When you are in the Power Choice screen when Leveling up or Respecing it will be open to you on the right side of the screen.

Are you at least level 41? If not, you will have to wait. Otherwise, when you level up or respec there should be an option (right under the "Choose from a New Power Pool" option) to "Choose from a Patron Pool", or something like that.
When you complete the first arc from your patron, you should also get a "freespec" that you can use to respec your character at any time. Just type the command /respec to get started. At lvl 41, you can choose your Patron Pool just like any Power Pool, from the menus at the upper right side of the Power Selection screen.
Or you can wait till you earn your next power at lvl 43 and just train into your Patron Power through any Arbiter.

In short: you can't just type /respec for the patron power respec because it is an 'earned respec' and the /respec command can only be used on 'free respecs' or 'freespecs'. Freespecs are the respecs the devs issue, like ever once in a while when they make significant changes to powers that may make the players want to change their already selected powers. You can read up on the page linked to above for more info if you want.
On the plus side, all earned respecs stack, so you won't loose it if you don't use it.
