That could easily mean a number of different things
For example: To someone "Deck out" could mean putting 22s on a mini-van, but to me, it could mean a mini-fridge in a mini-van.
Any restrictions regarding purples, pvp IOs, catalysed/un-catalysed ATOs, etc?
Also, any rp/concept guidelines, like requiring or forbidding any particular travel powers?

UPDATED!!
Now includes 5.5% more S/L Resist and 3% more to everything else from extra slot in resilience and 6th ATO slot (don't forget the 5% extra from Barrier too). I also evened out the defense values more and lowered the recovery slightly, it can be a bit too much depending on how fast you like to spam your powers, DA also now includes damage enhancements.
Pro's:
1. Soft Capped Melee Defense with 1 stack of DA (With the Superior ATO Set, Will add 2.5% more, also +5 the LotG+Rech just to make sure).
2. Perma Hasten. (+5 one of the Recharge IO's in it just to be sure)
3. Attack chain of GDF > Gamb > Soaring > Gamb > GDF, with room to use DA if needed.
4. The -res proc in Gamblers for 20% more damage.
5. A reasonable 29.6% Range Defense and 21.8% AoE. (6% more defense to all perma with Barrier Core Epiphany)
6. Leadership pool to help out teams, Vengeance will take you to soft capped defense to all while its up and can be perma, extremely useful for a Regen I find if the team starts to go down, makes you almost unkillable for 2 minutes, This is more of a personal preference, not everyone likes it.
7. Slots in Flashing Steel ready for Superior ATO Set
8. No end problems at all.
9. 162.5% recharge with Superior ATO Set Slotted.
10. No need for any EPP that would either add more recovery that's not needed or add to more weapon redraw.
11. Power placement useful for all lvls.
12. The HO's could be changed to IO's and have a barely noticeable decrease in stat's if you want to save a bit more money.
Con's:
1. A bit low on Regen but really don't feel it matters much if you don't get hit to begin with and always have your heals to back you up if you do.
Incarnates:
Alpha - Agility Core Paragon (Hard to say which is best, Agility or Spiritual)
Destiny - Barrier Core Epiphany (Because Defense is the most useful to a Regen and the little extra boost it gets from Agility Alpha)
Interface - Reactive Radial Flawless Interface (Still haven't found anything better than it)
Judgement - Void Radial Final Judgement (The -dmg can be useful in tough situations)

Playing CoH with Gestures
I gave it a whirl. Softcaps s/l defense without Divine Avalanche in order to run a higher DPS chain (I think the best chain is Cut>Soaring>Cut>Dragonfly,) but I still kept it in there with decent enhancement values (and for some set muling) in case you find yourself up against enemies with ridiculous tohit (also puts you past the melee softcap.) Good global recharge (hasten 2s from perma) Capped HP, high recovery, ungodly regeneration, great enhancement values. I didn't put too much emphasis on having MOG up since imo you should be plenty survivable without it... I see it as more as an "oh <expletive>" button than a power that should need to be used whenever it's up.
I'm assuming you don't plan to off-tank since you're playing a regen scrapper, so taunt isn't included. The ST on this thing should be beastly. I would rather have used the FOTG -res in Dragonfly since the achilles procs won't stack with themselves, but you said no PVP's. (On that note I'd also rather use Panacea sets than Doctored Wounds, the Gladiator's Armor 3% would have freed up some set muling, and the Shield Wall 3% would have added some needed resistance, but you're the boss Z.)

I buffed up melee defense because, well, getting to the softcap doesn't sacrifice much, and it's certainly useful in many engagements. But given the number of improved-acc and def-debuff baddies out there, defense wasn't the sole focus. Attack chain optimizations are well and good...until you get slowed. Or exemplared. And what about initiating combat, mitigating alphastrikes, and generally cutting a swath of absolute destruction?
So here's the result - Build Up, Spring Attack, and Lotus Drops should wipe out the first group of minions, while the massively boosted regeneration and ready availability of healing + MoG will comfortably weather any retaliation. With the inclusion of Revive (which will grant temporary near-invulnerability come Issue 22), there wasn't any room for epic choices, but I don't think anything's being given up; Incarnate powers should round out the top tier nicely.
Note: I assumed that a redname will have plenty of access to Enhancement Boosters, if this isn't the case...well, I'll just let the numbers speak for themselves.

Oh come now, Zwil, it can't be that hard for a man with your charm and resources to get some PVP IOs. And really, you must know every trick in the game to make bank.
And really, how could you resist this? It's obscene. Just add the purple scrapper ATO set in Soaring Dragon and profit.

Reconstruction up every 15s, Buildup every 25.
Melee def-capped with a single DA, incarnate melee capped with two (easily permable).
Uses both -20% resist procs, and 2 purple procs in the single target attack chain
35% S/L resist with the ATO set slotted, 25% F/C, 16% everything else. Hard capped to all with MOG.
BLEEDS endurance. I mean, it's EVERYWHERE. You will NEVER run out, even against heavy end. drainers (3.13% net recovery/sec plus 3 perf shifter procs for ~0.6 more and the panacea proc for ~.15 more).
76 HP/Sec without Instant Healing. 180 HP/Sec with. Neither value counts the Panacea proc.

You'll probably notice that these higher end builds typically build almost identically, there are only so many ways to make a beautifully crafted katana/regen. It's unfortunate that you don't want Soul Mastery, however (Shadow Meld is a beautiful tool to add to your arsenal).
Anyway, this build is, as earlier, quite similar to Aqua's (my nemesis! rawr), it sports 25%ranged/aoe defenses, and a bit over 45% melee with 1 application of DA.
DA is slotted as an attack (As well as for +Def), and has enough recharge that it and Gambler's Cut can be cycled if you need to really rack up the defense quickly (this is useful when you've been hit by a -def debuff or two. The overstacking helps keeps up with the debuffs if you need it). Hasten isn't technically perma (5% short), as it requires two lvl 50 IOs and 82.5% recharge in sets with t4 spiritual, but it's probably close enough.
It currently sports assault, but that could be switched with Veng just as easily, depends on the person (I would rather have assault).
It can run the optimal attack chain, as Aqua's does - with or without DA mixed in wherever you want it.
Resilience has the extra resistance slotted into it to get s/l res over 30%, Integration is slotted the heaviest for regen (between it, FH, and Health), because it's base is the highest, so you get the most regen per power by slotting it the heaviest. FH is next priority because it also has your resistance to regen debuffs (Now, when this was added I was still in game, and the slotting increased the res%, Mids isn't showing this change, so I'm not sure if that's intentional or not - purely due to my being away, FH still can have those 2 slots either way).
The HOs used are lvl 52s for essentially maximum efficiency, and SJ has the slow resistance unique - an essential for every /regen. Recharge is king.
As far as incarnate powers go:
Alpha: Spiritual Core. There is nothing better than recharge and regen for you.
Lore and Judgement are up to you, but I most commonly see Radial Void for its -dam debuff. Dead is a pretty good debuff though, so it's whatever floats your boat.
Interface: Reactive Radial. The -res stacks very well with your achille's heel proc that will be up ~80% of the time (if I remember right). (You really should consider getting a -res gladiator for GD).
Destiny: Rebirth Radial. Cycle this with your IH for very long uptimes of very high regeneration rates. If you use both at the same time, you can even regen-cap yourself for a bit if you think you need it (or just for teh lulz).
Between your layers of defenses, resistances, hp cap, huge passive regen, and even your heal if attacks still get through, you will be extremely hard to kill.

I would consider the ATO set, but since I've been gone I'm kind of stuck in the past. Depending on the set bonuses, it would probably be swapped out with the oblit 6 set in flashing steel (or lotus drop if the endurance reduction is higher than oblits). I imagine that would change things around a little, but the core of the build is essentially the same.
Note: The damage and tohit numbers are inaccurate with tactics turned on because the Gaussian proc is active. If you want to see either of those numbers accurately remove that IO from tactics, but keep tactics toggled on.

There was a discussion a while ago about top-end katana/regen builds, and this post has the three that were generally considered best. The thread has a lot of good discussions in it.

You said no PvP's, so I took that to strictly mean zero, even if there are better options in the "lesser" (and relatively affordable) PvP sets like Fury of the Gladiator, etc. With that in mind, this is not *exactly* what I would do in your position, but it's close, I think.
It is also likely far from "the best" but hey, we can't all be superstars.
Don't forget to turn on Incarnates for Agility, Degenerative, and Ageless. Alternatively, take Rebirth for added +Regen, but at the cost of less uptime on IH/MoG, and also putting you a hair short of perma-hasten. (4.4s, to be exact)
Quick rundown:
46.4% Melee Defense with a single DA.
60 HP/s passive Regen, 151 HP/s with IH up.
32% S/L Resistance
2,306 HP - Freedoom Phalanx accolade will put you at the cap. Rednames get the accolades for free, right? >.>
MoG every 59 seconds, IH every 152.
Golden Dragonfly hits for 390 every 2.8 seconds. Not sure how that factors into "the best" attack chain, but it's gotta come in handy, right?
And more endurance than you'll ever need, of course

I made no attempt to build for perma-Hasten or perma-IH, because I hate the rest of the compromises you have to make to get there. Instead, I built to Regen's natural strength, by building for every possible +MaxHP set bonus. This gives hard-capped hit points when Dull Pain is up and +644 hit points when it's not -- a 48% hit point buff that is also a 48% regen buff on top of the rest of the regen buffs in the set, because how many hit points per second regen returns is based on your current max HP.
That gives a base regeneration of 57 hp/sec, 69 hp/sec with DP, 172 hp/sec with DP+IH. But, because I skipped a lot of +rech to get this build, DP is only up 120/164, and IH only 90/297. You pick your preferred compromises in CoH.
You didn't specify a travel power, so I skipped one; go buy a jetpack in Firebase Zulu or Grandville. What I did do was stick a Celerity +stealth proc into Sprint and took Stealth, so you can stealth to objectives while grinding repeatables for incarnate rewards in Dark Astoria. If you don't want to do that, you can replace Stealth with the travel power of your choosing. Or you can take out Assault and Tactics, which I stuck in there because Regen is inherently weak against debuffs and for the extra resistance to the odder forms of mez; I try to fit them into every build. But if you give up Tactics, that'll cost you one of the +MaxHP set bonuses I fit in.
I picked Soul Mastery for the APP/PPP, mostly for Shadow Meld, 30% def(all) for 15 seconds on a 41 second recharge, often enough to buy you time for regen to catch up with unlucky breaks and rough alpha strikes, up a lot more often than MoG. But Soul Mastery also gives Soul Storm, which will really help with all the Tsoo sorcs and BanPan shamans in DA, and a Blood Widow pet to draw some of the aggro off of you (and lend a tiny sliver of DPS) when soloing. And, hey, having Dark Blast at 35 meant not having to take the taunt (or depend on vet powers) as a pulling tool.
Note that the recharge times above assume the Spiritual Partial Core Revamp alpha incarnate ability; they'll be a little longer until you slot that. After the alpha slot, I'd go Void as the melee-optimal judgment (and because, as a mildly squishy regen, AoE damage debuff is your friend), and after that, it's a matter of taste.
So I figured I should help you out, cuz like, that's what coworkers do, right? So I made you this build, I really think it speaks for itself:

Alright, so I'm ready to fully deck out my Kat/Reg Scrapper. I've decided that this is going to be my Dark Astoria character, and I want it to be IO'd out when we launch Issue 22.
