Basically like permahasten, but with the dominator's inherent domination powers. Takes a lot of recharge. I'm sure others can give you more info on exactly what is needed for it.

Permadom is when you get enough +Rech (via IO Set Bonuses and Hasten usually) that Domination (the Inherent for Dominators) recharges before its duration is up. Thus it can be made "permanent."

It's a question of being able to use your primaries frequently and successfully enough to get Domination up, right?
Any tips on how that is best done?

It is a question of slotting... just not of the power in question. Many Invention Sets have +Recharge as a bonus if you slot enough of them into the same power. That +Rech applies to ALL of your powers (except for a few specifically designed not to), including Domination.
While in Domination-mode, the Dom bar is full. It remains full until Domination drops, which empties the bar. But... IF Domination recharges before that drop, you will be able to activate Domination again which is how it's "perma."
Once the initial Dom building is done, it's like a repeating cycle. Provided you don't get hit with some Recharge debuffs, of course.

No, that's not it. A permadom character only needs to fill up their domination bar once.
So you're at full domination bar, right? You hit domination. Now, here's the thing - when you fire the domination power, the bar remains full. It only drains to zero once domination wears off.
While you can't slot the domination click power for recharge...it IS affected by global recharge on your character (Hasten, IO set bonuses). So the idea is to get the domination power to recharge before the first click wears off.
So you can fire it again while you still have a full domination bar.
How do you build a permadom character? IO slotting. You need Hasten, obviously, but that alone isn't enough. You also need as many recharge set bonuses as you can fit on your character.

Oh, couple more things. If you didn't already know, Dominators are getting some major changes in I15. Domination no longer gives a damage boost. Instead, dom base damage has been vastly increased, so they do high damage all the time.
But Domination still gives you a full bar of endurance and mez protection, so there's still a reason to seek permadom.
Lastly, for permadom you want Hasten three-slotted for rech, and you'd need about 70% recharge in IO set bonuses.
The largest +recharge bonuses are from purple IO sets, and most also use the expensive LoTG +recharge uniques. This is why permadom is often considered to be an expensive build.
However, it is possible to make a permadom character who relies more on standard IO bonuses.

I do think it's a little amusing that there is a source of potential confusion in the similarities of the names "Domination" "Dominate" and "Total Domination".
You seem to have already gotten this, but just to clarify in general, the power referred to is "Domination", the Inherent shared by all Dominators.
(And then there is Cold and Pain Domination! 
)

Guessing from the name "perma dom", I'm assuming it's making some power permanent. Just not sure which one..."Domination" or "Total Domination"? And is it like perma hasten, where you slot enough recharges and set it to auto-fire so it can go off continuously?
I tried searching, though my search fu with this forum is hella weak. I tried reading some of the Mind/Psy Dom Guides but can't find details.
Any help would be appreciated.
