I would say Barbara Gordon, but she outdid herself with her time as Oracle, and I haven't read any comics with Stephanie as Batgirl yet so I'll go with Cassandra Cain, who is also probably the most unique Batgirl.

Well, Stephanie won't be Batgirl for much longer. The DC relaunch in September has Barbara back in the role. Which was the catalyst for this post.
Ah well. In 5 years it will probably change again.

Well, I figure that the whole flashpoint thing will end up like OMD at worst and they'll delude themselves into thinking that its a good move despite all evidence to the contrary or Heroes Reborn at best and they'll nix the whole thing in 6 months to a year.
Regardless I won't be reading any DC books for a while, the constant universe reboots are getting a bit grating.
And to stay on topic, I think Stephanie Brown was doing a fine job, though I'd have preferred her as Robin.

Yeah I would prefer her as Robin too, and in fact I kinda like her as Spoiler most. But Steph has been a fine Batgirl. Great job with the creative team, sorry to see it go.

Steph is the best Batgirl, because Steph is a lot like Barbara when she was Batgirl, but Steph's been more expounded on so her's is better while Barbara's Batgirl being good is largely based on non-canon appearances in books as a tertiary character.
I liked Cass as Batgirl best; but then I just liked Cass Cain as a character period.
I've always liked Steph though and was enjoying her run as Batgirl.

I find Barbara Gordon far more compelling as Oracle than as Batgirl. I was pleasantly surprised by the quality of the Batgirl series starring Stephanie Brown. The writing has been excellent.
But ultimately, I think Cassandra Cain is the best Batgirl. I like that she was such an outsider to the Bat-family, but still managed to carve her own niche. I also like that she could take any of the Bat-guys if she wanted to (except maybe Bruce, though that would be one hell of a fight).
