I'll back Leo. The end cost on a stalker /da is not very significant outside of the heal. Mine is missing murky (I warned you it's a crap build) but I have assault and I don't have end trouble unless I need to heal twice fast.
The theft of essence proc is a godsend. So is mixing pieces from both theft and touch sets to get maximum acc/end/rech/heal values in the remaining 5 slots.
With the heal under control, endurance is not an issue. I don't have miracle or numina's unique or the performance shifter proc. End is not an issue for me. Although I think I have a spare numina in my base so I might add it soon if I can get a heal cheap. Right now I have two from Triage in non-inherent fitness. Sigh. -
And if you can pickup sleet somewhere (the domi can get it as an epic pool) and drop achilees heel proc, you'll really appreciate it. =)
On my plant domi I have achilees heel slotted into flytrap.

I do think it was unfortunate that both the "natural" hero and villain were "without powers" and both get pissy about being asked. I'd love to see Sunstorm as the natural contact for instance.
My point was that psychics can come from ANY origin, and so can any powerset for that matter. My fire/psi domi is science-based, for instance, and my fire/fire scrapper is magic and my fire/fire domi is a mutant. Oh noes how can fire powers come from science, magic AND mutation??? Gavin must be an idiot who doesn't know all powers have to only come from one origin!!!!!111one!1!!
Assuming that ALL characters with a certain powerset are from a specific origin because ONE character has that origin, is silly. Very silly. -
Well, I would have recommended DM/Nin, but you already have a /Nin so pick just about anything. I do love my DM/DA but I will say I am having a hard time fixing her build because I want everything. Hehe.

for me the coolest part of the tips is that far more than 80% of them involve supers, not just random flunkies. The worst part of this game is going through not just missions, but whole story arcs without anything but a flunky to fight. Seriously needs more enemy supers. Generic bosses just aren't anywhere near as cool.
I guess that's why I love frostfire so much, back when I was starting and getting frustrated with beating on street thugs, he was the first real super villain and he's totally bad @**. the Rogues Gallery aren't so tough since they're all bosses at most, but back in the hollows, frostie rocked.
and I'm totally addicted to bank missions for the same reason. -

Devoured are described as transformed normal human beings which is classic Science origin. Some Greater Devoured were probably mutants before their transformation although I'm not sure how a mix like that would be considered.
And since no one else has mentioned it, both the hero and villain "origins of power" arcs give you lots of detail on mutation. Especially if you yourself are one.
I thought Penelope and all those others were natural? Why would you assume that because Sister Psyche is any other psychic has to also be? Any of them could have psychic powers from a magical, science or any other origin. Though by far the majority of psychics in CoX are natural. -
I like to unlock them on my lowbies because I sidekick with my friends and the extra loot slots are damn handy when those recipies vendor for 100k instead of 50 (no k is intentional). Plus, it gets you at least one extra market slot for the sales.

Anything lower than that a more fully slotted out Ill/rad can still easily handle.
But even after that, I find my dark/dark stalker is the one I enjoy the most. -

Plant does have some alternative opening gambits available. Starting with Carrion Creepers, especially from out of LOS, is quite safe. So is letting the Fly Trap wander into aggro range and letting it take the alpha. It'll take some dings, but a Spirit Tree or Aid Other will take care of that. If worse comes to worst, there's always resummoning.
On my level 50 Plant/Elec/Ice, I will sometimes use Sleet from outside of LOS as an opener. This is particularly helpful against confuse-resistant Nemesis.
I'll also sometimes use vines combined with roots and then duck out of sight (since roots gets aggro but gives no direct protection unless you get out of sight) letting the flytrap get their attention. By this point seeds is always ready again so I'm good after that first few seconds. -
I just got both untouchable and gangbuster both two weekends ago in St Martial killing the bosses up noth. And they counted for both badges.

I've tried and abandoned Ninja and dual blades. Took them into the 20s then said, "meh".
Claws was very fun through the 30s but it was on a friend's account and he stopped playing hehe. As stated quite scrappy, you hardly feel like a stalker. Just gogogo killkillkill. You need to get used to chewing through targets fast with single-target attacks, but once you have it down, it was fun.
Dark has been awesome to me. It is wonderful damage, very reliable, exemplar's beautifully, and at the high end keeps up with anyone around me. On incarnate trials I regularly out damage scrappers and brutes. And as I mention over and over, my dark/dark stalker rocks and is fine at +2/x6 with honestly the worst build I have ever seen. So bad if I posted it as is people would assume I was trolling and not serious. I just love how placate, buildup and midnight grasp can down a lieut reliably. Even the ones it doesn't kill a fast smite is enough to finish off. And that's anotehr thing, except for shadow maul, dark feels fast. It's actually only slightly above average (slower than nin, DB and claws for instance), but it feels fast.
Spines has been very bad to me. I still have my spines/nin stalker but I think he's sitting at 179 days since I logged into him. And that's with me knowing he has two purples uncrafted in his inventory. The damage is crap, and the attacks are slow and it has nothing to help you stay alive. I pretty often get killed by enemies who die after me just because the attack was so slow they got their attack in before mine dropped them. That, to me, spoils the whole experience of being a stalker. the combo of slow attacks and a dot-based damage system is where I lose interest in spines. I wish it was just claws with toxic damage.
I'm with Leo on Broadsword but for different reasons. Except for PvP, it is 100% inferior to Katana/Ninja blade in every category. Less damage, more endurance, slower attacks, even the parry is weaker because it rotates up slower so you can't stack it as easily. I have a BS scrapper who I love, but I tell everyone to avoid the set like the plague and I'll never make another unless it is massively buffed.
Haven't tried Kin past 14, but it was fun. Haven't tried MA because I think it looks pathetic. Haven't tried EM. I have an Electric Brute and knowing that it's even better on Stalkers I can say I really need to try one out, because Electric is very nice. -

The cost per slot to buy SOs from level 22 to level 50 replacing only when they turn red is about 480k each. The cost to craft a memorized level 35 common IO is far, far less and it will never expire on you in the middle of a mission. I particularly hate when Accuracy TO/DO/SOs expire.
The other thing to ask is how do you play? Do you run non-50 taskforces? I know I run almost all of them regularly so for me, I want my set bonuses to work down below 50. If I know I'm going to slot a level 35 IO, why the hell pay for SOs from level 33-50 then replace them with something better when I can have the better right away?
Many sets you might want cap below 50. Are you taking a patron or APP hold? Basilisk is only level 30, slot it as soon as you have the power (typically level 41), waiting 9 levels is an odd choice. Regen needs S/L defense, most attacks benefit from Kinetic Combat. Sure those are expensive, but Smashing Haymaker is cheap. Slot those in the 20s and upgrade to Kinetics as soon as your 32+. Use tip missions and V-Merits to get them. Putting Reactive Armor into Toughness? It caps at level 40, why are you waiting from 37-50 before you slot it?
these days I use only TO/DO/SOs that drop and I slot 90%+ IOs starting at level 7. I don't do any marketing, I just sell my drops, crafting or not depending on what is worth more money. I tend to have all my slots filled and a bankroll that grows by a bit more than 1m/level while I'm levelling.
I really don't like SOs expiring on me. =) -

BS has no ability to stack effects with OG, but Parry and CoF stack protection to you.
BS burns a lot of endurance, CoF burns a lot of endurance. OG burns almost none.
OG only works on minions, CoF works on everything even AVs and GMs, but the -tohit gets resisted into near insignificance in those cases.
Stun causes enemies to wander out of melee range. Fear causes them to cower in place without moving and stops them from running if they already were.
BS needs alot of recharge for the best attacks, and OG can take the relatively affordable Absolute Amazement. CoF has no such option for really high recharge. -
The +Regen won't be anything significant. Think about it in numbers. Say it pushes you up to 120hp/sec (which I don't think it does but I can't recall from the times I've had it on me) compared to your more normal 20-40hp/sec. net increase of 80-90/sec.
One hit can be worth 500 damage. In a big group you get hit a lot. Hell, against ACUs I've had DOT damage ticking off me in increments of 40s way more than 1 tick per second. No way is the +regen going to offset that. But the +Def will.
Especially against really nasty enemies. -

You can do Chain Induction>Charged Brawl>Gloom>Charged Brawl with tons of recharge.
With less recharge you can do Chain Induction>Gloom>Charged Brawl>Jacob's Ladder, which allows for that PvP -res IO in JL like Auroxis said.
For a scrapper I would stick with the standard CI>CB>JL>CB, as you will get slightly higher dps than with dark blast added in (and the same number of purple proc activations if you have Hecatomb's in CB as you should). Keep in mind Dark Blast in Mids shows its critical damage. -

1. Do the tutorial to get your Large Insps
2. Do the first mission from Kalinda, the second if you like, Autocomplete either the second or third, your call.
3. Run to the black market, killing most of the stuff on the way. Should be level 4 or darn close by the time you arrive.
4. Post your large insps for 1 inf each. Collect 50k to 400k each instantly.
Option 1:
5. Go to Port Oaks via the ferry and get your newspaper.
6. Run 3 paper missions and get your Jet Pack via the Mayhem Mission
Option 2:
5. Go to Grandville via the ferry
6. Buy your jetpack from the vendor with the money from your large insps
7. Return to Port Oaks and run Story Arcs. Try to get the Family Arcs, they have level 4 EBs for you, lowest level in the game on either side. Very fun too especially the AV/EB-grade Vampyre.
8. Move to Cap as soon as you're able to and try to get Marshal Brass "Echo down the Aeons", this unlocks your Oro Portal and it is very fun. Willy The Wheeler is also a cool arc in Cap. Never liked Midas' ones myself.
Should be good to go from there out. Don't miss the Task Forces, we have a lot fewer Redside, but I love them. Especially Silver Mantis. -

Eventually I'll fool around with the bases, so far I don't really have a need for one. I'm more interested in learning the game, and getting to 20 for the cape mission. The architect thing sounds very cool, I started the first missions from that contact, but the place was SUPER crowded so I thought I would just go back later.
I saw the packs and the blurb on-site about getting to use the capes from level 1. I'll probably go ahead and get a booster/add-on pack tonight, just can't figure out which one yet... decisions, decisions
I went through quite a few doors on the frostfire mission, but I may have missed a level. Think I went up to the third floor, never found an elevator to the fourth. I'm going to try to knock that mission out now, if I can stay out of the character creator lol. -

2. Do you have your powers slotted to ED limits (95% or higher damage) and still have enemies with a sliver of life? If yes, Assault may be just enough to get you over that hump and drop them without wasting a whole extra attack to deal those last 12 hp.
3. Do you just like dealing the most damage possible per hit? If yes, then Assault is a straight-up damage buff.
4. Are you a defender, MM, Controller or other AT with low damage but high buff modifier? If yes then Assault will sometimes be worth more than you might expect. -
My elec/elec went ghost widow for gloom and darkest night. Plus, Dark obliteration is handy. I found that the single-target damage was very lacking and gloom did a lot to help that out on hard targets. Similarly, big fights the AoE -tohit from darkest night and dark oblit helped out quite a bit.
Now I made teh mistake of going melee def instead of s/l like you did so you're already significantly more survivable than mine is. -
Hoods are in the game right from the get-go, just not attached to a cape.
Also, there are a few capes that will unlock permanently for your account after you become a veteran long enough. Not sure when that is though it's pretty fast as I recall.
