Basically like permahasten, but with the dominator's inherent domination powers. Takes a lot of recharge. I'm sure others can give you more info on exactly what is needed for it.
EDIT
Found a wiki article on it.

1) Use generic IO's, replacing SO's pretty much 1 for 1.
[/ QUOTE ]
I'll have to disagree with this. At level 50, if you use level 50 IOs 2 IOs will get you to just a few percentage points within 3 lvl 50 SOs (can't find the exact numbers at the moment). If I had to guestimate I would say 1 lvl 50 IO is roughly equal to about 1 & 1/3 lvl 50 SO at level 50.
For example, instead of triple slotting for damage and accuracy with SOs, you can double slot for damage, accuracy and endurance with a very small reduction in damage and accuracy but a very large endurance reduction. Or instead of triple slotting stamina, you can double slot with IOs and still have another slot for another power somewhere along the line without giving up much end recovery at all. Can make a big difference when you start trying to get some of the higher level recharge reduction set bonuses on other powers and such. -

My controller puts interrupts in her Recall Friend. She's usually first to the mission door and if it's hot I want to be sure I can recall the scrapper as soon as possible.
[/ QUOTE ]
As was stated before, it doesn't change the animation time or how quickly the power goes off. What the interrupt reduction enhancement does is reduces the amount of time that an outside attack has to interrupt the execution of the power.
Wiki Interrupt Period Article
Basically if power xyz has a 3 second animation time and time that you can be interrupted, and you slot with a 33% interrupt reduction enhancement, the animation stays at 3 seconds, but the time you can be interrupted reduces to 2 seconds. It means that if you get hit or move or some how interrupted in that 1 second that went away from the enhancement, the actual power will still fire, but it will still take 3 seconds to fire off.
EDIT: Changed some terms to match the wiki article to prevent confusion. -
In villains, the way you unlock new contact chains is by running newspaper missions and safeguard missions. Once you succeed in a safeguard mission, the broker will offer you a new contact chain to start. Either run them in Port Oaks and get a new contact chain there, or if there are no more for the broker to give out, or the newspaper missions are too low for you, head to the next zone, which is Cap.

3. Search. If you want to link to a specific post in a thread, such as your original post, make sure your link looks like:
http://boards.cityofheroes.com/showf...umber=13634846
See the "&number=" part? Compare that to the number RIGHT under your thread title - the number on this reply will be different. That will take you to the specific post.

Sweet...was wondering how to do this the other day. -

As much as I'd like to see the AP AE get shutdown so the MA people would have to start in Galaxy, I have to admit that even on a new character I'm out of AP in less than an hour never to return on that character unless it's to pay SG rent.
[/ QUOTE ]
If the AE stuff in Atlas bugs you so much, you always have the option of starting the game off in Galaxy -
Not sure if there is an official one out there already (if there is please point me to it), but thought we could use a costume change emote request thread since they are adding them now. I would like to see something like what is shown in the you tube video link. Yes i know the show was kinda dorky, but think something like this would be a cool emote :-)

Now you can create your own end game content: Mission Architect. In addition to everything people have said already.

LIES!! I like new people TO bite.

LOL. There's a time and place for everything. Don't scare 'em off! -

also had trouble with contacting people, when i chat with someone, it didn't came up in my chat window somehow. anyway, i am gonna use up my trial period and then i make a descision if i gonna keep playing the game.
[/ QUOTE ] There are limitations to the trial accounts in contacting other players that have been put into place to prevent the RMT goons from spamming everything.
Wiki Page on Trial Accounts
Unfortunately some of the restrictions prevent potential new players from fully experiencing the community aspect of the game. New players can't invite people into teams, talk in anything other than the local, help, or team channels. My suggestion to get a good team going is go to Atlas Park, find a group of other low-lvl characters or people standing around, and get on the local channel and say hi, that you're new (we like new people and don't bite), and would like to get a good idea of what the game-play is like. Suggest a sewer run. Even at opening levels they tend to be fairly quick and fun game play with a good group. MOST people will be more than willing to take you up and help you out. Hell, if I weren't at work right now, I would log on and help ya out, but...
Most people in Atlas will be standing under the big statue of Atlas (guy holding the big ball in the middle of the zone) or in the AE building (just to the east of that). -

Thanks for that great breakdown! I didn't realize SS was THAT much faster than other ones!
[/ QUOTE ]
It isn't. That should read 92.5mph/148.9kph.
[ QUOTE ]
What is capped vs uncapped? That's quite a large difference on the SS speeds. Is that just the effects of ED or is there some sort of speed cap?
[/ QUOTE ]
There is a hard cap on movement rate for the various travel types, except for Teleport, which is limited only by how much you can enhance the range (I think).
[/ QUOTE ]
http://wiki.cohtitan.com/wiki/Travel_Power has the hard caps listed. -
I can get behind the no travel power suppression for PvP and no endurance burn and being able to run that fast at times...however, I would think that to take all of the power slots and enhancement slots you use to beef sprint, swift, quickness, hurdle, and combat jumping up to those speeds would be a bit wasteful when you could just take super speed/super jump and use the slots on other things like endurance reductions and such and beat those speeds still.

When you complete the first arc from your patron, you should also get a "freespec" that you can use to respec your character at any time. Just type the command /respec to get started. At lvl 41, you can choose your Patron Pool just like any Power Pool, from the menus at the upper right side of the Power Selection screen.
Or you can wait till you earn your next power at lvl 43 and just train into your Patron Power through any Arbiter.
[/ QUOTE ]
According to this page from the wiki:
[ QUOTE ]
Patron Power Respecifications
Each villain character that completes the first Patron arc and unlocks a patron power pool will also receive an earned respec.
[/ QUOTE ]
and
[ QUOTE ]
An earned respec is used by visiting a special contact.
For heroes, this contact is Jack Wolfe, located in the Freedom Corps headquarters in Galaxy City.
For villains: Arbiter Lupin, located next to Arbiter Frederick in the Nerva Archipelago; and Arbiter Sawyer, standing near the Pocket D entrance in Port Oakes.
A free respec is used by typing the /respec command on the chat command line.
[/ QUOTE ]
In short: you can't just type /respec for the patron power respec because it is an 'earned respec' and the /respec command can only be used on 'free respecs' or 'freespecs'. Freespecs are the respecs the devs issue, like ever once in a while when they make significant changes to powers that may make the players want to change their already selected powers. You can read up on the page linked to above for more info if you want. -

Now that the technology is in place, Issue 15 is our first opportunity to provide a number of more universally themed costume change emotes as part of a regular content update for all of our players. It's our goal that everyone, even those who didn't purchase the Magic Super Booster Pack, will benefit from the extra time and resources that we've devoted to creating these booster packs.
[/ QUOTE ]
And..............the final stake through the heart of B_I's paranoid fantasies about booster packs stealing all the good stuff from everybody else.
[/ QUOTE ]You're right, you won't have to buy a booster pack. You'll have to buy an expansion that will likely be 4 to 5 times more expensive.
[/ QUOTE ]
Did you miss the announcement of issue 15 having more costume change emotes than the booster pack and new costume pieces and sounds and all of that, oh and all for your normal monthly subscription fee? -
[ QUOTE ]
No it does not.

While maybe not 'officially supported' on vista, it should work for the most part. In software 'supported' is not the same as 'it works'. Many software programs, while not supported in a situation, will still work. Not supported just means that they may or may not have tried it and may not have been fully tested so its unknown how it'll work. Don't think of it as a ' can't use' if not supported. Many times its close to 'use at your own risk'. -

Occam's Razor is on the side of customization.
[/ QUOTE ]
How is power customization on the side of Occam's Razor? I think it's in the pipeline as well but Occam's Razor states that of many possible explanations, the simplest explanation is most likely correct. The player base's speculation and reading way too much into a marketing survey, a color changing fireball, and a couple indirect devloper comments is a lot simpler than the developers implementing power customization in my opinion. -
It also determines what type of DO and SO shops you have to visit to get enhancements.
-
I always liked them, just thought they would be more effective if they didn't announce when there would be a lot of them, and just have a few days randomly throughout the month that the Rikti invaded. Maybe a week here, a one shot there. Just don't announce all of them. Invasions should be a surprise. I can't imagine that its that difficult for the the devs to turn it on. If posi gets bored one day, he pops on and BOOM. Invasions.

3 slot SOs or 3 slot Common IOs?
lvl 50 Common End Mod IOs start hit the low level ED cap at 2 and are within a few percentage points of 3 SOs. 3 Common End Mod IOs would be hit hard by ED. If you only want 3 slots in Stamina and want to maximize End recovery with that, the Performance Shifter: End Mod Set IO and the Chance for +End Proc SetIO, plus a common End Mod IO. You'll get the proc, a movement set bonus and have near triple SO slot recovery. -
Its a passive power that you can't put in your tray. It should show up in your buff bar. Usually its a white-ish grey icon. This page has what all of the power icons look like and a description of the powers. I have seen some times where it doesn't apply because you were already granted the buff in the instanced mission or something. Might be a bug.
-
Personally I use one of those Fang game pads and I love it. Makes the movement controls in a more intuitive place and gives you numbered keys 1-11 in a very accessable place plus many other keys that you can hookup to macros and keybinds in easy access. Plus everything is customizable and switchable based on the game being played.

[ QUOTE ]
2. Arcs or contacts... at various points at the lowbie levels you have a choice of 'find out more about the skulls' or 'infiltrate the Thorns hideout'... do these choices have an impact? What should I choose and base my decision on? I've never figured this out. Is it flavor or is there a good reason to go one way or another when a contact offers up a choice?
[/ QUOTE ]
Basically many contacts have missions that are part of a story arc and missions that are stand-alone missions. Usually when I've noted seing this is with a contact in the middle of their arc. One mission is just one of their stand alone missions while the other continues down the arc. About the only consequence of choosing one over the other is that one you will continue down the arc, the other you won't. You should be able to come back to them later unless you outlevel the contact, which he will stop with the stand alone missions, but if you've started the arc then it'll stick around. I think.
To figure out which is which, it can be tough. The description may make it obvious or it may not. Best resource is the wiki that others have discussed on this thread.
