I believe it's the "Ouroboros Initiation" mission from The Pilgrim. The mission should be availble directly from him if you haven't done it already. But it is available via Flashback as a level 50 mission.
The Pilgrim's missions are minimum level 25 still (since that was the minimum level to access Ouroboros, and his is the introductory arc), so you'll have to wait until at least then. The mission you want in order to get your Isolator badge is called, appropriately enough, "Outbreak".
As has been pointed out, the Flashback system via Ouroboros gives you the opportunity to go back and get any badge you need with very few exceptions, so don't feel like you have to scramble around anymore and worry about your leveling speed for badges.

Second, IIRC, the Free players' inf cap is WAY less than what you listed, around 200,000 or something like that. Someone will correct me if I'm off on that number, I'm certain.
To the best of my knowledge, when you go to Premium status, you don't lose anything on your "locked" toons -- you just lose access to them (and all their stuff). As far as an inf cap for Premium players, I haven't heard of one. -

Keep in mind that if you only want 2 billion, you can sell on the in-game market (Auction House). You'll have to pay the listing and selling costs, but the transaction will be handled automatically by the game.
The only time you have to worry about the trade logistics is if you are selling an item for higher than 2 billion. I suggest you read through a few of the "for sale" threads here in this forum to get an idea of how people tend to handle that situation.

Actually not -- it's 1 Reward Token per 1,200 Paragon Points purchased, which isn't the same thing, because the bonus points you receive for purchasing in bulk actually count toward the bonus Reward Tokens.

We were awarded them early, at the launch of I21. Starting in October the cycle will be as expected (i.e., you'll receive them on your billing date).

The minimum purchase in the store, though, is $5.00 (400 PPs), since you don't directly buy things (you buy the PPs that buy things), so effectively yes, $5.00 ends up being the "cost" for upgrading to Premium status. -

Keep in mind, too, that you cannot get purples farming in AE (with only one specific exception, the handful of "Devs' Choice" arcs), so that works out pretty well for you if you are solely fixated on purple-farming.

Post-I21 I've gotten normal-seeming insp drops on my 50s (I don't really play anything below 50 generally) -- meaning T1s, T2s and T3s in what (for me) has been "normal"-seeming frequency.
