In order to move a character, the target server must have an open slot to place the character.
You can use your global slots on Virtue. -

Bright Novas (Paragon Police) - but not Dark Novas??, Elder Mambas (Snakes), Pyros (Destroyers), Northern Lights (from the Winter Event "trial"). I might have missed one or two in my combing.
In addition to most Cabal and also Longbow Eagles. -
Pretty sure he has at least one badass moment in the comics, which predate Grandville. I am not sure why they used him as a deus ex machina so much, for that brief period. Then he kind of completely disappeared until Darrin Wade's arc, aside from injokes.

Going Rogue and newer sets, people have generally simply moved to the build forum and asked for personal advice there. Folks are able to give tailored advice for THAT PERSON'S play style instead of generic details that you can simple find in Mids or Paragon Wiki.

There's an attack that the new BP has that drains endurance like a pancake.
I took Maggie (claws/regen scrapper) through Heather Townshend's arc. She has alpha unlocked (nothing slotted), and a T3 Ion Judgment, so no plusses. It was kind of brutal. I enjoyed it thoroughly. There's not much out there that gives her pause and I regularly had to tred carefully. -
Heather Townshend's arc sends you to meet Hua Tov. Above his head, it says Hua Tov. In the resulting conversation, he's called Huab by your character at the end. I'm pretty sure he's called another name (I think in the nav bar??) as well but my notes when documenting the arc seem to have been taken away with the last trash haul.

I think you're still confused. Or you're explaining yourself badly.
Account Items are available to every character, new and old, once per character. Veteran Rewards, etc.
Character Items may be claimed one time ever by one character. Consumables, SBEs, etc.
Catalysts come in the Character Items mailbox, not the Account Items mailbox. Everything from the Super Packs comes in the Character Items mailbox. -
The difference between LR and Archery's Rain of Arrows is that LR requires you to be on the ground to fire it off. Rain of Arrows has no such restriction. You just click where you want it to fire.

Each piece of an ATO set is mutually exclusive with its Superior version.
As to the rarity of Catalysts, I don't think they've ever said. However, I'd assume they'd be as rare as purples or perhaps even rarer. -

Issue 13 introduced Day Jobs, Merit Rewards, Level Pacts, and Multiple Builds, which are pretty frikken awesome IMO. It also restructured supergroup base pricing (and got rid of the use of base salvage) and added some invention sets.
Since the vast majority of the game doesn't PVP, that doesn't matter in the grand scheme of things. -
AFAIK the stories require you to already be an incarnate (e.g. Alpha Unlocked) to get them.

Let me repeat that: They can fix all the account issues individually, and do so when the individual petitions. The extension of that is they can fix everything by automation. That's not to say it'd be easy, but yes. They can do it. They have not. Almost six months later. -

The first few scenes focusing on Statesman's death made me really want a SSA trailer/overview. It hit me harder than I expected. Still kinda teary.
