edit3. dozens and dozens of other games already have different and great looking animal animations and skeletons. It's not so impossible thing to do and we have spiders already. Devs can do new animations. It's their job and I'm going to my job now.
1) New skeletons take time, especially depending upon the game engine that is used.
2) Explanations are fine, but GOOD explanation for seeing apes run around a city? How many of those could you find that wouldn't be immersion breaking? Certainly, you could explain a giant gorilla climbing a skyscraper in Steel or Talos, but why did the Hellions all of a sudden get trained gorillas?
3) Just because other games can do it doesn't mean ours can with the same degree of success. Different games use different engines and ways of importing skeleton movements. Also, you have to think about relative sizes of departments. Blizzard might be able to hire 15 people to do nothing but make new skeletons. This game can't. And, if it means the three guys working on animations have to stop giving us new powersets for a year or two to give us new skeletons, I'd rather them not.
Also, their job is to keep the game going. But their job is also to make the most money at the least expense to them. Taking a year or two before they could get us new skeletons means X dollars spent. If the return on investment is less than X, then it was a waste of time. If it's around or over X, then that's good, but if they could have done Y cheaper, and at a higher return, then X was still a loss. -

Ice Patch is huge mitigation for Tankers. Sure, once you build for the soft-cap, it becomes less important, but in the lower levels, before you can slot a huge number of IOs, Ice Patch is key. Keeping it at level 20 helps there, much more so than moving it to level 28.
Ice Melee is also supposed to be the "controller" melee set. Moving it's three controller-ish powers to the last three picks would be a huge nerf to the set. -
Does +range affect AoE size?
No, it does not, it will only increase how far the target can be from you to activate the power. The radius will not increase. HOWEVER, just for a complete answer, in cone powers, it will increase both how far away from you the end of the cone is, as well as how big the base of the cone is, which increases the area significantly, at times.
Will +range increase how far you can wander from LS?
Not sure on this one, but I would think no. The +range should only affect how far from you you can place it. -

World of confusion makes a good damage aura if you put the procs in it.
For that combo repulsion field is the hidden gem.
Would Repulsion Field work well with Drain Psyche? Or would I have to turn it off before I run in to get the Regen and Recovery boost? I'm guessing the later, but if that's the case, I probably just won't use DP unless I really needed it.
Good to know about Scramble Thoughts, too. Between that and the fear power from the secondary, I might be able to free up some power choices for CJ (aerial control and some defense) and maybe move other things earlier in the build, like WoC.

Hey all,
So, my newest creation that I'm getting behind is a Psi/MM/Force Blaster. While I know that Robots and Carnies will give me some trouble along the way, I think I am capable of finding ways around them for most of my career. Are there any other enemies I should be looking out for?
Also, are there any powers in these sets which might look good on paper, but don't work too well in-game? The build I put together is a little slot-starved, so anywhere I could put in single-slot powers would be great.
I'm not planning on getting World of Confusion until later in my character's career, and possibly not until I can get a Contagious Confusion Proc. Is the power good enough that I should get it when it's available?

It does suffer from the rule of 5. However, it is NOT the same as any other 7.5% Recharge bonus you might be able to get from set bonuses. Therefore, you can slot 5 LotG 7.5% Recharge bonuses, and have 5 OTHER 7.5% recharge bonuses from other sets.

First off, welcome to the forums!
1) Yes, it will be great ST damage, and good AoE damage, except against lethal-resistant enemies.
2) I think, personally, that Brutes work best with Claws, though Scrappers aren't far behind.
3) I would check out builds for this in either the Brute or Scrapper forums, depending on what you go with. There should be a ton of them out there. -

You seem to still be ignoring the fact that most support types get some way to reduce the chance of mezz effects landing in the first place, besides single-target mezz effects.
Controllers get a whole host of AoE controls and debuffs, plus pets at higher levels. Most defender primaries/corruptor secondaries have some kind of AoE mob debuff, or AoE player buff that can protect them from mezz effects. Dominators get Domination, which even at lower levels can be leveraged in ways to help prevent mez effects. The only AT that doesn't get all that many tools is the Blaster, and they get to attack while mezzed.
I remain unconvinced by your arguments that support ATs are at a huge disadvantage against mezzing enemies, and I have played several to high levels. -

Do you have any specific suggestions? "More costume choices" isn't really enough for them to go by, especially considering that every issue comes with new costume pieces. "cool looking" is highly subjective. The (former?) lead costume designer, Jay, had a very long thread of costume suggestions in the Dev Corner, which was read from time to time for new ideas. I'm not sure if that's still the right place to post, but you might want to check it out for what others have suggested.

Also, you get to the point where the repair cost of some items would be less than the price of buying the item from the market, leading to a more significant drain of supply on certain items, with no corresponding increase in supply. Thus, this would lead certain items to increase in price, until the purchase cost was roughly equivalent to the cost to repair.
What would this do? On high-price items, people might pay to repair the items (although, this would basically be a straight nerf to enhancements, as many people would see it). However, the lower-priced items on the market would increase in price, making it harder to get them. People will still want the purples, however, so the price of those would likely not increase, but lower-priced items would. As such, this would be an influence sink which has the opposite effect from what it is trying to solve. -

GC has you do arcs primarily set in Galaxy City.
AP has you do arcs primarily set in AP.
Granted, most of these arcs are relatively short, and you'll eventually get fed into the contact origin contacts and the Hollows, where play experience start to merge together. -

Villains have to go to Mercy and decide between Kalinda or Burke. That's it. Oh wait I foprgot Veats. They get 1 mission then must choose between Kalinda or Burke.
Heroes on the other hand get to choose 1 of 10 initial contacts based on origin which are split between Atlas Park and Galaxy City. And if the players are making a Kheld they have complete storylines to follow depending on if they make a WS or a PB which is a hell of a lot more interesting than the unfinished crap VEATS got.
Is the Hero stuff old? Yes.
Is it better than the garbage Villains must suffer thru? HELL YES!!
The main reason people get bored with the same old starting missions heroside is because they refuse to start anywhere other than Atlas Park. That's a personal problem not a problem with the content. -
Why? It's not a jail. The stories there are better than the level 1-20 content in either the Rogue Islands or in Paragon City. If you don't want to start there, nobody is forcing you to.

This. There maybe one or two others, but I think those are Hamidon's "untyped" attacks, so nothing will help you there. But I'd say that if you're softcapped to Melee/Ranged/AoE, going for Psi isn't going to help you that much. There are likely better things to build for at that point.

Correct. When the values are even, I don't think anyone has really checked into which value gets applied, because it doesn't really matter. But if the values aren't exactly equal, the highest value against that attack will be used.

Lord Nemesis is an age-old automaton maker, starting off with toys, and working his way up to mechanical war-machines. He has even, in recent years, been able to build robotic duplicates of heroes and villains. With that technology in hand, he basically created robotic copies of heroes like Statesman and Positron, and sent them to attack the Rikti homeworld. When the Rikti traced the origins of these attacks, Nemesis had done it in such a way that the Rikti would think that Prime Earth (the game world) were the ones responsible for the unwarranted attacks on their population. This led them to retaliate against Prime Earth, who thought that THEY were the ones attacked without warrant. Many millions (billions?) of deaths later, the war that Nemesis had started was over. -
Here's hoping for lion, hyena, and parrot heads to go with that one.
