    That's a /wp brute, or even WP tank. Giving /regen more regen does so very little for the build. It wants recharge for the clicks, which in part gives regen with health. Outside of that, it wants def because it's basically naked to any damage type so you are always getting hit and getting hit for near the full amount.

    It's why we are given up to three builds. I have a leveling build and I'm working on a IOed out one since I hit 50. There is the Incarnate version waiting there as well as soon as I do enough of the trials for it to matter.
  3. Kat/elec. Kat has solid enough ST damage and DA does wonders for a resist set.

  5. 40-1 in terms of fresh versus rotten. Average grade is 8. It's got a 77 on metacritic so I figure it's more of an 8 versus a 9. Still, I'm just happy it's suppose to be good.

    Electric isn't considered a strong defensive set by many.
    Regen matters less when you are actively using Siphon Life. Elec likely comes out best in end game content these days.

    Depending on diff setting for the missions and rested exp, yes. I pick certain builds to get to 50 and then make sure I do the WTF with them if they can. I fully expect my Ill/rad to go from 48.9 to 50 when I do the Sutter TF with him this week.

    PS can seem awesome at first glance, but spending 2 seconds of animation for 20 seconds of buff - and a buff that builds up rather than always on - isn't all that impressive.     Merits can alter the cost a ton, but in my head a 500 mill build is rather cheap. My Kat/sr cost about 600-700 mil for 6 IOs alone. Again, merits can alter that price a lot.

    Somewhere in there you'll want end reduc even if it comes via the alpha slot, or somewhere else. /storm is end heavy anyway. Plant certainly doesn't help. CC has an end cost of 26.

    Let's say you are a Elec tank. This means you get Energize. You currently have it four slotted. At 22 you could add in 2 recharge and 2 heal common IOs. This would give you 64% recharge and heal. You could however take heal/recharges from four sets even though they give just 20% of each aspect per IO.

    Factoring in ED...

    E = Total Enhancement %. In this case 20% X 4 due to the four IOs.

    70 + (0.9 × (E - 70))
    70 + (0.9 × (80 - 70))
    70 + (0.9 × (10))
    70 + 9
    79%

    In other words, instead of getting 64% heal and recharge, you are now getting 79% heal and recharge from the same amount of slots.

    Early on, /regen is rather awesome compared to other sets. WP has the issue that it has no real "oh crap" button, but it gets into less of those situations. As you level and IOs become a factor other sets catch up to /regen. Best feeling ever on a low level character was Claws/regen at 18.

  20. Better resist, and the heal is solid. +recharge for faster attacks. A damage aura for higher damage output. A PBAoE end drain for more mitigation and endless SMASH. The tier 9 is solid as well. The real downside of it for brutes is that Energize comes in at 28.

    AT Comparison

    A D3 will have the hardest time taking on AVs, but with Incarnates, that might be a non-issue. A Rad/sonic will be easier for AVs than a Dark/sonic, but both will be really good for anything else. I don't have a Dark/sonic, but my Rad/sonic duoed a number of AVs while leveling. Ill/rad is likely the best all-round blue side build, so no team should be dumb enough to not want one. From a pure min/max point of view, I would go Rad/sonic, or Ill/rad, but the other two options are good enough to be more than happy with. If somebody wants something dead, I grab my Rad/sonic. If I want something dead, I use my Ill/rad.

    I pretty much have to invent ways of making a bad PuG on Freedom. About the worst I can come up with is only setting the diff at +1 post level 22. The last team that really stuck out as being bad was on Victory. Leader was a 6 month player who assumed he and the rest of the team knew everything and didn't really have to lead. It has been a long time since I wanted to quit a TF when at the AV stage of it.

    The blaster will do more damage. The defender will be more survivable in the context that they have debuffs. If I want a survivable DP character, I go Traps over TA.
