Main computer was having hardware failure but managed to get everything copied over. Problem is that while I can play the game on the other rig, the Launcher doesn't know where my Test install is and I have no clue how to get it to detect it.

In City of Heroes/City of Villains, your origin has little affect on your character. All it really does is determine your origin temp power, what enhancements you can slot, who your starting contact is (if you're a hero), and slightly weigh which contacts the game is more likely to point you towards for story reasons. What would be far more useful is to know your primary and secondary powersets. You've mentioned that your primary is Dual Blades. Is your secondary Dark Armor, Electric Armor, Energy Aura, Ninjitsu, Regeneration, Super Reflexes, or Willpower? This will give people a better idea on how to help you.
Plus, there's other things here and there. It seems you're new so it might be better to learn concepts and tactics versus learning specific slotting complexities. You should definitely look at www.paragonwiki.com for a lot of info on the game. -
My disagreement is the "when it gets modded" because if you look at the system it's much more of an "if it gets modded" that hasn't been acted on for the past few months.

Not sure if I'm more disappointed in you for bumping it or with the community team for deciding the thread needed to be deleted as opposed to simply locking it. Regardless, glad the conversation in this thread has been mostly civil. -

I took one of the arrow attacks on my Ninja/Storm but it's only used for pulling. Really wish I could slot the origin temp for range or if there was a non PvP set bonus for a global range buff.

Since Strength of Will is a tier 9, the AI won't use it until near dead. The click power oddity has been reported for a while and there's no clue what's causing that.
For the AV, I'd argue that you should only worry about making them decent while concentrating on making the spawn around it strong. Giving him his own unique spawn that's buff/debuff heavy can really shake things up. -

Little known fact about AE terminals is that they're pretty much all connected. You can start an arc in Mercy, complete a mission, then complete the next one in Port Oakes. I once planned to take full advantage of this in a big convoluted project.
For a while I was in the PVPEC for my server. Most events are general mini tournaments, lowbie runs, first to launch the Warburg rocket and other stuff that requires attention but is otherwise low maintenance. For Valentines day I planned to have a massive combined PvE + PvP event using AE, some scavenger hunt type setups, and zone PvP. It was a cheesy love story between an Arachnos operative and Kheldian employed by Hero Corps that was to actually have both hero and villain versions of the story and supposedly have the two teams encounter each other in a PvP zone. I think midway it was Siren's Call and the finale was in Bloody Bay. Since part of the story involved looking for a cure of a deadly illness one of the two of them had, I scouted out individual origin stores and bought appropriately named base salvage to be used for trading with individuals RPing for parts of the storyline.
Oh boy. This would have required a head spinning amount of coordination to get going and would have required a number of participants outside of the actual teams going through it. I also started my planning and organization a little late so completing everything would have put it after Valentines. Plus, the PvP portion would have garnered far more attention than the AE portion (PvP events get decent participation most of the time while the general sentiment is usually lolAE). Something far more sane was run as the actual February PvP event and I eventually deleted the arc from my hard drive.
Or so I thought.
The funny thing about making semi regular backups of your AE material is that it sometimes rescues some stuff from the grave. I apparantly have part of The Squid and the Spider: Blue Version saved but I haven't bothered to look at it. I don't think I ever finished writing it anyways. -

I'd love to get [Mind Scream] since a toggle Judgement would be rather unique. However, the devs would need to tone down the radius for players...

I'm curious about this and may try to test it at some point. Theft of Essence: Chance for +Endurance in Dark Armor's Dark Regeneration doesn't affect the enemy so it's worth exploring.

I'd suggest tossing in some rad toggles. Reason is that it's an autohit debuff that's AOE and penalizes keeping close and huddling together like most teams do. Pending on your mindset (and your arc's theme) there's actually some particularly nasty things you can do to a team, especially if they're willing to forgive you on having a few customs that don't give proper rewards.

If it actually works, I could see a Conceal inspiration as actually being useful. If don't want to slot for full PvE invisibility but want to stealth a mission you could just pop one and rush through.

I really wish the devs would finally make a stance on the rampant farm maps. Either their okay and give writers and farmers the proper tools to better separate ourselves or they aren't and should be removed. Granted, the fact that the current filter glitch is still prevalent it almost seems like they have made a stance.

AOE KB has a sizable "nobody can read minds" problem. If you know someone will use KB you can adjust your tactics accordingly. However, you simply don't know. Granted, a little communication goes a long way. I know that there's times when I've requested the tank move closer to the corner so that I'm smacking things into the wall rather than scattering them. I think similar communication issues affect phase powers. It broke but I had a macro to announce when I was using Dimension Shift.

It's interesting that at the time, feedback is how this happened. It was commented in open beta that the makeup options already on the face were messing up the options they were trying to use. The poster requested that it be removed in favor of allowing the players to add their own. It was a respectfully worded request that seemed fine at the time. In addition, there weren't any real complaints about changing it.
I think two things could be done to rememdy this. One would be to add a second face with the original makeup. Another would be to add a new makeup option that mirrors the original makeup. Or both. This was the same beta patch that allow some parts like hair that were baked in to be recolored so it comes down to the concept of adding options. Adding both would give some interesting options since a face with baked in makeup would allow lipstick + a mask while a makeup option would add makeup that's a perfect fit for the face but recolorable. -

Was anything done for it in-game? I remember it being mentioned in a Ustream that this year it actually falls on a Monday. Understandable if not but just curious. -
Something brought up a while ago in an AE thread is that farms vs stories run into an objective vs subjective problem. Farms are only judged based off of whether or not they give good rewards. Stories get judged off of multiple factors that can fluctuate from person to person. Comedy probably gets hit the hardest since people's tastes are so different.
Something else which I think Paragon Studios does need to pay attention to: a lot of story writers are getting burnt out. It's possible that there's a "put your money where your mouth is" problem where they haven't yet quit the game. Though that leads to a catch 22 you see in the entertainment industry. Things go well and devs figure everything is fine as is. People stop buying into the product/service and rather than trying to fix it, it gets pushed to the back burner and ignored since it's supposedly not worth the effort. -
