In all seriousness, its going to be painful.
I play a Spines/SR in RV, and you can get by but its not fun.
If you're committed I can point you in a somewhat good direction.
As far as your primary, you only need 3 attacks, 4 if you're feeling squirrely. I would recommend Eagles Claw/Crane Kick/Thunder Kick with Build Up and Confront.
Forget set bonuses, don't really on them entirely, build it like you are trying to do damage. Eagles claw crits for stupid dmg, slot it with your best set.
As for your secondary, build for Ranged and Melee Def. Try and achieve over 50% PvE numbers. Makos/ToD etc.
Power Pools are Concealment (phase), Super Speed, Fitness, and whatever you want, I would go Super Leaping.
As for an APP, go with weapons and get TD and Webnades.
Id throw up a build, but Im lazy, so I won't. Good luck if you are really that interested. -

After seeing a few of the others I recognized the name of the Shield/SS tank. Proof it doesn't take someone with any coordination to win.

Uh yeah sure...a corruptor has 75% strength debuffs and +10% damage on a defender.
My defender has +15% global damage and all my blasts have at least +102% damage and kills stalkers. I've solo'ed hopkins and the envoy shadows with him. He also has 18 original hammies (thank you sneaky prophet).
You don't know what you are talking about. My defender does decent solo but shines on a team in PvP. I know this, because when I'm on, I'm the only one dying on my team. Why? because I'm the only toon on the team the villains can kill, since the buffs and debuffs keep everyone else alive.
When going rogue hits, I'm going to the rogue isles and destroying all the AVs and SFs on the nub side, then I'm switching back. So I will have one character that has done every TF/SF/AV/GM in the game.

IF you have a scrap worth a damn, maul away at targets mano a mano and try not to get interference. You'll do fairly well against the "average" player, but don't be surprised when you start getting frustrated against ranged targets, or multiple enemies attacking you at once. Then it becomes a game on how well your phase will work and how close the base is. -
Ill try and get that Numina heal for ya, thatll be one slot. ;P

I would stay away from /SR if you want an easy time. SR is by no means an easy build to grind to 50. WP is grind easy.

If this is for PvE, you don't need to increase it any. Hide will suffice for everything except those floating eyeballs.
In PvP, you need stealth+stealth IO or Invis to hit max stealth. Those numbers are at lvl 50 though.
For perception you need a perception granting power in your secondary+tactics+perc IO.
That or any three perception buffs such as enforced morale etc.

Change APPs to cold. Hiber/Hoarfrost/FrozenArmor/ and the last choice is to taste, but Id go with snowstorm. FF just doesnt offer enough.
Fireball is garbage, get rid of it. You can pretty much string flares/fireblast over and over again with a blaze thrown in once in awhile.
Drop EP and BS. TF should fill those.
Drop Hover, get into leaping and pick up CJ/SJ/Acro.
Get atleast 41 points of kb protection.
Drop Inferno. Get into leadership with Tactics/Maneuvers.
Dont worry about recharge past 65-70. Its not that useful after that mark especially with hasten.
Actually just get rid of all your attacks except flares/fireblast/blase/tf. You shouldnt need more. You can keep the snipe if you want I guess.
I dont really feel like throwing up a build, search and you'll find a good one somewhere. -

That's a typical slotting I'm using right now on several characters.
That's grossly superior to SOs, and quite usable at 50 (especially if you have some global +acc from sets).

The reason I tried to throw in Aid Self was because my main is a Spines/SR who I recently respec'd out of Aid Self and Im not sure Im satisfied with it. I had it before, and though I didn't use it a lot, it seemed helpful. Maybe I just don't pay enough attention to how often Im actually using it.
Thanks for keeping the build similar, but I have no problem with shuffling and removing powers. -
Hola. I am working on a build for an Elm/SR scrapper (I know, whats wrong with me, Im supposed to have /Shields).
Anyhow Im trying to get the softcap blah blah. Anyway, Ive sacrificed a travel power and hasten and Im really just not happy with the build.
I suppose I could go with Zephyrs instead of some of the sets I used, but Im still not sold. So I ask, any suggestions/improvements. Your help is appreciated.
