For stealth, Hide+ Stealth (from the concealment pool) + Stealth IO will get you there. For perception, you'll need (usually) Tactics, a Perception IO, a +Perception toggle (such as Heightened Senses) and some yellow inspirations/perception buffs like Clear Mind/Clarity.

If this is for PvE, you don't need to increase it any. Hide will suffice for everything except those floating eyeballs.
In PvP, you need stealth+stealth IO or Invis to hit max stealth. Those numbers are at lvl 50 though.
For perception you need a perception granting power in your secondary+tactics+perc IO.
That or any three perception buffs such as enforced morale etc.

For stalkers, they do. Everyone else (such as Cloaking Device/Hide for VEATs or Device blasters) it won't.

Stealth IOs are the ones in travel power IO sets. You put em into a travel or sprint and as long as the toggle is running it is granting you a stealth bonus which gets u to stealth cap when running hide + stealth.
Whats the point of max perception for a stalker?

so i did some studying and i see that my maximum stealth is 1146 and the max preception is 1153, how would i go about reaching both of these maxes? >_>;
and how would other classes go about reaching the max preceptions?
