I asked the same question just after the new FE went live. People who were in the beta were able to see the progression the devs made in adding the FE damage component to each power available to Brutes, Scrappers and Tanks.
Given how the engine works (you can't add an effect to a power, just switch them on or off depending on Flags) it's really the only way they could implement it this way. Things like Domination, Containment, Scourge and Crits work in the same way, they're baked into the powers but dependent on Flags / Conditions switching them on (whether it be a Flag the caster has, like Domination Mode on, a random roll or a Status Effect the target has on them). FE works a bit like those inherents, although I think it's the first power other than Vengeance where the condition flag is set via a power from a powerset rather than an Inherent.
It's definitely not pet damage, pet damage involves summoning an invisible pet / pseudo-pet at a location which then does the damage (a la Shield Charge, Lightning Rod etc). -

Turns out it worked out quite well and became part of a show that had 4 MORE seasons than the original series. -

the bigger issue may be what you're fighting in paragon city. i've never had a problem getting tips, i run around until i find a boss, defeat it and the surrounding mob (as long the mobs are lvl 20+) and i eventually get a tip (at most a few mobs). you have a much higher chance getting a tip drop from bosses than the other lower ranks, so concentrate on that.
oh, and by paragon city, i mean the city zones. not cimerora or RWZ. go to talos or PI.

Go to Dark Astoria. If you haven't gotten a tip within 20 minutes of AOE Zombie Death then there's something seriously wrong.
I completed my Rogue to Hero last night based in PI, I was one tip short and got it from 20 mins of picking on grey conning bosses (Warhulks mostly as they're easy to spot) in the zone. -

I've been playing nearly 6 years now, 1.5 of them US side. Last week I dinged my first US (and 3rd overall) level 50. (I should be adding another this week as my Widow/Fort is at 48).
So yep, tis about the journey for me, I wasn't even aware I had a destination to be honest.
I've no real interest in the Incarnate TFs really or the Incarnate abilities. (I'll probably try the trials though just to see what they're like). -

So, I hit 41 (Yay!!!)
My toon concept is that she was merged with a Kheldian Warshade. Lydia (The toon) was sepperated from him (The Warshade) and through mutation kept the powers of Gravity and could create Force Fields.
So, I went through all of the powers and I wanted stone, because of gravity's effect on the earth, but then I clicked fire because I already do smashing damage and thought Id have more edge with fire, which I do actually.
Now, my concept is, well, plain off.
I even teleport and stuff like a Kheldian. I have stuck very close to my theme, but this busted my theme. I could do a respec I know, but I sort of like fire, Im just not sure how to work it in. Why would I have fire?
I thought maybe because of cosmic forces. But still...meh, I cant figure it out.
If you have an idea that would be appreciated.
Not sure what you could do at the moment with Fire. If we had APP Customization it wouldn't be as much of an issue of course, dark purple fire would work pretty well.
Only thing I can think of is fudging it as an echo of some other Kheld form, a fiery sun-dweller (I know Novas already live on/in suns) of some sort and designing a cossie around that idea. -
For me it's a combination of the size of the henchies plus the godawful noise they make. Bots and Demons are bottom of the list when it comes to MM team mates. I wouldn't quit, unless they're also useless but I would tend to switch character /build to a ranged one to save me some grief. I like teaming with Zombies though. Say what you like about the evils of Necromancy and summoning corpses to do your bidding but they are very well behaved corpses
Mind you I was trying to play a Widow during City of Demoos so a lot of it is down to residual scarring from that.
Making Henchies walk-thruable by any team mate and quietening them down a bit would solve a lot of problems in that regard. -

However he then came back and took back what he said and said redraw times are not factored into animation times for Weapon sets.
They are factored into things like Stone Melee hammer attacks and Spines/Thorn attacks however. -

Nope, what I do is on my EU account log in and check Wentworths Atlas for a Training Origin Enhancement with 0 for sale and 0 bids. Then go off and get that and stick it on the market for 100,000 inf or so.
Log on as the NA account and look up the item. Verify there is still only 1 for sale and 0 bidding and then buy it for however much you want to transfer. The EU account can then log in again and collect the funds.
There's always a small risk that someone sticks the same Enhancement up at the second you place a bid, but it should be a tiny risk. You could also spread / lower the risk by doing a few smaller transfers rather than one big one if you liked. -

Nope, not at the moment because the NA and EU global names are seperate systems.
The only common server is the market one, so it is possible for an EU character on one side to place rare / trivial (like an Intangibility TO) onto the market and then your NA character buys it for a lot of money, hence money flows from the NA side to the EU side (minus the 10% Wentworths Commission of course), -

yes stuff like pseudo pets can trigger tons of procs (carrion creepers comes to mind, saw a post somewhere about this which 1 proc placed in carrion creepers can trigger up to 74 times in the duration the power is active)
from what i know about the interface incarnate procs is they proc like crazy for pseudo pets such as rain of fire, ice storm, ect
As for Caltrops it's ok, a proc chance every 10 seconds which basically boils down to 1.4 DPS per proc. Caltrops does 2.78 damage unslotted every second so each PROC is like adding a 50% damage enhancement to it.
So it's certainly worthwhile. However in the case of the -recharge I'd drop it for another Damage/Recharge IO personally. -

If you're going to pick Soul Extraction I'd suggest slotting it too.
It's a great power and the Ghostie is a nice addition to your team. I use it every time it's available on my Necro/Dark, using a Zombie as Alpha bait in order to provide the corpse. -
So as an Empath is letting people (very occasionally) die so you can cast Vengeance on their sorry corpses and opening combat with Creepers because the bloody herd-happy (but tauntless) Tank is moving too slowly frowned upon or considered Empathlock?

I finally got all of my Dominators out of Praetoria this weekend.
I have some questions about these two:
Plant/Plant Assault
This dom uses chemicals. Do they do splash damage? For example, when I use the other holds/Immob I could "catch" all in the net. But with the Plant my holds aren't so "comprehensive." I have to apply 2 or 3 throws to hold a group.
Plants Holds and Immobs are the same as any other Domis really, they have the same magnitude and durations as any other holds and do about the same damage.
The only real difference is that a Plants AOE Immob does twice the damage of others which can make it a worthwhile power to slot for Damage and to PROC up. -

Vine has two attacks right? One is melee and one is a range. The melee one has a chance to knockdown so that's why it takes chance for smashing?
I thought the range can reduce defense (it doesn't take Defense Debuff set?).
But it does certainly proc for all Vine attacks too, which makes in invaluable anyway.
I'll have a look at squeezing at least one other PROC into creepers tonight to run some more testing. The Trap of the Hunter is probably the next easiest to test because the Lethal Damage type lets me filter it out easier along with the other two. -
Carrion Creepers. I love it when you're mid-fight and the little invisible pet you'd forgotten about suddenly spawns 8 Tentacles around you and corpses start exploding.
I'm fond of all the "corpsey pet" powers though, Soul Extraction (Necromancy) and Dark Extraction (Warshade) are two more of my favourite powers too. Soul for "So, you killed my zombie huh? Now you've just annoyed him" and Dark Extraction for the joy of using a tricky enemies corpse to summon a floating blob of doom.
Freezing Rain / Sleet also has to rank up there as my favourite debuff in the game. -

I wish someone told the Tank I was teamed with during the week who seemed to be of the old school "Wait until I call it" brigade.
Tip : If the Plant/Empath on the team is getting bored and deciding to take the spawn on themselves (and is quite capable of doing so and not dying) then chances are it's YOU who is doing something wrong, not them. -

Granted, most reviews of IE9 indicate that there isn't much in the browser that would make it a better browser than Google Chrome, Mozilla FireFox, Mozilla SeaMonkey, Opera, or even KDE Konqueror for that matter... but the IE9 update seems to bring an updated Explorer.exe executable and plugs several security holes. -
