I've had the debugging tool buttons appear before it was pretty cool looking.

Don't get wirlwind. And if you get a respec drop concealment (penalises too much for what it gives). Best powers to get for scrappers in mission are combat jumping, tough and weave for defense, hasten for recharge and air superiority for knockdown. For travel all of them are good but if you go fly it's worth your while to get afterburner as well.
You can get ranged attacks from app/ppp sets. -
No need to go anywhere just click lfg and sign up (it actually works for this event due to 4 person limit) but don't click 'willing to join event in progress' because there's usually an abandoned instance.

Just to doublecheck completely, are you 35 and villain or rogue?

I think there is a bit of 2) and 3) going on. Builds aren't as critical to performance as they once were.

Regen was nerfed to hell a long time ago and never really recovered, the devs just made a replacement set in willpower so spines/will would be great but the aoe king is fire/fire for burn patch and 2 buildups (also gives end drain and a heal).

What style do you want? single target, aoe, controls and debuffs, power creep or burst damage...?

In the past I liked to make a base with all telepads and med center. It required adding friends (or 2boxing), badge hunting, earning prestige, crafting and 'town planning'.
I did it 3 times: red side, blue side on Triumph and blue side on Freedom. -
I would really like the devs to bring it up to the same level as HoE and GW and allow the player to raise multiple pets but time limited. I'd be happy with 1 pet per body or "the caster uses the spirits of the departed to open a conduit to the nether world" and call up lots of little pets.

On Shin Breaker I'm seeing it in the combat log but no animations.

All of that said, MA is easier to get to the point where you're two-shotting minions consistently, but to be fair, a Street Justice character who one-shots a minion with CU and then three shots a second minion with builders has used the same number of attacks as the MA Scrapper who uses two attacks on each. This category is a very very slight edge to MA. -
I only take issue with 1 part of your post:

Normally in a melee set I choose 5 powers, 2 minor attacks, 1 heavy hitter, a pbaoe and the buildup. With this set I had to choose 3 minor attacks in order to get the combo points up quick enough. You still have the option of starting with the minor attacks or using the buildup.
I'm not going to cry if people prefer ma though, op please let us know what you went with. -

I admit that you do need to put 3 combo builders and cr in your build and have cr on standby for misses or long battles but these are just minor drawbacks, it's not as bad as you make out. -
I am using StJ/Wil on my current main and I love it. Yes ma would be better for burst damage but I don't think either one is generally better than the other overall.

I've been playing since just after cov launched and I've done the patron arcs and even been back and forth with a couple of heroes. I'm ok with the devs relaxing the requirements, the game has moved on.
