In order to move a character, the target server must have an open slot to place the character.
You can use your global slots on Virtue.

Apparently, yes. When I sent in a support ticket about it, I was told that it was working as intended.
Of course, the GM told me that I have to buy a slot on the destination server, and that there was no way for me to move the slot along with the character, neither of which was what I was asking about. We went back and forth several times before I concluded that the GM was useless, and it was less of a headache to just use one of the extra slots I had to unlock the character twice - once on each server.
Since that doesn't seem to be an option for you, here's an alternate one: Next month, don't pay on your main account, and subscribe the second. If the second hasn't been VIP within the last 90 days, you can send yourself a referral code and use it on the second account. That account will get a bonus 500 points when it subscribes, and the referring account (your main one) will get a free month of game time. You'll spend the same amount of money, be able to move the character, and get some bonus points.

What the OP is saying is that you can't move a locked character. Period. At all.
You have to first unlock the character (using a global slot if you have no server slots on that server), then unlock a slot on the destination server if you don't have one already there.
It's stupid, but non-VIPs need to spend two server slots to move a character.

Sorry for any confusion. Yes it is the fact that a premium needs to use two character slots to move one character that I was bemoaning.
Fortunately the solution from Roderick works so I have a 2nd VIP account with some extra points, which will keep me in invention licenses for a few extra months and an extra 30 days free on my VIP account.
So I have a VIP account and a Premium account.
On my Premium account I have 2 server transfer tokens, all of my server slots have been used and I have 3 Global slots.
I have a character on Virtue that is locked and have no server slots to spend, apparently he can't be transferred without me unlocking a slot on the server that I don't want to play on without me wasting a global slot on a server i don't intend to use again. Is this working as intended?
