Rad/Son solo build
edit: I was having some technical issues, but here is another version of the build with Dreadful Wail replacing Screech. I got better numbers with the second Obliteration set but had to sacrifice slots in Power Sink and Charged Armor. I was able to add a Numina proc to health though, which should be useful.

Depending on your playstyle, and how good you are at jousting and aiming knockbacks, you may get more use out of Shockwave than Howl. Try both before you commit to one.
EM Pulse seems to be more trouble than it's worth. It's a bit overkill to shut off your own recovery with a very long recharge hold every time you encounter a "problem" minion or LT. Possibly better to switch to Screech or Shocking Bolt to mez them individually.
You might swap the slotting between Scream and Shout. Shout is nice for its accuracy bonus, but Scream is the single target DPS workhorse of the set.
1-slotting Power Sink was a good move, I think. You will probably only use Power Sink immediately after Dreadful Wail + Catch a Breath. Or if you're not nuking, only while AM is down and your end is running low. So it doesn't need any recharge slotting.
If you're going to 3-slot a ranged blast, consider Devastation instead of Maelstrom's Fury. Devastation's max health boost will help against alphas and lucky shots.
Numina's proc may not be as useful as adding another slot to a single target blast. You seem to be fine on recovery, and you're going to be either Power Sinking or crashing your endurance on purpose (or both) every couple of minutes anyway. On the other hand, having only one single target damage power near the ED damage enhancement cap is asking for trouble on a solo defender (except maybe Kinetics). Even with enormous amounts of recharge buffing, I'd still want at least two high damage slotted ST blasts to keep up the DPS.

Also, given that you are apparently planning to spend most of your time in melee range you might want to pick up Choking Cloud.
Regarding Health, I'd actually say keep the Numina proc and take out the healing IO it is providing less than 1 hp/sec of regeneration which shouldn't make much of a difference, especially since you have a self heal anyway.
I'll go ahead and post up the build I've been using since i19. It's been working out very well for me so far and is a lot of fun. Mace Mastery requires you to make a trip villain side, but being able to so easily softcap S/L and Energy protects you from a lot of different attacks. The pet is perma and helps add in a good amount of damage and helps especially if you want to be soloing AVs or the like. Shriek + Scream is really all you need for ST damage, anyway and this runs it incredibly close to seamless that it comes down to latency. This build does use the very rare Spiritual Alpha in able to reach those recharge numbers, though. No stealth pool, but I prefer the invisibility gained from SS + Stealth proc. I can pretty much fight all day long with this build and not run out of endurance, as well. Hope you can get some ideas from it. This has been my favorite character to play since i19 and it is just becoming more awesome as I get more incarnate powers for it as well.

...I don't want Choking Cloud. It's such an end hog and I already have enough powers that drop it. Since it's just a chance for hold it doesn't seem worth the cost... |
You can think of it almost as an armor power, to keep people from punching you in the face. With Rad, you have Accelerated Metabolism to help you with END. If you slot up Accelerated Metabolism, the END cost isn't onerous.
At the behest of Jock Tamison (is Jock still playing???) I slotted up Choking Cloud, and it makes a noticeable difference. I 6 slotted it with Lockdown.
You might want to try Choking Cloud, either on Test or as a secondary build, before you dismiss it. If you are going to be in melee, Choking Cloud is great mitigation.

I will be using this for almost exclusively solo play. I tried to build primarily for melee/smashing/lethal defense since my play style is to stand right next to my anchors to keep groups in the debuff radius. I also tried for some AOE defense.
I took the invisibility pool instead of leaping since stealth offers +def and it let me fit in my 5 lotg procs. I originally put 1 proc in combat jumping and took super jump so I could grab acrobatics but it left my recharge pretty low.
I went with the Electricity Epic Pool for the smashing/lethal defense and endurance recovery. The high damage attack is a nice perk too for soloing... But anyways, feedback/advice/full-on corrections are all welcome and appreciated.
