Its a passive power that you can't put in your tray. It should show up in your buff bar. Usually its a white-ish grey icon. This page has what all of the power icons look like and a description of the powers. I have seen some times where it doesn't apply because you were already granted the buff in the instanced mission or something. Might be a bug.
they also don't grant while sk'd (including TFs and MA arcs). Make sure you don't have "Hide Auto Powers" set on your active powers bar under your HP/End if you don't see it there and want to

When someone reads my fortune it says I get a temp power. I can find the temp power in the power pool but can't seem to activate it or put it in my tray.
Is it automatically running? I don't see it in my buff bar either.
