On beta, you can buy emp and astral merits from the emp and astral vendors in Ouro. Last beta they were 1inf/merit, under a header that said something like "TESTING ONLY". I haven't verified this beta if it's the same because I'm actually working my TW character up the last few levels manually instead of level bumping all the way to 50.

Uuhhhmmm....I have no idea. I have to /optionloadfile between playing normally and dual-boxing, and it all works properly.
I wonder if, ages ago, I went in and manually put in the graphics changes in the options files. I honestly have no recollection. -
Forbin's suggestion is exactly the same as the base items in the Veteran Rewards/Paragon Rewards system. If a vet places those in the base, whoever edits the base can move them around at will...but if they delete/sell them, they're gone forever until someone drops another one in (which may or may not be the editor).

You get the transfer on the 1st of the month. If you're not subscribed on the 1st of the month, you don't get that month's transfer. You'll see a number in the upper-right of your character select screen that indicates your transfers. You should have two if you've been subbed since Sept 13 (Headstart Launch).

When you want to switch between them, type
/optionloadfile options#
If you change window size, color, or opacity, you'll want to do
/wdwsavefile wdw1 for the first one
/wdwsavefile wdw2 for the second one
and then to load them:
/wdwloadfile wdw#
please note that if you like having custom window colors/placement for individual characters this will not work. -

After you finish, you don't have to leave. You can go back and explore again.

Knockback has a duration of one server tick, pretty much. It's an instantaneous effect just like Damage and Healing (which is Negative Damage
) (not Regeneration, which has a duration). You cannot increase its duration.
One server tick is almost unnoticeable, btw. -
Faathim doesn't get a call button. He never has. Statesman doesn't get a call button because they're all fairly close there and I guess the devs figured nobody would want to call him for whatever dumb reason.
Most TFs grant the call button after one or two missions. (Keep in mind a lot of TFs have linked missions so it's not necessarily after one or two objectives, but actively after one or two DEBRIEFINGS.) -
My fiance's tokens from buying $50 in points showed up almost two whole days later, before we got a response back from billing support (but after the response back from regular support escalating it to billing).
We never actually got a response back from billing since we logged into the knowledge base to close the ticket when we got it. I was kind of miffed about not getting a response from billing before it self-resolved, because there's already so much confusion and terrible accounting from billing in regards to VIP rewards. It wasn't like it was on the weekend, too. -

Here's an example of what I mean. 1 token for every Vet Reward badge right? One of my friends was due his 78 month badge on Sept 29th. He only had 25 Vet Reward badges at Head Start launch, so he should have had 25+6+1+1=33 tokens at launch right? But he says he received 34. Which is why I'm having to parse words to explain it. My conjecture is that they counted the full month from Aug 29 to Sept 29, because it was billed prior to launch, and he got his 78 month token 16 days early on the 13th.

Note that Sentinel does not export Enhancement Boosters currently, so if you're using those then you'll have to re-implement them. The build that you posted has EVERY SINGLE ENHANCEMENT boosted, which boggles the mind...but if you have enough money burning a hole in your pocket, it is theoretically possible. (Aside: I want to live comfortably enough to have that much play money!)
Sentinel can be found at http://cit.cohtitan.com/sentinel/ - log in to the game, start Sentinel up and log in (create a Titan account if you don't have one), then go to Tools > Utilities, and export your build. Import through Mids.
