What Else Gives +ToHit?

  • By now, you should know that Kismet:Acc IO (Defense IO Set) is a Proc120 +6% ToHit. It is always 'on' in a running Toggle or an Auto Power regardless of the IO's level.
  • Other IO Procs:
    • Decimation (Ranged Damage set IO): 5% chance for Buildup which is +100% Damage and +15% ToHit for 10 seconds
    • Gaussian's SFC (ToHit Buff set IO): 5% chance for Buildup which is +100% Damage and +15% ToHit for 10 seconds
    • Analyze Weakness (Accurate Defense Debuff set IO): 10% chance for +[200 Melee_Buff_ToHit%] ToHit for 10 seconds
    • Siphon Insight (Accurate ToHit Debuff set IO): 10% chance for +[200 Melee_Buff_ToHit%] ToHit for 10 seconds
  • You should also know the Alpha Slot powers that can boost the ToHit of Tactics or other powers that have +ToHit: Resilient; and Spiritual.
  • And what buffing Lore pets give you +ToHit (Superior Radial, the right side of the tree) for 5 minutes up and 5 minutes down for recharge:
  • And what powers in your Primary or Secondary give +ToHit; also if there are gimmicks, e.g., using a special combo that grants +ToHit
  • And if you're taking Tactics, might as well take Vengeance for at least +25% ToHit unenhanced depending on AT. Just ask your teammates nicely to die for you.
  • Buff Boosters. These powers buff existing ToHit multiplicatively, not additively, like most +ToHit powers do. So if you already have, for example, 15% ToHit and then activate a booster power of 20%, then that is not a total of 35% (15+20), but rather a new total of 18% (15 + [15*.20]).
    • Power Boost: Depending on AT or Power Pool, about 1.8xToHit to 2.8xToHit



And Temp Powers:
  • Offense Amplifier (Paragon Market): +10% ToHit (+15 Dam/+15% Recharge, for 1, 4, or 8 hours)
  • Hydra Chemical Accuracy Enhancer (Death From Below): +12% ToHit (1 week, only for sub-22 toons)
  • Shivan Exposure Accuracy Enhancer (Drowning in Blood): +9% ToHit (1 week, only for sub-30 toons)
  • IR Goggles: Siren's Call Hero Side or Mayhem/Safeguard Weapon Side Mission: +5% ToHit (for Blasters {using the Melee Buff Table}, 30 Minutes)
  • Accolade Power Force of Nature/Geas of the Kind Ones: +25% ToHit for 60 seconds (recharge 25 minutes affected by Global Recharge, also: +800% Recovery for 60s; +100% Str(RechargeTime) for 60s; -10% Defense for 60s)
  • Day Job: DUST Ranger (First Ward DUST Facility): +.75% ToHit (Ranger level) +1.275% ToHit (Elite Ranger level) for a max of 2 hours
  • Call to Justice Hero Alignment power +10% ToHit for 30 seconds. 6 minutes recharge.
  • And of course, 'yellow' Inspirations. Dual and Team inspirations last for 5 minutes.


What does (surprisingly) *not* give +ToHit:
  • Base Empowerment buffs
  • Veteran Buff Pet
  • "Support" Signature Summons power (Manticore and Ghost Widow)
  • Vanguard Accolade -- unlike Power Boost, only boosts mezzes

Only 2 alphas give To hit Buffs. Spiritual and Resiliant boost To hit Buffs.

Intuition and Musculature boost To hit DEBuffs.

Thanks for the catch. The Wiki is using the ToHit Buff Icon instead of the Debuff Icon on their page (though the mouse-over identifies it correctly).


And I don't suppose this is one of those cases where Buff and Debuff act the same since they're modifiers of the same attribute only one positive and one negative?

I confess I've only given a cursory glance at this snipe change. It's for everyone not just Blasters right? If so, defs and corrs have epic/patron powers that grant +ToHit as well, not the least of which is Focused Accuracy, a toggle. Then there's Soul Drain and Power Buildup, which are on long-ish timers.


Global = Hedgefund (or some derivation thereof)

It's for all snipe powers regardless of AT (except the APP:Long Range Missiles).

Defs and Corruptors can easily reach the magic number perma with 3-4 slotted Tactics and Kismet.

Only certain Blasters can perma it, most notably, Devices. Most blasters will need extra help from what's listed in the OP.

It's a good thing my new thermal/sonic is leveling up nicely, Forge is now tagged to all blasters all the time.

Oh, did I mention the build also has tactics? Slotted? A LOT?

For Scrappers that want to get in on the action,

-Follow Up grants 10% ToHit that stacks.
-Blinding Feint adds 10% ToHit and stacks. Empower combo adds 3.3% ontop of that.
-Of course, Soul Drain.
-Staff Fighting, with 3 stacks of Perfection of Soul allows Sky Splitter to grant 12.5% ToHit (unslottable) for 10 seconds (at least a better uptime than BU)
-Invulnerability grants 2% ToHit...is it per target? So with 10 foes, that's 20% and it's slottable for ToHit I believe.
-Resurgence is a 21% ToHit buff for 90sec but -21% ToHit afterwards for 45sec

For Stalkers,

-Well, Build up of course.
-Dual Blades' empower combo comes with 20% ToHit buff for 20sec
-Resurgence again

Besides them, there's also the Siphon Insight chance for +ToHit for 10sec proc for ToHit debuff powers. There's also the chance for BU procs for ToHit buff powers, ranged powers and not sure if the pet set BU proc is only for pets or for the user...

Yes, it is per target, and yes, it is enhanceable. I have been slotting three cytoskeletons in Invincibility for years now, and it is every bit as awesome as you think it is.

And yes, that makes it over 3 percent per baddie in range.

And yes, I have an old dm/inv scrapper (a sterling combo) that has been staring at Moonbeam and suddenly is not nearly as jealous of Gloom as she has been for years.

This DOES effect pool powers too, right? (ponders)

This has me wondering, if they proliferate Invulnerability to Stalkers, will they just give them a passive or add-on ToHit buff that doesn't require targets like they did for Energy Aura's Entropy Aura or perhaps leave the effect out like they did with Willpower's -ToHit aura.

Actually the icon is correct it's just that the icon used in game for the To Hit buff and the debuff icons are the same symbol just in a slightly different color. It's actually rather silly when you think about it.

They used to work that way for Hamidon Enhancements but that got fixed a while back.

I haven't really considered the weapon-set buffs (FU in Claws, or FT in DB) because of redraw ... i hate redraw ...

Yes, Hawk has mentioned that this is aimed at all interruptible ranged snipe powers with the exception of LRM Rocket from Munitions Mastery. That said, Moonbeam and the other snipes are still pretty pricey...they recharge in over 20sec if I'm not mistaken.

Unfortunately Focused Accuracy from Body Mastery and Targeting Drone from Weapons Mastery are exempt from this list because it requires taking a certain pool that locks Stalkers/Scrappers out of their only source of a snipe. If they take Body or Weapons, they can't take Mu, Soul or Mace Mastery so no snipe.

PS: Anyone know the numbers on Siphon Insight chance for +ToHit? The wiki says the buff lasts for 10sec but from personal experience, I think it only lasts 5 sec. And I can't remember how much ToHit it gave.

Needless to say, it'd be interesting popping Blinding Powder with Siphon Insight + Tactics then snipe a foo from hide (Blinding Powder doesn't break hide).

Dual Blades on Stalker is also an interesting prospect. In-combat Empower combo = BU > AS > Placate then you got + ToHit for 20sec. Empower + Kismet gets you over 22% giving you the chance to get off 2 fast-snipes (if you slot the snipe for recharge).

...but needless to say, this can all change. Hawk mentioned the conditions for non-ranged_set snipes may change so the ones in pools and assault sets may have different or higher conditions.

Vengeance gives 3.5 times the to-hit buff of Tactics; so more than 22% regardless of slotting or the AT using it.
