Tons if you time dark regen properly.
I have DR down to like 14ish seconds recharge I believe. with 2 mobs in range I can go from 1 hit point to full every 14ish seconds.
I think dark armor has approx 35% resist to all damage types and 60ish to psi damage.
Add tough for another 10% to s/l. It can become quite sturdy.
It is a powerset that greatly benefits from IO's.
slot performance shifter +end proc, Knockback protection IO's, and if you can find it a theft of essence chance for +end proc (game changer). -
I dont know if what you want really exists in a scrapper combo.
All powersets combinations will solo pve content like a champ.
Spines is the only set for pvp, unless your talkin fight clubbin (which is horribly lame). And thats only cuz impale has range and an immob on it.
Same for /regen. Thats the only really survivable scrapper secondary.
Other sets will play ok, but pvp is best with ranged powersets I believe.
Id work on one of the blaster/defenders you usually play if you wanna pvp.
Otherwise its spines/rgn.
AV solo'n is kinda the same position as pvp. Some sets work much better than others. Ive a 500 million influence ma/da build that sucks solo'n AV's and crushes in regular pve content. Dm/sr can solo AV's with just SO's.
fire/rgn as mentioned above might be as close as your gonna get to meeting your 3 qualifications. And at pvp/AV's is where that toon is gonna be weakest.

Fire/dark for sure for a newbie comin into the game. It might spoil him/her though with the awesomeness that fire/dark is. Nothing will ever compare.

Ice armor can softcap with just SO's, no tough/weave needed either.
I know, I do it every night on my ice/stone tank.
toggles plus saturated EA and my s/l defense is 46.7%.
I have dull pain to fall back on if defense fails (like invuln) and if it gets really nutz hibernate is a fix all. Hibernate > Unstoppable in my opinion.
As much as I like Invuln. I believe ice is a better tankin set. -
I thought slotted healths regen counter-acts OG's health drain.

elec/shields will get you laughed at in pvp
Fully IO'd to the hilt expect mediocre results AT BEST.
I13, ddr and suppression among other things killed any fun in pvp. -

Sounds like a drow to me.
I recently rolled a dark/ta corruptor. I couldnt have made a better decision for a new debuffer. This toon is only lvl 18. So its still weak, I know, but glue+acid+tt+nf at this lvl is a blast. Add scourge with all the dot's from dark blast and it gets crazy.
I know its only gonna get better too.
SO's, poison, siphonlife (or whatever the ranged self heal is called), and OSA are right around the corner.
This toon will be a solid performer. Capable of solo'n quite easily. Maybe not at the lvl/speed of some of my scrappers, but decent none-the-less. -

Anyway, I'm hopelessly addicted to Shield Defense. Easy to softcap position defense. resists to fall back on and a -sweet- built-in PBAOE.
The other tanker sets don't seem nearly as appealing, but I would love it if YOU guys would make an argument for some of the others. There are three I'm not interested in:
Dark Armor (Cloak of Darkness hides my character, bleh)
Ice Armor (lolblockman -- no)
Stone Armor (Slow =/= fun)
Electric armor looks swank, and I haven't tried it since before i16, but it's all resistance, and I've not had good experiences with that in the past.

CoD is really not needed from a survivability stand point. If you want to see your costume, dont take it, thats just 1 more power pick for choo. I wouldnt let 1 power dissuade me from a set as awesome as dark armor.

Inverting ice armors color customization has a dramatic effect on makin Ice look less crappy.
And it really is a kick *** set. Im running up an ice/stone now at like 41 thats a blast, could see how an ice/mace would be hella fun.

Currently stalled on a claws/elec broot at 22. What started out as a blast turned into a suckfest quickly. Am hoping that he makes it to at least 29 to see if slotted energize makes a difference. -

Healzors and timid tanks scare me the most.
I play alot of support/scrap/tank type toons.
Normally I start my own teams.
If/when im recruiting either a tank or another support toon my first questions are...
If its a tank, "are you a timid tank and scared of takin alphas?"
If its a support toon that I know is empathy, by way of search comment or whatever,
Its, "do you buff and blast or only heal?".
I know right away by their response whether or not they'll work out in the team im building. -
I think the prereq's to stamina are rather good actually.
Hurdle + CJ is great battlefield mobility on any toon.
swift + quickness is damn near a travel power itself. You'll definitaly be faster then anyone on your team.
One more powerpick for endurance management. I think its kinda a no-brainer -
I think scrappers are the only AT in this game that someone can say pick anything/anything and you will still have a kick *** toon.
I'll forth claws/sr. It is hella fun.
claws/elec sounds hella fun as well. Takin advantage of shockwaves knockback to let you regen from energize. Add physical perfection and health and maybe you could get a good resist/regen build goin.
Katana is awesome with divine avalanche.
Spines has range and aoe.
Martial arts for style.
Dark melee makes every secondary better.
dm/sr, kat/wp, elec/shield, dm/da, spines/inv, claws/rgn, kat/da, ma/sr,
Seriously, whichever powerset combo you decide will crush regardless. -
Ya, tryin to stack fears via presense pool and CoF isnt the way id go on an ma/da.
Id work the cobra strike + OG synergy instead.
Oppressive gloom can make great use outta stun sets with minimal slots spent
I think 2 stupifys give 10% regen and 2 absolute amazements give 2.5% max end bonus.
Something like that.
Ma/Da greatly benefits from +end accolades which are relatively easy to get.
Theft of essense +end proc (if you can find one) is invaluable.
Physical perfection might be a godsend for /da. Havent specc'd any of my /da's into it though yet. -
Together the passives add up to 60% resistance to all damage when damage is takin.
You WILL get hit with a defense based set. In my experience that hit will sometimes take a sizeable chunk of my health with it. This is when your passives kick in. That next hit thats gonna come in will be resisted by up to 60% (depending on your health lvl), saving your bacon.
Not takin dodge/lucky will drop that resistance bonus to only 20% max. -

You managed to go from lvl 1 to 50 forcefielding 8 people once every 4 mins, and you never attacked? In fact you took the power outta your powertray!!!
And you think you were contributing!?! My head assplodes!!!
What in gods name did you do for the other 3 1/2 mins? Watch team health bars and pull out your tricorder if they took some damage? And if that didnt work you'd run and team tp everyone to safety?
Buddy let me tell you, I put that kinda banality up there with emps keepin heal aura on auto and thinkin their doin something, putting cm up on the tank and no one else.
Unfortunately I get players like that on my teams all the time. Im too nice to kick but when those players leave I breath a sigh of relief.
Let me tell you OP about the joys of defender blasting.
NOTHING is better than running a dark/dark defender (ddd) into a spawn and BLASTING with fearsome stare. Seeing all the mobs quakin in their boots for what your bringin next, which generally is tarpatch. BLAST again with tenebrous tentacles and then BLAST with nightfall. Numbers fly. I really think THAT is what this game is about.
Im sorry you cant get past the "we need a healzor" mentality. -
Dark/sonic might really be the way to go here.
Between the def/res of shadowfall and maneuvers (if you took leadership) the shield tank should damn near be softcapped regardless and the electric brute will have some solid resists.
Howling twilight for any cover ups.
Tar pit and /son blasts to help with tankers anemic damage.
Something like a fire/thermal or dare I say fire/kin might not be a bad idea as well.
Fire/ for the damage output and either /thermal or /kin for again, solid resists, heals and damage boost. Heck you wouldnt have to take thaw either.
I really dont think you could go wrong with any possible choice whatsoever.
With 2 tanks on the team you will never be in any real danger.
Id say the best way to help 2 tanks in a trio would be to up their damage and/or kill speed.
What really sounds fun would be a shield/fire tank, db/elec brute, and whatever support type you want come GR. -

I like Veats. And I like the whole "branching" concept. I do see how they could be improved upon.
I dont think they went into great enough detail on the implementation.
If I choose a widow, eventually my choices are ranged psi blaster or melee claws scrapper and team buffs. I could be selfish and not play that playstyle but whatever.
I love the thought of the team buff secondary, but my options are +def, acc, damage. Oh yea and a mega defense buff.

Team +def, acc, damage buffs OR heals (not that im advocating "teh healzor") and emp type buffs?
Leveling to 24 isnt THAT big of a deal in this game. Im sure some peeps can manage a PL session and get that in like 5-10 hours. But for the avg player thats like a 20 to 30 hour commitment. A rather long time to spend on a toon to FINALLY see what its gonna be like.
I can respect your opinion on the matter. Im sure some are goin to differ.
But to each their own.
