you need to be do tips in paragon city to transition to full hero from the rogue alignment. those in the rogue isles will only keep you a rogue or transition you back to villain.
the bigger issue may be what you're fighting in paragon city. i've never had a problem getting tips, i run around until i find a boss, defeat it and the surrounding mob (as long the mobs are lvl 20+) and i eventually get a tip (at most a few mobs). you have a much higher chance getting a tip drop from bosses than the other lower ranks, so concentrate on that.
oh, and by paragon city, i mean the city zones. not cimerora or RWZ. go to talos or PI. you shoudn't need to run radios to get tips either but i can't see why you wouldn't get a drop if you're doing radios with bosses enabled.

PS: do you have other arcs still open? i don't know if that matters, especially if you can get tips redside already.

Go to Dark Astoria. If you haven't gotten a tip within 20 minutes of AOE Zombie Death then there's something seriously wrong.
I completed my Rogue to Hero last night based in PI, I was one tip short and got it from 20 mins of picking on grey conning bosses (Warhulks mostly as they're easy to spot) in the zone.
I had the same problem with my widow. I got over 3 levels running radio missions and never got one.
Eventually, I got on a team running hero missions and then they started dropping normally. It's like something was jammed and I needed to complete a hero mission to break it free.
I was running radio missions in PI for about 6 weeks at +1x6 with bosses on. I also tried street sweeping every now and then as well. I only had one open mish from redside at the time and I deleted all the tips missions I got redside before trying blueside. It was as if I could get a tip anywhere in the game except for blueside. At this point I am going to try and 2-box a morality mission to see if I can get to full hero status. Hopfully that works because I'm pretty much all out of other options
i would try what rsclark said.
try running normal hero content with other people first and see if that helps.

Well, 2-boxing worked. I thought it might but I just wanted to make sure I wasn't doing anything wrong. Anyways thank you all for the quick replys. Nice to know I wasn't the only one this was happening to
So I have what seems(at least to me anyways) like an odd problem. I have been trying to take my brute over to hero side. I got him to Rouge with no problems, then I went into PI and started running radio missions. I have been running at +1x6. The problem I have is that after about 1.5 months I have not gotten a single tip to drop. I can join a team and make progress to full hero but no drops to my toon.
I then tried going back to Grandville and after one paper mish I had 2 tips. Now I didn't have the option to go hero in g-ville so I went back to PI and my tips disapeared until I went back to the Rouge Islands. The same thing happens when I get tips in Cimeroa(sp?) and try to bring them to Paragon City.
So in short, I am a rouge right now and can earn tips in the Rouge Islands and Cimeroa(sp?) but I can't access those tips in Paragon City. Also, even if I clear all my tips then go to hero side I still can not earn new tips there. Now I have gotten to my 10 tips to move to full hero but I can't seem get a morality mish to make it final. Anyone ever come across this before? Any ideas on how to fix it? I have two accts so I thought about 2-boxing a morality mish from another toon but not sure if that will work. Really stuck right now, and when I try to contact a GM for help I get told that random drops are random. If anyone can help out with this, or you need more info about it please let me know.
