That sounds more like a "Free to VIPs for this issue then it changes" type of deal.

I've bought all the other boosters (well won one, the mutant pack I believe it was) and this includes the Emote Pack. So I'm not against buying them, but like I said, the wording sounded more like "free with the issues" and nothing hinted at for having to pay for any of them. -

I know some of these probably can't/won't be done, but I'm throwing them out there anyhow. I'm sure you all have things you'd like to see, too, and it never hurts to toss the idea into the ring!
2) that should just come with buying the game as all the other powers can be recolored without paying an extra cent.
3) They should just make those as part of the pack, and not make it so people have to buy new parts to a pack they already bought.
4) I hate the idea that ALL NEW costume pieces would be pay extra for. :/ Especially when some of these shouldn't be. Cigar for women? Just make it free. Dresses for men. sure make it so they can but have to pay money.
5) they should of just increased the SG emblem category A LONG LONG TIME AGO. If it's in the chest details options and it's not a costume part, it should beable to be used as a chest emblem (baring vet access or pre-pay encentives...ect...ect). -

Nice that I can choose which ones I want, but those type of requested things for literally YEARS should be FREE of VIPs.
Incidentally, I think some folks might understand why I was so annoyed by what amounts to travel customization being locked behind the Incarnate Trials. Happily there will now be another way to get them, BUT those type of customizations should be FREE, especially seeing as it's continuing the work started by BaBs and others.
Seeing as how they've had the F2P planned for over a year, they either should of made it sound like a "we'll make enemy costume sets as boosters" or in some way said "they'll be made available, but you'll have to pay for them" -

As far as I'm concerned, City of Heroes is no "homage" to super hero comics or anything of the sort. It is not and should not be accountable to what comic books are like. An age old stance of the development team has always been that "it's like that in comic books" is never a convincing argument in and of itself. They're not making a comic book simulator. They're making a super hero game, for a VERY broad interpretation of what "super hero" constitutes.
Personally, I much prefer sci-fi and anime themes to the corny themes of Silver Age and Golden Age American comic books. I find far more inspiration for my characters in other games, in contemporary (non-super-hero) movies and other themes like this. That City of Heroes accepts these themes, allows them to work mechanically and has a fictional universe that makes sense for all of them is what's kept me here for seven years.

Incidentally, I have a level 50 SS/Inv heroic Brute, and she's one of the strongest characters I have by a significant margin.
I'd personally like to see less of the "D&D" style or "I'm a person with powers, but not really a super hero/villain" types in the game that advertised itself as the Super Hero MMO.
I know...I know...never going to happen.
To the OP: I think one of the things you might be hung up on, is Willpowers description. Ignore it. It's flavor text for the powerset, but doesn't have to be that way for the character created.
WILLPOWER can easily be seen as robotic armor, and the player wanted to use WP instead of INV.
I could just as easily make a batman homage and say INV is just his body armor and reflexes (the set does come with defense).
Seen quite a few "I'm a normal person" descriptions in the past, that used Regen as the secondary. Oh yes, a normal person can heal that fast.

Check 1: Are there any differences between the brute and tank versions?
Yes, the order is different due to tanks getting taunt earlier. Scrapper order would follow brute order and taunt would be changed to confront.
Damage? Identical.
Base accuracy? Identical.
Going off of CoD, it appears that Swoop was turned into a single target attack for brutes. So too would it be for scrappers. (Note: This should be checked in game. If CoD is right, then the end cost and recharge on swoop is wrong for brutes.)
So, other than changing taunt to confront, the devs could proliferate Battle Axe to scrappers by copy/pasting without any changes at all. They of course COULD change it based on "feel" but there's no balance reason to do so. -

PBAOE Heal, agreed.
PBAOE buff...I'm thinkign something along the lines of Force Field's Dispersion Bubble (possibly with 5ft less radius) or the stealth powers of Cold Dom, Dark Miasma, or Storm. The set should have +Defense as part of it, and it should be something that works for the user.
+Defense is just one of the few ways to actually make one feel like one is dodging things that are being effected by temporal manipulation.
In fact, I hope it gives better than Cold Dom, Dark Miasma, and Storm stealth shield defense, but only gives positional defense.
An enemy -Regen, -Resist, -END, -RCH all in one power and make it a toggle that only effects one target.
I want pure awesomeness out of this set! I want to look at the powers and say to myself, "I HAVE TO TAKE THEM ALL!"
If they need a rez power, my suggestion is a PBAOE self rez. Team wipe? Everyone rezzed on the spot!
Sure, you won't be able to rez unless you die too, but if you're still alive, they can use an awaken.
Clickie Slow/-Rch power, possibly Target AOE.
And if they do the stealth route (which can make sense for a Time Manipulator) with a power as I mentioned above, I think it's time they made those stealth's stack with Stealth from the concealment pool.
So many times I've wanted to grab Phase Shift from the Power Pools, but couldn't bring myself to do it, sense Id have a Stealth power I wouldn't use, sense the one in the primary is so much better (mostly with Dark Miasma which just feels right for a ghosty hero type). -
Didn't it say in the article linked on the front page, that there would be proliferation in i21?

And Critis are idiots. They are too affraid to admit something is entertaining for fear their peers will ridicule them. You know secretly a few of them will be buying the DVD and put their plastic GL rings on.

Like maybe at the end, Tony Stark returns to Stark Industries and there he is with Pepper.

Then again, although a powerset name like Time Manipulation allows a ton of creativity, I expect nothing completely new and out there, but basic powers that already exist out there brought into a new set.
I'll also admit the sleep power from the electric control surprised me...but until new sets continuously show new ideas for powers, i'm leaning towards no new surprises.

Frost Bound: Ice/storm/elec corr 50 - fun to play, good for trials
Razzle Dazzle: Elec/fire/fire dom 50 - Not played in months, Good dmg, elec doesnt work with fire, boring concept.
Witch of dread: Rad/dark/dark corr 50 - new main, great all around, though wish had more AV killing abilites
Pyro immolator: Dark/fire/mu brute 49 - farmer, fun to play
Witch of woe: Sonic/pain/dark corr 41 - Not played in months, love the concept, might bring out of retirement
Glacial tsunami: Shield/ice tank 32 - fun to play, might be good for trials
Vassilisa: Dark/cold corr 24 - not played in months, dull
Pale Mistess: necro/therm MM 4 - love the concept, not a huge mm fan.
If it's level 50. Keep it. If need be, move it to a server you don't play on.
That Dark/Cold Corr, that sits at level 24 and you find dull to play, delete it!
Witch of Woe, it's at level 41 so that's a toss up. If you have no intention of playing it, or want to reroll the concept into a new AT/Powerset Combo, delete it and reroll or save it and go back to deletion if you need the space.
The MM, that's an easy delete, it's level 4. You can always remake it again later if wanted.
The Shield/Ice, it's at lvl 32, sooo it's an easy free up space deletion if space is needed for a new alt, but if you enjoy it, keep it. -
Okay, we know why they havent done a serious name purge after all this time.
So next question, if these players don't return, which is possible and even just a slikely they have no idea what their old account was, will they be freed up after a certain amount of time? -

I'd gladly give my namesake's costume file to be used in it for the hints of Time Manipulation.
I already say she can do that with current powersets, now to have a powerset coming that's actually Time Manipulation \o/ DP/TM coming not soon enough!

Thinking of Star Trek, I wish they kept Kirk's way of beating the Kobiashi Maru (sp?) intact with the book of the same name.
That way we can find out Scotty has the second highest score on it.

Merits of any kind, anything that can be sold in the AH, none of this should be purchasable with Paragon Points. It basically becomes "Buy Influence" which is what everyone has been against, if they've been against Gold Sellers, not to mention ruins any of the influence sinks we have. -
