IO set puzzlement
but the sets confuse me is all. I understand using a set in a power, I understand the principle of set bonuses, I just don't 'see' the builds with them.

As far as set bonuses go, most people would grab 5 Glimpse of the Abysses in each of those powers, because the 5th-slot bonus is the highly desired +6.25% recharge. Similarly, with the imagined Absolute Amazement, you've put it in your level 50 power, the only power you can't possibly get the 5th-slot bonus (+10% recharge). If you're gonna spend purple cash (in the future), you ought to at least get that recharge. I would suggest instead Stupefy (5 or 6 slotted, because its sixth slot bonus is better than Absolute Amazement's) which will be a lot cheaper and almost as effective.
If I were you--without much in cash reserves--I would concentrate on frankenslotting most attack powers instead of grabbing set bonuses. (In the mezzes I would use actual sets like Glimpse and Stupefy--mostly very cheap in IO terms for rather decent bonuses stacked.) Grab as many higher level triples (or quads) as you can in a power, and turn six slots into "eleven-SO's-worth". For (a kind of expensive) example:
Level 1: Storm Kick -- C'ngImp-Acc/Dmg/EndRdx:50(A), C'ngImp-Dmg/EndRdx/Rchg:50(3), C'ngImp-Acc/Dmg/Rchg:50(3), Mako-Acc/EndRdx/Rchg:50(5), Mako-Acc/Dmg/EndRdx/Rchg:50(5), T'Death-Dmg/EndRdx/Rchg:40(7)
If these are lvl 50 IOs, it would get you 80% acc and 95% end/rech/dmg. (Your current slotting of attacks is 42 acc/95 dmg/80 end rdx, for comparison.)

Since you already have Tough, go ahead and take Weave.
Weave, Maneuvers, and a few set bonuses willget you in the neighborhood of 20-25% defense to all positions. You will find that at about 25% you survivability will drastically increase.
Also, the most important single IO BY FAR for a DA anything is the Theft of Essence Chance for +End proc in Dark Regen. It checks to give you endurance back for every target it hits. 10% chance per target. After I slotted mine with it I noticed I would ocasionally GAIN endurance from uing Dark Regen, instead of losing a third of my end bar.
I would swap Cloak of Fear and the Entire presence pool for Oppressive Gloom and perhaps the Leadership pool + Weave. Oppressive Gloom has a REALLY low endurance cost (it's fueled by HP instead) and doesn't require NEARLY as many slots to be effective as Cloak of Fear (I despise the fact that you have to heavily slot Cloak of Fear before it's even worth having, Oppressive Gloom is useful immediately)
Oppressive Gloom will stack with the stuns already present in your primary, giving you the potential to stun LTs and Bosses.

Ya, tryin to stack fears via presense pool and CoF isnt the way id go on an ma/da.
Id work the cobra strike + OG synergy instead.
Oppressive gloom can make great use outta stun sets with minimal slots spent
I think 2 stupifys give 10% regen and 2 absolute amazements give 2.5% max end bonus.
Something like that.
Ma/Da greatly benefits from +end accolades which are relatively easy to get.
Theft of essense +end proc (if you can find one) is invaluable.
Physical perfection might be a godsend for /da. Havent specc'd any of my /da's into it though yet.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

I'll just have to admit that I haven't really wrapped my brain around set bonuses and building for IO's and such...

Here's my scrapper, respecced - I don't know that the order of powers are right, but the slotting is how I had it when I ran out of inf. (the Abs Amaze I don't actually have yet, either..)
