Are only level 50's allows to do the Tin Mage or Apex TF? If not, I can see a wonderfully awesome Power Leveling opportunity for those people 45-50. I'm surprised it was not made Incarnate only.

I run the Attack Vitals Combo on my DB/EA brute. ST for the boss, and Sweeping Strike + Vitals DoT for minnions. I also have 1k Cuts for some more AoE when I need it. And Blinding Feint when I am chaining Attack Vitals. DB doesn't like to chain combos for some reason. So you can either wait a second after using Attack Vitals, to use Ablating Strike, or use Blinding Feint. I also picked up taunt since I have no taunt aura.

You want to soft-cap typed damage, not melee.
Slot Energy Drain for heal, and a little end mod. It will fully refill your endurance, unslotted, if you hit 4 people. I like 4 Numina's and 2 Efficacy Adapters.
You want as much extra HP as you can get. So forgo the defense common IO and pop in a LotG Def/End. Definitely drop Energy Torrent, if you are not going to slot it with anything. You have Super Speed picked before Hasten (fine if you are a vet long enough to have the City Traveler badge). I like Aid Self for when I'm tanking AVs. Energy Drain won't help with that.

Code:Its very similar to my DB/EA brute's build, which has tanked all the high end TFs (STF, ITF, LGTF, Tin Mage, Apex), with no sweat. You definitely want 50-55% smashing/lethal defense, because you only have 50% DDR. The Negative Defense is not soft-capped, and I would definitely like it to be, but it is fine at the moment. I almost exclusively slot the yellow sets while I am leveling. They are cheap, effective, and the salvage is cheap to boot (except recently when the uncommon salvage has been selling for 500k).

Don't try to get set bonuses, most cheap sets are cheap because the bonuses are crap. Just slot your powers, so that you don't need to slot again in 4 levels. Once they are slotted, you can keep the enhancements in until 50. -
The Eyes have something like 100% to hit base. So pure defense like SR SUX! ;o I would have to say /Elec or /Regen because of the heals. However, there are also -resist debuffs thrown, so high recharge would be helpful. I have found most of Rularuu very easy to mez, so maybe /Dark built for recharge and HP, using OG?

Delete them.
I was cleaning out our base enhancements, and we had about 50 level 10 hold IOs.... as well as lots of other crappy level 10 IOs to boot... easier to delete em. -
I would say I prefer Smashing over Lethal. Purely preference though. Too often have I sat there wailing on robots with my sword, when a tank comes and one shots it with Hay-maker =(

This one might work a little better for you. Soft cap is more important than acc bonuses, or whatever else you were tying to attain.

You say this builds, but there are two in the guide. Which build? The cheap or expensive? Do you feel that the tool powers, Smoke Bomb, Blinding Powder, Caltrops are helpful?
These questions must be answered before proper help can be given. -

It's got enough ST to solo an AV, and enough AoE to clear mobs fast. -
Aren't PvP IO's the same as Purple IOs? The bonus is retained, no matter how low you go?

I would go that way too, Shred.
Too often have I not used IH when I should have, or clicked it and then get spiked. I would rather it last shorter, recharge faster. Or just be there all the time. To be honest, I have stopped taking it on my regens (2), because most of my deaths are "whoah look at those pretty numbers -> dead". I would rather click a purple, hit MoG, Recon, or DP.
Another thing that bugs meh is that I hit DP and then die, with no heal... but now DP is gone =( that usually makes me cry, swear, or both.
Edit for clarification:
I would either like it as a toggle with less regen attached or faster recharge, less duration, higher regen. Because right now, I just don't see a reason to use it often. (same with resilience kinda, would be nice if they added some sort of debuff prot, either slow, regen... something) -
SR can be just fine with endurance, especially if you get Physical Perfection.

Pure survivability, I would have to say SR with Aid Self. But sometimes you want other things besides pure survivability.

Pretty much any set will allow you to 'use attacks in a fast paced way' if by that you mean, always have an attack available, especially when you get into higher levels.
/Elec offers more resistance than Regen, SR and WP. It offers a heal that SR does not get. It offers a damage aura that none of them get. It's a fair set. I personally have never made a high level /Elec scrapper, mainly because I can never choose between S/L Defense, HP or Recharge as my bonus of choice. -
I have always done 1 acc, 1 end red, 1 rech, 3 dam. (3 SOs will push you into ED, but 2 will put you WAY under ED)

How many things in the game have phase as a power? I can only think of Diabolique and the psuedo phase by the Fake Nems.

I wouldn't mind if they nerfed IH slightly. Let's say to 800% regen instead of 1000%. But I think any more nerfed-ness and it would look like a skippable power again. (to me anyhow, or it could replace fast healing, then people would call for fast healing to be changed in some way).

That's pretty much it. While there aren't a lot of AoE attacks that mobs throw at you, some can be very devastating. Ghost Widdow's Soul Storm comes to mind.
Also, getting your AoE defense to 45%+ is just another way to maintain self sufficiency. I would rather have it and not need it, than not have it and need it. -
You might be sorely disappointed.
Energy Melee is VERY single target oriented, whereas Energy Aura does better with large mobs. I currently am running a Dual Blades/Energy Aura, who for thematic reasons is a ghost pirate who was poisoned at sea. That explains his psi, toxic, and negative holes. To be honest, I have only just gotten him to 42 and he has been a blast to play. The DB portion gives me good AoE as well as ST. [Kinetic Dampener] temporary power has been a very helpful tool while leveling.
The one thing that I believe Energy Aura could use to make it a moderately OK power set to a great power set is enhanceable DDR. That alone would bring it up to speed with other sets like Invuln and WP. Might not make it as sturdy as SR or SD, but it would be a step in the right direction, and would not take any major changes to the set that others tend to suggest.
