All VIPs get access to HEAT/VEAT, even as their first character ever on their first day ever. If they drop down to preemie, they have to buy the unlocks to continue playing.
New freebies/preemies have to buy the HEAT/VEAT before they can create one.
Old subscribers that unlocked HEAT/VEAT before Freedom (via the original lv50 or the "newer" lv20) are grandfathered in, and keep the unlocks even if they're preemie and never bought the unlock.
There is no longer a level unlock for HEAT/VEAT at all. -
A few days, and now it's the weekend so they don't (have to) check their PMs (but sometimes still do).

Elec Control's immobs do mag 100 -KB and a bazillion % resist KB. Only Grav's immobs don't do -KB.

I bought five of the scrapper set for less than 50m each (three of them for MUCH less each). Considering how popular scrappers are, and how awesome the scrapper set is, I was really impressed. I left my bids up overnight and all of them filled.

Free-to-VIP sets have always been included with an issue release. Every set published between issues has been everyone-pays. These three sets haven't been announced to be tied with any issue (yet).
Additionally, free-to-VIP sets are marked in Paragon Market as VIP content, and do not require purchase before using them. None of these are marked VIP content, and all of them require "purchase" (for 0pp on test) before using them. -
It has issues with runaway memory use and also runaway bandwidth use if you don't go digging.

No, the second part specifically says "remove the KD and add another chance at KB" (paraphrase). Which is what I confirmed.

I already have 14 characters on Virtue. I also have around 90 more characters spread across every single other server except the formerly-EU servers (well, Union and Defiant have one unused character each).
There's no way for me to move to Virtue exclusively. There's no reason for me to do so, either. -

Overwhelming Force's 2 and 3 piece bonuses are actually really nice (12% +regen, 3% +damage). I'm certainly going to be trying to fit three in whenever I'll be using the proc instead of just the proc. -
It doesn't do anything with repel.
Propel should certainly be reduced to knockdown, though. -
1. They are currently bugged and are not properly attuning. They drop at the level of the character claiming them (and thus can be slotted down to -3 of that level), and stay there, even when sent to lower characters.

On the contrary, while it may be common to build for defense and/or recharge, it's not always the case. We'll just have to agree to disagree.

Actually, very often not. Damage, regen, and recovery are often 2-4 slots, and defense is anywhere from 3-6 slots (for some reason my brain thinks there may be a couple 2-slot defenses? but I don't recall)

Close the game. Open the launcher. Select City. Don't open City. Click the "download" link on the bottom left.
The launcher uses Akamai peer-networking to download stuff. The backgrounder does not. The backgrounder gets stuck and is stupid. Don't use it. lol -
Second part.
If you slot it into a power that doesn't do knockback/up/down, it will give that power a 20% chance to do knockdown.
If you slot it into a power that does knockback/up/down, it will give that power a (separate) 20% chance to do knockdown, and reduce any knock already in the power by 99%. -
You don't need to be VIP to use inventions. You need to:
a) Be VIP, or
b) buy a license from the market for 160pp per month, or
c) own 27 reward tokens. -

It reduces a power's knockback strength by 99%, which effectively means "always be knockdown". It also reduces knockup by 99%, which means the dude won't fly very high up when knocked.
