One third of 20% is ~6.67%.
16.875 * 0.0667 = 1.13%
If you're already ED capped on powers, the remaining ~13.33% affected by ED gives you a 2% enhancement to powers.
16.875 * 0.02 = 0.34%
I can find a better use for an alpha slot on DM/SD than an additional 1.5% defense and 33% accuracy, especially if I'm already softcapped along with a 95% tohit rate against +4s. It's really only useful if you're severely underslotted in defense powers somehow or build around the alpha by moving slots around, which I'm guessing the OP wouldn't want to do if he's already using three different alphas (not to mention you can probably do the same thing more efficiently with cardiac and/or spiritual).
As a side note, your widow must be seriously weird if you get 8% def from the alpha slot, seeing as, even in the "best" case scenario for your case (unslotted powers), the alpha would give a 20% boost, which means to get +8% def from it alone you'd have to have 40% base defense, with just the unslotted powers.
... Needless to say, you need to pick every widow defense power + CJ + Weave + Maneuvers + Hover to reach these values, and not slot any of these powers beyond their base slot to get such a boost from the uncommon alpha. -

sounds like a good idea for a def based toon to me, more accuracy and more def is always nice. -
wait, your a shield def scrapper and not sure about nerve boost?. The radial boost gives you a global def buff for your def based toon. I did this on a widow of mine and it gave me a total of 8% more def to my def based powers. I do not think that is a waste at all.

quick advice to those that are new(ish), roll lolstalker or blaster and carry oranges......j/k...good stuff either way. -
i ran a lol em/sr brute in freedom rv for a while, name was deucelon. he has crazy def, even with the DR hit, and he would still get rocked by mostly everything with a good player behind it. he was fun at times, but def not worth the cash i dropped on him, i ended up strippn him of all worthy IOs (like 5 or 6 respecs) and benchn him. hopefully the OP will take all of this experience/knowledge and just build his spine/regen up or reroll sumthn else.

after looking at the first build some1 posted for you, ididnt even bother lookn at the rest. i have pvpd with an elec/fa before and do know a lil about it. i wouldnt go fire mastery fot epic and heres one reason why. 1. to run an effective /fa you have to run a tight build, most will run speed,fitness,leaping,concealment...some others may not take leaping and sub in fighting. me personally i went hasten,super speed, hurdle,health,stamina,combat jumping,super jump,stealth,invis,phase shift. you DO NOT have to take acro. you can slot it up easily for kb prot and be fine. around 41% will do. slot for +rech and HPs, accolades are nice too. for an epic id go weapon mastery for webnades/trgtn drone and trops if you can fit them in. or even body mastery for FA, PP and maybe CP. fire epic is pretty endo hvy, but can be useful too. hope this helps some

i didnt take artic fog b/c of the interf with stealth. yes it is curerent times, like i said "might" be 8 seconds..id have to go check to be certain, i know i never had endo issues tho. but i am def gonna go check to see what my downtime on HL is now.

if you have alrdy invested the time into lvln the sonic/cold up then i would just stick to it. where is it you think your lacking in? no self heal? get aid self. /cold corrs can be ran staminaless very easily. they are not the easiest to 1 v 1 with, but you can do exceptionally well. i used to roll a lol elec/cold corr for 1 v 1, had ss/sj/phase and aidself, took conserve power from epic. im sure alot of other players will just tell you to roll sumthn else, but im a firm believer in stickn to what i invested time into. keep your sonic/cold, invest about 500-600M into it,and have fun with it.
note: when i used to run mine, i had it to where heatloss only had like 8 seconds downtime, something like that. CP for was if i lost a match and HL wasnt up yet. -
i run a lol em/sr brute in pvp, i have a crap ton invested, but the end state is decent. even with DR i have around 43%def to range and 41% to melee, pop veng if you can and youll go up a little bit higher than cap or just below it. but as another had said, any good blaster with bu/aim and good bonuses will hit most of the time. me persoanlly i enjoy /sr's still. they can be very useful. so i wouldnt reroll just yet, give it a shot, then if your not pleased reroll to w/e and start all over

i run a staminaless cold/ice def, and i also have an elec/cold corr, so i know the 2 fairly well. but for your def, you can run staminaless easily, doin this will allow you to have ss/sj/phase/aid self. for your epic id go with power mastery for CP/PBU and TF. youll be awesome at sappn endo, but don think your goin to do any great damage.

This is pretty close to what i run on my Mind/Nrg, my ubtent was to go for dmg bonuses and HP bonuses and keeping it fairly inexpensive. i know some will say "dont go with PFF", but in my personal experience i like it alot better than Hib on doms. as a matter of fact i will be respecn my other 2 doms sometime this week into PFF/Med Pool.
