Thanks for all the input, guys. I think we've decided to go with Ice Blast. I considered Archery, but part of the fun of having AB on you all the time is being able to drop that end dropping nuke and just keep on going. Here's a preliminary build that I've tried to design with ease of leveling in mind.

Here's my current build. It's not the most powerful around, but I enjoy the performance I get out of it and have been able to take down a GM with it (Ghost of Scrapyard is the only one I've bothered trying on so far.) It uses two of the fairly inexpensive purple sets and no PVP IOs. I'm not sure if mids shows it in build exports but this build uses the Spiritual Alpha Core. So, a friend of mine wants to get back into the game and talked about running some characters together. They were never very good at making builds or the like, so I wanted something simple we could run together. I figured what could be better than running a duo of Empaths? The only problem I have now is trying to decide what blast set to use.
The first thing that came to mind was using Sonic Blast, just knowing how awesome it is on my Rad/Son, and two times the -res can only be a good thing. I'm unsure if the lack of aoe damage will be good for trying to level up though as it will be likely we'll be able to take on larger spawns with all the survivability. I've heard that Ice Blast is pretty amazing with Ice Storm and Blizzard seems like a fun nuke to use with perma ABs going on. I know Rad Blast has some nice AoEs as well.
Like I said my friend has really never worked on complex builds before and knows absolutely nothing about IOs, so I'm trying to design a pair that will level up smoothly on SOs or common IOs. The builds are going to be identical for flavor purposes as well as ease of planning. Any suggestions or experiences would be most appreciated. -
It sounds like most of your problems could be solved by simply ignoring those bad teams. A well rounded Empath who knows how and when to use their buffs, heals and blasts is going to be welcome by any player that is worth their salt. Those people who would deride you for not being able to heal their stupidity aren't worth your time.

Perhaps the first thing you should be asking yourself is why do you feel the need to ignore part of your powerset?

I will never pay money for something I can get in-game. I don't pay for half the the boosters as it is. I wish they would stop making them altogether.

I'm in the crowd who uses the entire spectrum for my light character. FF/Energy Blast Defender with each shield and blast a different color.

Yeah, I don't find giant skulls and tentacles to have much to do with Oil. I'd say Energy Blast is probably the best choice. But of the two I'd go with Rad Blast.

A lot of them get formed up in the RWZ. You might want to try joining the global channel "Virtue TFs 2010" or is it 2011 now? I can't remember.

I'll go ahead and post up the build I've been using since i19. It's been working out very well for me so far and is a lot of fun. Mace Mastery requires you to make a trip villain side, but being able to so easily softcap S/L and Energy protects you from a lot of different attacks. The pet is perma and helps add in a good amount of damage and helps especially if you want to be soloing AVs or the like. Shriek + Scream is really all you need for ST damage, anyway and this runs it incredibly close to seamless that it comes down to latency. This build does use the very rare Spiritual Alpha in able to reach those recharge numbers, though. No stealth pool, but I prefer the invisibility gained from SS + Stealth proc. I can pretty much fight all day long with this build and not run out of endurance, as well. Hope you can get some ideas from it. This has been my favorite character to play since i19 and it is just becoming more awesome as I get more incarnate powers for it as well.

For a damaging, survivable Dom I don't think you can do much better than Plant/Fire/Ice. Permadom will give you mez protect. Frozen Armor makes it easy to softcap to S/L. Sleet and Ice Storm are really great to amp up the damage, too. I haven't made a build for one recently, but it shouldn't be too hard for you to figure it out.
