I'd pick Maneuvers as it's both a decent power, although not great on a Stalker, and because, yes, it can hold a LoTG. But more Defense Buff is almost always a good thing, and while one individual Maneuvers isn't that great, they add up fast on teams. You probably don't need to run it while solo, though.
Maneuvers is tasty for either the LotG or Karma: -KB. However, you could also slot -KB IO's in your defense armors, drop Acro, and then take pre-req/Tough for a little more surviveability. -

Deal better damage on a Scrapper, owing to the larger benefit they receive from self-buff's and +Damage.
It'll be more survivable on a Brute, since they have larger HP sacks. Neither on will be able to cap resistance though. -
I'm a fan of my Beam/Sonic, still a lowbie for now, but is developing nicely.

And with gaining exp while exemped... is a useful trick to out-level the TF, and then do them with more powers for fun and profit. -
Psy/Pain should be good, much like the Elec/Pain I'm looking to roll. The lesser damage is aided greatly from the offensive boosts of Pain.

Only got the Ranged defense incidentally, was going for Smash/Lethal/Energy/Neg Defense.

Procs in any power with a continuous effect (toggles or auto powers) will pulse once every 10 seconds, independent of how often the actual power itself pulses.
Rain powers are pets and their damage is caused by Auto powers. Rain of Fire, for example, uses an Auto power that pulses every 0.2 seconds to cause it's damage, but any proc slotted in to Rain of Fire will still only have a chance to go off every 10 seconds.

It makes for relatively inflexible builds, as well as unwanted delays on tasty powers. -

Well as the build goes, it achieves nothing special even in the attacks and the thermal part might as well not be slotted. If there's anything this build stands out is that it costs 50 billion or so.

Lockdown is a Hold set, so the proc is tied to whatever kind of power the Distortion Field pet has that causes the Hold (though, for clarity, the Hold and Slow occur in the same power used by the Distortion Field pet*), but the chance for the proc to go off is not dependent on the effects occurring. How often the proc goes off depends on whether it's an auto power, a toggle, or a click.
Distortion Field's Hold is caused by an auto power that tics every 1 second, so Lockdown's proc should go off every 10 seconds.
*When it comes to powers that summon two pets or a pet with multiple powers, proc effects would only go off with whichever power being used was the same type as the set.
For example, if you slotted a Posi's Chance for Energy Damage in to Oil Slick Arrow, the actual Oil pet that causes the Slow and Knockdown chance would never proc the Energy Damage. It would only proc with the Fire pet, because Posi is a damage set, and only the Fire pet causes damage.
Auto powers only check for Proc's every 10 seconds since they are actually Clicks that last for 10.23 seconds, and refresh every 10 seconds [Does not stack from same caster].
So, if the pet is refreshing the chance to Hold power every second... that's a fantastic place to put ANY Hold proc, since you've got many more chances for it to go off, especially the Lockdown +2 Mag.
Could be wrong though, and it acts as a Rain and just checks every 10 seconds... *shrugs* Still tasty, since the Lockdown proc is a much higher chance that Distortion Field on it's own. -

EDIT: The reason I post this is because there is virtually no reason to run DFB above level 10 aside from badges, providing one hasn't already gotten all of them. Also I'm tired of the constant spam. :/
Also, red side I level my newbies up to ~15 through DFB, since there is no level 10 SF in the Isles. My Heroes stop after hitting level 10. -

My Spines/FA was exiled to another server, and a new Spines/EA rolled, because of the lack of Taunt.
Frankly, despite me being a Scrapper fan-boi, unless it's building for +Dmg (i.e. Kinetic Melee, Electrical Melee or Shield, maybe Titan Weapons) or exclusive (Spines), there is no reason to roll a new Scrapper for me. Everything I'd want in an angry melee toon (especially given my playstyle) can be met by a Brute, with imperceptibly less damage, noticeably higher HP and Resist, and the benefit of pissing everything off around me so I don't have to chase it down. -

But I figured I would put it out here to see if someone can think of something I might not be seeing. Nutshell this is a build I seen someone else post and I reworked it to kick up my regeneration up another 100% from 190 to 290. It might be faster then my other builds I mentioned but I need to really keep on top of what inspirations I have on hand. Where as the other builds to be honest I don't even use most of the time.
But nice concept build. ^_^ -

Only December 24th to me. I'm in. Pro'ly on Scotty D., a Fire/Mental/Ice Blaster. But with the tastyness for incarnation, I'll bring whatever roles need filling.

Funny, how playstyle and slotting can change things. My Fire/Mental skipped the cones, lives in melee, and is both Nuke and Tough. Not saying you're wrong, more amused at how this game is flexible and viable, even with identical toons.

So, GrantPower, and stackable from same caster? Would grant added functionality to Stalkers, now they are Debuffer's and DPS...

Genrally better results if you include the Short Form Export of the build (Sans any set bonuses) and ensure that there is a Data Chunk included as well. I know I won't click on a link, and others may be browsing from places without access to Mids' to import.

Also, OP, from a tactics perspective (assuming you're on a Psi/Energy Blaster), you'll want to reverse the order you're firing those buffs: Boost Range/Power Boost are the longest buffs, so you want them firing first, so they last while you fire off the rest of the buffs afore you start attacking, also, Power Boost will buff the +ToHit of Psychic Concentration (Aim clone) and Build Up. It doesn't boost the Range of Boost Range though, so no sense in firing it afore hand.
Lastly, doubt you're destroying your Endurance bar on an initial attack string, so save Conserve Power to be used when your bar is only ~25% full, your recovery is debuffed, or you want to nuke (found it works better popped before the nuke, since that's one less you have to pop after on just a Blue inspiration).
