First off, welcome to the forums!
1) Yes, it will be great ST damage, and good AoE damage, except against lethal-resistant enemies.
2) I think, personally, that Brutes work best with Claws, though Scrappers aren't far behind.
3) I would check out builds for this in either the Brute or Scrapper forums, depending on what you go with. There should be a ton of them out there.

Brutes make you wait until lvl 35 to get Quickness. Scrappers get quickness at 20.
I ran out of character slots awhile back on Virtue, so I had to delete either my brute or scrapper claws/sr. I deleted the scrapper. I'm not sure if I would make the same choice today since we now have the option of switching sides.
My first 50 was a claws/SR Scrapper and I still love her dearly, although I don't play her much any more. One thing that nearly every /SR player says, though, is that it is a very squishy set until you get to SOs. You will take a lot of damage until you get into the 20s.
If you are going to play a brute, you should be aware that it won't be as durable as a willpower or invuln or stone. A teaming scrapper can be fairly flimsy. A soling one may have some difficulty at low levels. The good news is that with inherent Fitness you can take all of your defensive toggles fairly early.

I want to make a speedy toon, and i figured that claws/sr would do it. hasten + quickness + speed of claws in general. i just had a few questions for you vets out there.
1) is it going to work? will it make good damage? (if so good single target or aoe dmg. or all around ok?)
2) which AT would it work best with?, Brute, Scrapper, or Stalker? i figured brute would be best because of the speed of the build, so fury would stay high, but im not sure.
3) i am looking for a toon for DAMAGE. but at the same time, i dont want to be hit once, and go down. anyone have any builds or helpful suggestions?
