Best rularuu survivor? all around survivor?

Defensive sets with defense debuff resistance like Shield Defense and Super Reflexes can handle all damage types equally well, and can ignore defense debuffs when set up properly. Otherwise, go for a regeneration set like Regeneration or Willpower.
The Eyes have something like 100% to hit base. So pure defense like SR SUX! ;o I would have to say /Elec or /Regen because of the heals. However, there are also -resist debuffs thrown, so high recharge would be helpful. I have found most of Rularuu very easy to mez, so maybe /Dark built for recharge and HP, using OG?
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
I have not gotten my willpower up high enough yet to get out there but my kat/regen LOVES fighting Rularuu.
I would recommend that one.

I've done a no temps no insps lap of the Storm Palace with both my Katana/Regen and my Dark Melee/Super Reflexes. But that doesn't include eyeballs. Those are the only two I've tried it with, so I'm sure other combinations can handle it as well.

My BS/Regen fights them at +1-2/x4 without needing any click powers to beat most spawns. I therefore estimate that BrandX is right and /willpower is probably the top set to handle them.
/regen is good also if you have the reflexes (which I don't, I really wish I could magically transform my /regen into a /WP).

So I'm sure anyone who puts real effort into the build can make them so, however. With /WP I just find the layered defenses really help.
And with all that said, I've gone +4/8 and not died, then faceplanted on +0/8, teaming with a full team and died. That's always funny

Kat/Wp would probally be best for that situation.

My next scrapper will be kat/ and i'm wondering wich secondary would be better for fighting rularuu? They have all kind of damage type, buffs and debuffs, so it's hard to figure. =p
What about in general, the best secondary to survive vs any kind of enemies?
I'm still interested in doing good damage though. So not sacrifying everything for survivability. And if possible, not having to use DA too much or at all, since it would hurt the DPS.
