Should just be able to go the main web page (http://na.cityofheroes.com/en/freedom.php), click on the "Play Free Now!" link, attach it to his Master Account and be all set.

Try to create it from the game login screen (the blindingly white one). Check "Link to Existing NCSoft Account," then click "Create New Account."
I'm posting here a question from a friend of mine.
He wants to try the game (as a Free Player) and created the NCSoft Master Account, but now he can't create the Game Account, 'cause the system needs a serial code he obviously doesn't have.
There's something he's missing? Or there's another way?
