Not that I mind this change at all but I have to wonder if it was really a problem worth solving.

Heh. I've always had a habit of turning off all my characters' toggles before I log out anyway.
Not sure why I started doing it, but I suspect at one time it was because it felt like "powering down" after a hard day of crime or crime-fighting.

I for one vigorously applaud this small upgrade to my game experience.

Nice! Looks like this patch is turning out pretty good. It's nice to not have to to redo my toggles every time I log on.
I think it is wonderful. Now if they can finally get to the toggle suppression on khelds fixed things will be all better.
The development team and this community deserved better than this from NC Soft. Best wishes on your search.
Well this will save all my DA characters some time.
Sweet.

Not so much a complaint as wonderment about what suddenly made them "fix" this. I'm genuinely curious.

Zortel's explanation is another valid one: a Dev might have been looking around at the power toggling code and realized that the toggle-off timer (which may have served a valid purpose in the past) could now be removed without adverse effects.
Another explanation is that the Devs probably maintain a list of "suggested QoL improvements" and this idea just happened to be on it. Maybe some random Dev reviewed the list a few weeks ago and realized that implementing this change wouldn't be all that difficult.
Of course the explaination in this particular case could be some combination of these or something completely different. In an ongoing development and maintenance environment like this one these kinds of things always just find a way of sneaking in. For all we know this particular feature was a pet desire of one of the Devs themselves and he/she finally got a few minutes to work on it after months or years of doing other things.

Yeah, my brain is still trying to wrap around how this change is going to feel, hehe.
I'm guessing that toggle pets will be there to greet us as well. I don't even have any characters that uses such a pet, but the idea of the german shepherd being there to greet me when I log in makes me smile, hehe.
Hmmm... it is possible that this may be related to trying to make it so that powers like Walk, Rocket Board, Flying Carpet and all don't leave you with having to put all of your toggles back on... I wonder...

Your toggles are in a state - on or off.
That state is now remembered for an extended period of time after log off - did it remember that at all before?
do cooldowns expire after 15 minutes offline?
This would not be fixed by playing with toggles as such, this is remembering character stayed when logged out. So this could be a db update or something that lets them remember more of such data for longer. Or it could be a general improvement to remembering state for some reason.
Exceedingly random question, since I don't have any MMs... pets also seemed to obey a similar timer. For example, I have logged a a character in shortly after logging them out (I forgot to do something), and found their Lore pets came back.
Does this change cause MM and other zoning pets to come back when you re-log?

I strongly suspect this came out of a meeting on the subject of making it easier for players to enjoy the game, or more cynically removing potential roadblocks to the hooks that get them playing. I find it easy to imagine them deeming however much work this took to be worth the possibility of precluding someone's thoughts about playing leading to thoughts about the fact that they'd have to toggle up, go sell salvage, and other minor details before they could start doing what they really wanted to do and finally deciding not to play after all.
I'm not complaining about this change, but seriously, how long does it really take to turn on your toggles when you enter the game? Seven or eight seconds?
The way some people are embracing this change, you'd think the Devs had fixed an issue that caused your character to always respawn in Atlas Park, Mercy Island, or Nova Praetoria when you logged out.

That's why it's called a Quality of Life change/fix
Is it really needed? No
Is it awesome that I don't have to toggle on 8 or so toggles on some of my toons now? YES!

I might have just noticed but I'm pretty sure it wasn't there last night...
I just logged in a character to run the DA intro to get him in for trials and... all my toggles were just as I had left thema few days ago. I quit to desktop and logged in a character I had run a few trials with last night (around 10 ish hours ago) and all of her toggles were in the state they had been when I logged out.
One of the best QoL tweaks ever (I tend to be toggle heavy)! Thank you dev's and the code-monkeys that do the heavy lifting.
