I decided last night to get her destiny and lore to t3 so I could get the level shifts. Well I'll choose one of the DoTs later (she has the 75% -tohit/-25% -regen, not sure how much it helps since it's the same -tohit as one shadow punch and her attacks are slowish - she's EM/Nin and usually softcapped on the iTrials to 59% due to buffs or using a small purple). I just don't wanna go reactive because most people pick it.
For the DM/DA it was the same as yours, immob for OG, especially with no taunt aura like a Brute. But I'll incarnate her later.

I joined plenty of DFB's alone while I was chatting in global channels or in WW.
Granted, this was on Freem/Virtue at peak hours, because even on these servers, although there are DFB teams forming all the time, few people used the queue, so in non-peak hours I found myself in 4-ppl dfb teams, some that were slow because they were like 3 controllers and 1 mm and no one had significant damage at that level, plus some took me 5 minutes to start, I just prefer to form teams because of that.
On less populated servers you can queue yourself and wait forever.
(btw I just did a BAF joining the queue too, and I was alone). -

The thing is, some powersets (because no AT actually feel underperforming in every way to me while leveling) kinda turn players off early. My dominators were an example of that - I took the ice/psi to 50 because I knew I was gonna get 'ZOMG PSW' - at the same time I took a plant/thorns to 35 and man, the damage always felt lacking (all before the revamp so the plant/thorns was not one I was willing to go to 50 and do all the permadom IOing to get good mileage from her at the time).
What I mean that lots of powersets actually don't feel underperforming is when I roll a toon (like an ice blaster, let's not talk about fire stuff here) and feel 'whoo this has potential' since I had 3 attacks. Then... my DP one felt weakish but I liked the animations so much I had to roll another and another until I was happy with a DP/Dark corr (and I know numerically DP isn't that hot anyway but I like her).
PBs used to feel like that to me and now I find them very very good, and mine isn't IOed or anything - I'd say I started being pleased with my newest PB just after I got Inner Light, way before SOs. And when a toon feel good so early it makes you wanna play them to their max much more unless cases like old /psi doms when people knew they were going to endure 40 levels of 'sucky controller' to get an amazing power slotted and later permadom. But of course the impression the OP said, players saying they're weak, will last a bit I guess, I still rarely see one ingame (well I rarely see WSs either but the dedicated players weren't asking for buffs like the PB ones so WS lovers mostly seemed pleased with their toons, I saw some farm in i10/i11 and they were good at that already). -

I don't understand why you guys say PBs are 'hard to understand', especially Human Form. Sure might take sometime to figure out about perma light form and its benefits but it's kind of a smooth ride compared to a Warshade - I don't necessarily find Warshades 'hard', even triform, I just can't get used to them because it feels I have to do a lot of stuff to accomplish something, so I'd classify them as complex, and much more than PBs.
I'm used to busy toons like Controllers which I have as many keybinds as my semi-shelved warshade but really, PBs are pretty straightforward and have a good progress once you're done messing with what power you wanna keep (since there are so many), and even easier without the slot starving from a triform. The reason I disliked PBs before was the same reason a lot of powersets aren't popular, they used to feel underperforming, even to a lot of PB fans, or else we wouldn't have seen so much asking for their well-deserved buffs, and of course the people who asked for them were not players like me, but the ones who played PBs extensively - just like I always asked for Stalker changes because I play them a lot, and yes I can relate to loving an AT that feels underperforming because I like Stalkers since before the i12 buff.
Now I know someone will come and say they play their WSs easily and is second nature, they just didn't fit my playstyle with eclipse-mire-mire-change form-etc-kill mobs-stygian-etc. Now PBs for me are much simpler than controllers, an AT I adore because you always have something to do and most do not require a lot of steps to get massive results like triform WSs - again that's my personal opinion and you're all free to disagree with me, and unlike someone else said, many people have difficulties playing Dominators because mob control is not the simplest of tasks in this game to learn and a lot of new players are afraid to go to melee with them and realize they're control/damage and should use their damage secondary like any damage oriented toon once they are safe enough to do it.
In the end, while you may have a PB that was ZOMG powerful with plenty of IOs for years, if an AT or a powerset (like, say, devices on Blasters, Ta on defenders) doesn't feel like they deliver much *while leveling*, they aren't gonna be popular. Doms were less popular than Stalkers before the revamp, I played one from 1-50, got her purpled, but 90% of her leveling career I was the only one on my team (and I only started seeing a lot of fire/psis later because they were the best villain farmers and lived at 50 on Grandville, mine isn't a fire/psi). It's just weird seeing PB players who asked so much for buffs (that again, turned them into great performers even on SOs) saying now that 'they were criticized because people didn't understand them'. Come on. -
About your questions: only PSW has been nerfed, and because of that the premium farmers today are SS/Fire Brutes. PSW was nerfed in radius and recharge and that drove people away from their fire/psis for farming.
Without IOs it's impossible to get permadom. Not sure about incarnating but you won't have access to that either.
Anyway, the only viable farmers on SOs that I can think of nowadays are fire/kin controllers (they always have been the to-go farmers on SOs). I started farming with my SS/Fire Brute when he was mostly SO'ed but I incarnated him to +2 first and had Spiritual, Ageless, Reactive and a buncha stuff to help recharge and damage. -
I never incarnated my ice/psi but I noticed a big difference with the proc in AA.
And anyhow... You'll want 5 pieces from the set for the recharge bonus, and they already give enough confuse duration since you won't need the confuse/recharge (or acc/confuse/rech since AA is autohit) to cap confuse duration (iirc because no mids here). Mine used to be slotted with 5 coercive (proc included) + 1 endred, I took the endred out later because I leveled her to 50 without stamina and then respecced into fitness for PvP.
Anyway the proc made AA noticeably better, so in your case with Cognitive it'll probably be even more effective. -

I was thinking about Earth for Seismic Smash because it's awesome but the armor is too ugly, I have it on my fire/kin (well and of course my stone brute).
Fire looks good for more damage but Consume has nuke-level recharge (360s iirc? I'm on Mac OS now) and my mind/emp has psy mastery, meaning she has a resist shield and I don't find it makes much difference on a controller, unless maybe if she had Tough. -

Anyway it looked like a pretty hefty debuff to me, I'd get a combat log but there are days I just can't log in to the game (burnout). Doesn't matter much anyway because at least on freedom it seems a lot of people don't know how to get the mission (go figure) or find her difficult because all the time they're 'lf lady W team' and you can assemble one in no time. I stopped farming her solo after I saw so many people asking, plus it's faster because by the time people enter the mission I have already destroyed 2 or all 3 boxesI've never noticed the damage debuff, and no way whatever damage debuff she has would cause your TF to hit for 30. That said being in melee with her still isnt a hot idea because of her huge stacking resistance debuff.
