Stuck in Port Oakes, any suggestions?
It's time to go to Cap Au Diable.
After you finish with Mercy Island, the rest of the City of Villains contact system works off of Brokers. You automatically get assigned a Broker the first time you visit a zone (other than Mercy, which as the starting zone does not have them). You'll need to do newspaper missions until the Broker offers you a Mayhem mission. Once the Mayhem is complete, the Broker will offer you a choice between several regular contacts in the same zone. You'll need to repeat this process each time you outlevel a zone and relocate to the next.

Go in cap au diable, and open the News Paper, Do a few of those missions. After a few you will get a Mayhem mission, do it. Then you will be offered a new contact.

If you run out of contacts in a zone, you can do another batch of newspaper missions for your contact (Drea) and he'll give you another new contact to work with. With villains, you'll sometimes have to do two or three bank robberies to get all the contacts in a zone.
However, if you're level 12, you've already outleveled the other two contacts that Drea would give you -- Billy Heck and Mr. Bocor. There is another contact in Port Oakes who is in your level range "The Radio", but I'm not sure if Drea can introduce you to it or not. Usually you'll get that contact from Mr. Bocor, assuming you've done his missions.
So yeah, your best bet is to go to Cap Au Diable, and run newspaper missions for Desdemona the Glint or Boris the Russian. There are lots of contacts in Cap until you hit level 20, so if you ever run out, just run more newspaper missions and do another bank job and your contact will give you someone new to talk to.
In villains, the way you unlock new contact chains is by running newspaper missions and safeguard missions. Once you succeed in a safeguard mission, the broker will offer you a new contact chain to start. Either run them in Port Oaks and get a new contact chain there, or if there are no more for the broker to give out, or the newspaper missions are too low for you, head to the next zone, which is Cap.
So if you do 3 more paper missions then go see Drea he wont give you another KR mayhem? After you finish the mayhem he should offer you Mr Bocar or Billie Heck.
This wiki page helps a lot , just click on the contact in Port Oaks and it tells you who offers him and who he refers you too.

Despite everyone saying that you've outlevelled the contacts in Port Oakes, there is one contact (the Radio, which offers a badge mission) that's available through running the King's Row mayhem (3 papers -> Mayhem), and another contact (Veluta Lunata) that's unlockable with the Pirate badge for levels 10-14.
Yes, you can go to Cap au Diable and start on those contacts - I actually recommend it - but you can also still stay in Port Oakes and do papers to get the Radio.
Also, if you picked Bocor as a contact he'll introduce you to the Radio at level 10+ and your broker won't; it used to be that all of the 5-9 contacts would introduce you at level 10+ but for some reason Billie Heck and Angelo Vendetti stopped.

While this is true, there are some contacts on villainside that do introduce you to new contacts. For example: Had you chosen Mr. Bocor as a contact in Port Oakes, he would have introduced you to Radio (which you cannot get via the Broker) after you finished his arc and popped level 10.

In Cap Au Diable there is a contact named Peter Themari. If you can finish both of his arcs before you pop 15 he will introduce you to Willy Wheeler. If you don't finish both of his arcs you may have to wait a few more levels before he will introduce you to him. Willy Wheeler is not introduced by Brokers.
Remember there are also hidden contacts throughout the villain zones. These require completing certain tasks in order to unlock them. Veluna Lunata in Port Oakes is opened by defeating 10 Spectral Pirates around Fort Hades. So, if you run out of contacts there are additional options. You just need to find them.
Paragonwiki is a great place to look for this kind of information.

Unlike heroside, contacts will only pass you up the contact chain within the same zone. As mentioned, once you outlevel a zone you'll need to go to the next zone and run newspaper missions until your broker bar for that zone is full, then do a mayhem and get introduced to a contact in that zone.
As well, if you don't have any more contacts in the contact chain you have to do newspaper missions to start another contact chain (which in this case is Bocor->Radio in Port Oakes)

Just a quick note, you don't have to run the Mayhem successfully. All you have to do is accept it from the Broker and enter to start the timer. Once the mission is finished, whether from you completing it and exiting or the timer running out, you will be offered a new contact.
If you don't feel like running the Mayhem just enter and then immediately exit. You can even run a new newspaper mission or two while you wait for the timer to count down.

You don't have to complete their arcs, you just have to have outlevelled the contact. Themari will still give missions at 15, but Dmitri Krylov (Golden Roller) and Shelly Percy (Marshall Brass) both will give you the contact immediately at level 15 without having to do anything for them.
You can also hit 14 and do Ashley McKnight's first mission (go talk to Tarikoss) to get a new contact in Cap without doing any mayhem there; the same with Darren Wade at level 20 in Sharkhead.

I finsihed the missions for Angelo Vendetii, and after killing the Vampyre all he says to me know is that the Council is on to him and he has to lay low. He won't offer me any new contacts to continue on with. The contact Mongoose also is done with me, and he will only say to visit Mikey the ear or Drea the hook. I've already done the quest line for Drea the Hook so I assume the quest lines for Mikey is done as well. Did I miss something along the way or is the life of a villain one that I should just find my own mischief now?

Just in case you weren't aware, Port Oakes has 2 Ferries. The one you used to come from Mercy and another one to take you to Cap Au Diable. Check your Map.
Note: Cap Au Diable will also have a second Ferry. That one will have the destination menu of (the rest of) the high level zones.
Teams are the number one killer of soloists.
Additionally, I am somewhat (not perfectly sure) that your Cap Broker will introduce you to Wheeler if you have outleveled Themari at 16. Either that, or the Broker will still introduce Themari, and he will intro Wheeler but won't give you any missions.

I've done the low level villainside a lot and from my experience just outleveling Mr. Bocor is not enough for him to introduce you to Radio. You have to have filled his progress bar. If the bar is not filled he won't introduce you to Radio, even if you're level 11. In order to fill his progress bar you have to have done at least part of the arc.
Same goes for Themari. If you don't fill his progress bar he won't introduce you to Willy and filling his progress bar requires doing both of Themari's arcs.
The Ashley and Darren thing is right. That's a very quick and slick way to get an intro. But again, these contacts won't introduce you to contacts that are not introduced by the Brokers. That means no Willy Wheeler, no Operative Wellman and no Crash Cage among others.

Nope, the Broker will not introduce Willy and will not introduce Themari if you are over 14. However, if you have outleveled Themari's arcs you can still get the introduction. Just go back to him after you pop a couple more levels and he'll have the intro ready for you. If you missed Themari entirely, you'll have to wait for Ouro level to do Willy's stuff.

Yeah. That was it. Very few of my characters have ever worked for Themari, yet they have all been introed to Willy.
Still, I do remember a number of instances where doing a Mayhem after outleveling the zone's lower level contacts cause me to get introduced to a contact one of those earlier contacts should have given me. Just can't remember which ones they were.

Whether you succeed or fail, the Broker will introduce you to a new contact. If you fail, you simply do not get the temp power from robbing the bank.
And running solo on Villainous difficulty level, there are very few legitimate reasons why one would fail a Mayhem. (Heck, I usually have a good 25 to 30 minutes remaining on the timer by the time I complete it.)

I'm quite confident this isn't the case. I have done Willy's missions with every villain I've played, and I've only done Themari's missions once. I didn't like his missions, and so I leave him since I hit level 15 easily enough without doing his stuff anyway.

You might want to add you your guide that completing the Smash and Grab gives you a random chance of getting either an Access Bypass (usable in Warburg or sellable at the Blackmarket for a metric buttload of inf), or a Prototype Element (usable in Siren's Call or resellable for a bit of inf...usually in the 5 digit range).

I believe I said that. As long as you have been introduced to Themari he will introduce you to Willy at level 16 or 17.
If you do Themari's arcs though, you can get him unlocked before level 15, so that he is immediately available when your level 10-15 contacts stop giving you missions.
The main point is, Willy is not introduced by the Brokers.

No, I guarantee that you can get Willie by running the Skyway City mayhem mission at level 16+ if you don't have Themari as a contact. You can also get the Radio from your broker at level 10+ running King's Row if you don't have Bocor.
Here is a screenshot of the inactive contact list on my ElM/Nin Stalker... it was one of the few I could find that would fit them without scrolling. Note that Willie is at the bottom, completely full, and Themari is nowhere on the list.

According to Wheeler's Wiki entry, he is introduced by Themari, Boris the Russian, and Ashley McKnight, I suspect Des should be on the list too, since she is the other Broker for Cap.
Likewise, The Radio is introduced by Bocor, either of the Oakes Brokers, or Seer Marino. That last one doesn't sound right though, since by the teime you get introduced to Marino you would have outleveled the Radio (unless the Radio is one of those that will still give at least the badge mission at 15 despite being a level 10-14 contact.)
