Why am I not feeling this build ??

But without specifics, I'll take a few guesses: if it's blue inspies you have to use, you could probably benefit from a few End Reduxes here and there. "Tough" only has a Steadfast -KB in there, for instance, which might help explain using greens and/or orange inspirations as well.
Another thing that might explain green inspie use is the lack of Defense Debuff Resistance -- a couple of Hami-O's in Active Defense and choosing/running Grant Cover [yeah, even when solo] will help prevent cascading defense failure.
According to Mid's, your character's "just standing around" end use is 1.47/sec, the build I'm posting below's is 1.05. Your build's recovery is listed as 3.14/sec, mine is 3.31, plus I've got an extra Perf Shifter Proc in mine. I don't think mine is a "high end" build, though it might not fall under some people's definitions of "budget build" either -- no purples, three Oblit sets, two Hami-O's.
Again, though, what problems are you having specifically?

Shield comes with KB Protection, so why have the KB Resist IO in Tough at all?

You've already stated one big problem - no heal. You don't just casually go play +4x8 while neglecting one of the three pillars of survivability (defense, resistance/hit points, regen/healing). You don't even do it on a farm unless you have a specific strength against some damage type, which this build doesn't have. Pick up Rebirth would be my advice. Perhaps that will be enough.
And as already stated, work on defense debuff resistance. You might not need it for farming, but it's great to have in the game as a whole, and one of the perks of the Shield Defense set.

Long story short ( I know that is impossible for me sometimes ) I find it hard to do 4x8 setting with this build even on a S/L farm. I find myself eating a bunch of different inspirations to stay alive. I have several other non scrapper builds like AR Traps, Robot Traps, DP Traps, Several Blasters that I find more survivability with atm. I am incarnate slotted for level bump but do not have all the incarnates yet. Currently T3 Musculature. I am guessing a heal would be nice since I have none atm.
But I figured I would put it out here to see if someone can think of something I might not be seeing. Nutshell this is a build I seen someone else post and I reworked it to kick up my regeneration up another 100% from 190 to 290. It might be faster then my other builds I mentioned but I need to really keep on top of what inspirations I have on hand. Where as the other builds to be honest I don't even use most of the time. |

Slot Force Feedback procs into Thunder Strike and Lightning Clap to help Lightning Rod and Shield Charge recharge more quickly. The knock up effects in those powers are important on an EM/SD build. If surrounding enemies are on their backs more often then standing, that is fewer incoming attacks on you.
Direct your ST attacks on a boss at all times. Farms get rough when minions and lieutenants get wiped out and all you have left are bosses.
I recommend dropping the Musculature alpha for Cardiac and changing the Body Mastery pool for Blaze or Mu. Being able to launch a Fire Ball or Ball Lightning every 12 seconds would more than make up for the extra damage Musculature would produce in other powers.
Get your incarnate powers as they make a world of difference. I recommend T4 in the following: Cardiac Core, any Judgement Radial (Maybe Void Radial for the -50% to damage for 30 secs but I have never tried it), Reactive/Degenerative Interface Radial, Rebirth Destiny Radial and Seers/Carnival/Vanguard Lore Radial.

But the type of inspirations range between Orange, Green and blue for the most part.
I might have been premature in posting and should slot up the incarnates a bit more to see where I fully stand. As a comparison between my AR Device Blaster for example the only type of IO I might need from that build is Green inspirations. Thought I do have Ageless on the AR Device and if I do take a bit beating while farming I know I can hit that for a good heal at a moments notice.

Looks like you're willing to put a bit of money/work into the build, ever think of slotting up at least Deflection with 1 LotG: +RCH, 2 Enzymes (HOs), and at least 2 Generic lvl 50 Resist IOs, and slot up Tough to get the most S/L resist you can?
